THE NEW DEPARTURE.
,
Iris now . manifest that the bold proposi
tion of the 'Chicago Times wasmade upon
pre-concert, and likely to lead to im
portant results, The National Inteltigencer
virtually gives in its adhesion, and several
Southern gentle Men, distinguished in the
rebel ranks, Iwo extended to it their pow-
oriel ap'probation. It becomes, therefore,
important to consider what inducements
..- exists oil the Democratic or. rebel side to
- 'concurrence in this new departure, and
what consequences ' may be expected to
flow fiom it.
The elections, just held, have convinced
the' most increduldus that the Seceding
States will be restored:-only upon condi-
tione. ' The ballot-boxes have swept into
the recepticles of rubbish all the legal sub
tleties designea to show that those States
are not, and never were, out of the Union,
and that when the cessation of actual con
fl ctill their original rights and immunities
reverted to them. The high Court of the
People have decided differently, and from
`that decision all appeals aro nugatory.
2. It naturally follows that the rebels
want to obtain the easiest conditions pos ;
aible for• themselves, while the northern
sympathizers want terms upon which they
can build hopes for the future. By the
Constitutional amendnient, now pending,
the most active and potential spirits
throughout the South are incapacitated
from holding office under the General Gov-
eminent. This would shelve all the Dem
ocratic leaders of any conspiculty. By the
amendment, moreover, representation iu
the General Government is made ratable,
not to population, but to voters. Theclear
intention is to , make all ballots cast at a
particular election have equal weight. The
Democrati do not want to lose their letid•
ers at the South, nor do those leaders want
to be lost; nor yet do the Democrats want
to have representation in Congress middle
Pectoral Colleges diminished for States
rwhich belong to them by past instincts and
memories, as 'well as by hopes of future
avenges.' If universal amnesty can be ex
changed for universal, suffrage, the only
. chance of covering these points will be ob
tained. ..
3. If this plan shall work, it will then re-

A strong tendency has been developed
of late years, to lesson the stri;tures of the
rule obtaining in the higher seminaries of
learning which held pupils rigidly to the
classic and mathematical course of studies.
In many of the • colleges if this country
equivalent courses have been—instituted in
modern languages and the neutral sciences;
and the movement in that direct rAlicr c;e
celerateX than dlminiches. While it is still
admitted that the chi:4 end of this prelimi
nary work is mental discipline, the fact is
, seen with increasing charuess that the dis
cipline may just as well be acquired in
those departments of kutivledge which
will come into practical play in all after
life.
When the Benedictine monks—to whom
we think the world owes MOM thanks in
connection with this matter than to any
other class of men—established the course
of collegiate instruction—which. has since
generally prevailed, there was no-literature
indigenous to the vernacular tongues.
Indeed, those tongues did not, till a long
time afterwards, attain so fair a degree of
peifection as to be the suitable media of
high literary performances. Latin was
the language in which:law, physic, divini
ty, literature. and diplomacy were written•
in all the European nations. The natural
sciences scarcely had an existence. Al
chemy had not then blOssomed into chem
istry, nor astrology into astronomy. The
vast realm of ' geology was' an un
discovered land. Now, the Eng
lish classics are incomparably su
perior both to the Greek and Latin
The vernacular language all over the civi
lized world contain all that is most vet
uable in science, art and literature. The
dome ln of science has been marvellously
cult: t;c,l, mid many men are versed, in
them who know little or nothing of Greek
tT Latin. They never read Virgil or Bo
nier, but they have read the great volume
et nature written by God himself, and can
interpret it to mankind for the 'advance
ment of the race in all the practical con-
terns of life. In the number and cable of
the ideas possessed they are richer than a
*lse linguist with all forms of speech at
Command.
It is this consideration that is leading to
the modification of the old college course,
Ind with great adilintage to the progreSs
of sound learning. Heroin consists the su
tutor excellence of West Point-'Military
Icademy as a training school for most
practical employment. The theory there
is not that what is called classic learning
is calubless, but that by the enlargement
of the realm of knowleage, its relative im
portance has been dirob.ished.
