The re port affirms that the evidence in the hands of the Committee justifies the assertion that there Is probable cause to believe that he wee privy to the measure which led to the earn mission of the deed, but the Investigations of the War Department and the Committee have not placed them in possession of all the facts. The capture of the rebel arohives has put the hgvernment In possession of a mass of documents throwing lig:ht upon the general policy of the rebel authorities, which Is. to some extent, developed by the report. The report is very lengthy, and is mostly com posed of extracts from evidence and docu ments in possession of the Committee. Re ferring to affidavits taken by Judge Holt, and the contradictory testimony of the same wit nesses before the Committee. they are unable to determine which is true and which false.
