But scarcely had the notes' of triumph died away, when Mr._Tilton ant:der:4 perceiv ed that the Amendment was worthy only of denunciation, and that something else should have been adopted by Congress, and be took the trouble to come all 'the way from New York'to the Banner County of the 'Union to tell 'us how great a mistake We had committed, with our - unequaled majority, in standing by Congress.. Surely there are men hard to understand—in fact, it is extremely doubtful whether they un-' derstand themselves—and Mr. Tilton is a conspicuous member in their ranka—Cont nutreial. TOE RECENT ELECTIONS the people of the loyal States re-aflinued the exclusive authority of Congress as the law-making power of the government, and signally re buked the President for his contumacious interference with the legitimate functions of the two Houses. Be yond this it may be reasonably asserted that the people decided in favor of the Con stitutional Amendment, - and particularly of the section disqualifying the rebel lead eri from holding office.
