The Democrati do not want to lose their letid• ers at the South, nor do those leaders want to be lost; nor yet do the Democrats want to have representation in Congress middle Pectoral Colleges diminished for States rwhich belong to them by past instincts and memories, as 'well as by hopes of future avenges.' If universal amnesty can be ex changed for universal, suffrage, the only . chance of covering these points will be ob tained. .. 3.
