A few days ago Mr. JENCICI:Ii made a speech, of great ability, in defence of it. In it Le stated that the committee, 'having been raised and instructed to ex amine the exvmditures•uf all branches of the service of the United States, after long deliberation and examination of the subject, came to the conclusion that the present great expense, and inadequacy 'of result to the IXDCELSC which is every where found, orb due rather to the qual ity andcharacter-of the persinnel of the civil service, than to the number ofgm ployees or to large salaries. The com mittee have, therefore, recommended the Civil Service Bill as the most practi cal and effectual method of causing re trenchment in government expenditures. • If mischievous ingenuity had been set at work to devise the most vicious sys tem that could be tolerated, it is quite probable the one now In existeneewould have been hit upon; certainly something nearly akin to it. Perhaps it would be an exaggeration to say that no respect whatever is paid to the intrinsic require ments of the public service, but it is the 'literal truth to t:ay that the proper per formance of official duty hi quite subor dinar.. -.Men have for a- long period found 'it comparatively easy to obtain public employments who found it die ealt to attain situations• of equal respon sibility in private pursuits. Appointments to office have been gen orally made not so nitriti in view of tho qualifications of the applicants as upon the earnestness with which their cases have been pressed and the importance of the persons by whom they were backed. Commonly, appointments have been made fn reward of political services; of ten to competisate for usefulness toinens hers of Congress. 'Moreover, the tenure of office has been so frail, and the term sofshort, that men of c.ipacity and energy have rarely been willing to engage except as a temporary expediedt. Four years has been about the limit that could he depended on, and witlilittle or no prospect of promotion in ease of expertness and efficiency. Few men of the better sort have been willing to take several years out of what ought to be the most, productive period of life for a bare subsistence. What is needed is to raise public ser vice in the departments or in connection therewith to the rank of a profession at regular calling. Provide that no indi vidual shall . be appointed unless upon rigid examination he Ohows thezequisite degree of fitness, and, then keep him so long as he behaves (veil and his faculties bold out, giving hint a ebance'f to rise teem one grade to another. - Two principal advantages would re sult from this plan.. First, The public would be well served, and at less ex.- penae than now.
