Considerable snace has been given to
the action4rethe late Catholid- Plenary
Council, and also to-other,deueminations,
and as themonth of November is one of
great interest in Methodist circles, relative,
to the annual resuita of its leading benevo
lent operations, such na the missionary,
and Church Extention, we present route
interesting,facts in regard to this body in
a condensed form.
The General littasionary Committee of
the M. D. church has just closed its sa
una' sittings, covering a period of five
. days in New York. Tole body iscomposed
of the Bishops and n largo board of min
isteria. and MT_ Members._ From the
Trea.surer's report the total receipts for the
year amount to $702,912 25, being an in
crease over the preceding year of $00,440 47.
After careful consideration the appropria
tions made for the yeas now ensuing
amount to a million and thirty-one thou
sanddollats, almost exactly agtceing with
the number of Church membership. The
Appropriation is distributed as folloWs

'this country, nearly 'sixty five thousand;
Indian 'Missions, •four thouiend six' hun

Thdugh Isis early religions impressionshad
been received in connection with the Pres
byterian Church, yet he felt himself drawn
by some irresistible power toward the
Methodist Church. Ile spoke of the four
years disastrous war, and of the sacrifices
made by at least one. hundred thousand
members of the 31. E. Church.' Briet'ad
dresses 'were made by three of the Bishops
'and by other distinguished Ministers.
Bishop CLanc, who has done valuable
service in reorganizing the M. E. Church]
- in Tenneme and other Southern States,
made a speech of great power. In the
course ()this address he spoke of the meeting
of the Tennessee Conference at 3lurfrees
bora in the early part of the fall- During
its session a group of secessionists were
overheard speaking of the Conference.'

They _talk as though they meant work..
And there-is-that centenary-, fund I" No
wonder as the Conference in Tennessee
commenced with 6,000 members. and-fifty
ministers, and in one ,year it numbered
ninety ministers and-18,200 members. -The
Bishop said they intended to stay in Ten
nessee; and would not be driven out. Then
turning directly to General GFjrt, the
Bishop said: "I had some fears at onetime,
I confess, about the result.- But those
fears , beim gone. Sir, that mag
nificent ground swell of political
action, width moved through' this
nation so grandly, Syd which lifted you,
sir, to the prominent position of Governor
of the old Keystone State, has changed the
whole aspect of affairs.

strength with it to the loyal South. And
it has spoken in language which cannot be
misunderstood either at the centre or south

Amendment m. When the Constitutional
' was pending, and the contest
between the President and, Congress over
it was fiercest, Mr. Tilton fairly shrieked
'in favor of standing by Congress. "Stand
by congress," was a cry everywhere, and
nobly was it responded to. The Amend.
meat passed, and Mr. Tilton, in his paper,
joyously cried out "LausDel." The Pres
ident appealed to the people, and the czy
was "stand by the Amendmentsustain
Congress." And the people, after a fierce
struggle, did stand by the Amendintlnt,
and by an overwhelming majority in the
popular vote, and by the election of new
Congressmen, did sustain Congress. But
scarcely had the notes' of triumph died
away, when Mr._Tilton ant:der:4 perceiv
ed that the Amendment was worthy only
of denunciation, and that something else
should have been adopted by Congress, and
be took the trouble to come all 'the way
from New York'to the Banner County of
the 'Union to tell 'us how great a mistake
We had committed, with our - unequaled
majority, in standing by Congress.. Surely
there are men hard to understand—in fact,
it is extremely doubtful whether they un-'
derstand themselves—and Mr. Tilton is a
conspicuous member in their ranka—Cont
nutreial.
Well; when the contest was' pending
our contemporary "fairly shrieked" against
the -Republican majority. in Congress ;
against prominent members of that major
ity, as STEN ENS, SUM?.:ER, . WADE, and
Wl:ruins ; 'and against all conditions to
be imposed on the revolted States, or disa
bilities to be laid on the leaders of the re
bellion. It magnified President Jormsort
as the sublimation of fidelity and patriot
ism, and his 'Policy as affording the true
solution for all our national troubles. It
zealously undertook the defence of the
apostate COWAN ; proclaimed that he was
not only a gentleman of stainless personal
honor, but a statesman of rarecapacity and
trustworthiness. After an t hile it perceived
"the notes of triumph'; would not be
sounded on tltat side, and it veered square
about., It exalt ed the authority and purity
of- Congtess immeasurably ;'pitched into
the President and his Poliitytwith a rough-,
ness and virulence which a decent self.
respect restrained us from - emulating ; and
vituperated Cower/ worse than it preYi
ously did STEYENS. With what self-im
portance the Commercial tatks about.'"our
unequalled majority, in standing by Con
gress:" Does it suspect the people are
fools, or have lost their memories?
' Everybody knows that if the Commercial
could have had its way ttere would have
been no majority here for Congress, but a
round one for the President. Even if Mr.
TILTON was as inconsistent as isalleged, he
ought 1.- tAse exempted from assault or even
taunt-from thtit quarter. But he exhibited
no such inconsistency as is charged upon
him. t Ire asserted the'exclusivc authority
of Congress in the premises; endorsed each
particular section of the Constitutional
Amendment as good; but insisted that
Congress, enlightened and strengthened
.by.the elections, ought to' go farther, and
deal out equal and exact justice to the
blacks. Mr. TILTON may be "hard to
understand," but the Comi.lercial is not_

AT. TOE RECENT ELECTIONS the people
of the loyal States re-aflinued the exclusive
authority of Congress as the law-making
power of the government, and signally re
buked the President for his contumacious
interference with the legitimate functions
of the two Houses. This was the primary
matter decided by the ballot-boxes. Be
yond this it may be reasonably asserted
that the people decided in favor of the Con
stitutional Amendment, - and particularly
of the section disqualifying the rebel lead
eri from holding office. This was clearly a
'ejection of the • proposition for Universal
Amnesty, whether as a measure standing
1) 5 0 itself, or associated with Impartial Suf
frage or what not. But, it does not follow I ,
that Congress W . AL3 instructed by the elec
tions to insist on no Other terms than those
embodied in the Constitutional 'Amend
ment, or.was . .admonished to take no mea
enree look* to the elevation of the black
population.. The sentiment of the loyal
people manifestly is that the Reptiblic shall
be protected .against As enemies, and all
loyalists delivered from the domination of
all rebels.
