SOUTHERN BBCTIOKA.LIBM M SPEECH OP HON, JOHN HICK a AN, Of PENNSYLVANIA, DtUvtrrd in t&l Hovta of Rtpremlalita of United Stain, i/ay 1, 1360.- The years from 1844 to 1850, inclusive, will long be remembered from the most remarka ble, as it was the most bold and adroit section al movement known to our history. Ithad for its objecta gigantic slavery extention;but un der a pretext very different in its form. It was nothing less than its forcible acquisition of ono half, if not the whole of Mexico, for the purpose indicated, under color cf the an nexation of rexas. It is worce than folly to suppose tbatj the determinationto sustain what the South call the balance of power, but which would bo more appropriately named tho su premacy of power, has only just been deter mined upon. It has long been a settled policy with southern leaders, recognizing in it, as they do, the condition of tho lifo of slavery. -Andhow is the correctness of their view to be resisted? That man who has read the history of his race, and has not closed his eyes against the plain teachings of events transpiring daily around him, will nfcyer be convinced that there can be an endnringpeaco between slavery and freedom. Truces may be agreod upon, but they will be like the compacts of kings; made to bo broken, whenever interest, ambition, passion, or progress, shall will it. Air lines may delinc rival States, but they never can bound oonflioting sentiment. The vigorous and the true will invade the sickly and the false. The light of the press, tho mechanical agoncies and other productions of highly culti vated art, the green Gelds and profuse harvests of scientiGc agriculture, the wide-spread of prosperous commerce, and the Gooding wealth of coaseless thrill, are not to bo restrict ed by river banks, or corner stones, or paral lels of latitude. These inGoences are forever and ever at work. They are yonr zealots, your funaucs, yonr traitors, your Abolitionists, eter [ naUypreaehingoftbenoblesttriumphsofcivili t ration, and impressing their lessons Upon the hearts of the most lnconslderato and wayward. They are the invincible-antagonists of igno rance, indolence, sterility, and poverty, and none but the unwise or disingenuous 'should attempt to deny it. When yon can wall them in, you can control the travels of reason and tho mightiest impulses of humanity. Then yon may “bind tho induonces of Pleiades and loom tho bonds of Orion." Then you may “bring forth Mazzarotli in bis season," and “guido Arotnrus with his sons." It is pot the handful of men plsntiog sedition, and waiting openly against legal institutions and fundamental law, which Uie States Sooth fear, and against whose acta they seek pro lection'through expansion, it is the redaction from the whole snrihee of the States North—-their intelligence, skill, production, enterprise, and prosperity, which threaten and disturb. Tofosterandencouragethesoistoaug ment the danger. Not to attempt tocounteract themwouid indicate abandonmontofthe strug gle—the breaking down of the Trajan bridge. 1 see here the cause of all the agitation upon the Blovory question, in Congress and not of Con gress, for tho last fifteen years. Heroin lies the secret of the contests for the Territories, the violation of covenants and compromises and the Bppalling aggressions upon the sover eign rights of the people. Tho South seek the acquisition and tenure of tho Territories and what better agency, lot me inquire, can they employ to fortify themselves t Once sur rounding ns by a belt of, States which should I regard our institutions inimical wtheiij, wo might well anticipate the fato of the man: in the iron Shroud. With tho powers of tho General Government thus placed beyond oor control, the walls would constantly contract upon us until, at last, wo should be crushed by the pressure; or, if left tosorvivo, it woold be upon some, ragged mountain-top, dnarfed to the insignifianee of San Marino. Here 1 point to the cause.and source of that sectional antagonism which must continue uutil either the North or the South shall gain tho ascen dency. Timo will east our country’s horoscope but let us still trust that it will' remain her good fortune to excrciso n humanizing and christianizing sway over aa injured and dis- humanity. There is such a thing os "manifest destiny;” and tho destiny uf ihe South is perfectly manifest to every one except themselves. Sir, a few foot-prints in the past point out unmistakable the direction in which events havo been hurrying ns. The least noticed of these, at the time, was tho daring resolve of K leaders to sot aside the expressed and n will .of the democratic voters in the 'selection of a Chier Magistrate. As Mr. Van Buren wus cast off in this way, and without damago to those engaged in the plot, it has never since been considered unsafe for a dele-, gated body to engage in usurpation, or to giro to their edicts the force of obligation. This is | a great mischief, but my no means the most gnevooa resalt of the act; for upon it may be charged one oi the greatest outrages, as I con i ceivo, our people have over been called upon [ lO endure. I allude tb the enactment of tho compromise measures of 1850, and tho fruits they have produced. By the great body of the then dominant party of tho country, Mr. Von Boren had been virtually placed in nom ination for the Presidency; bnt because ho failed to Beo that necessitv for tho immediate annexation of Texas whici was felt by others, delegates from Pennsylvania, even, who had [ given written pledges to Bustain him, were among tho earliest to sicrifico their plighted faith and tho wishes of those they presumed to represent. Tho contrivance was successful and the issue born. But, lam glad to know’ the monster proceeded from nonorthern womb wo did bat not as midwifes at the birth. The annexation achieved; aa was forcßeenby its parents, the war with Nexieo, and an acquisi tion of horsoil foreordained, as was supposed lor slavery, billowed os closely-linked resulting consequences. Bat as God sometimes ventures to overrule the plottiogs of men, even the wisest of men,an unseen handwasatworktodio appoint purposes, bringing good ont of evil. As Arlotta’a bath in the brook, by attracting the attention of Poke Robert of Normandy, led to the establishment of tho British empire, so a shovel-full of earth, carelessly thrown’up near Satnf’s old fort, wrested California from blight and mildew,.andoonverteditinto Arca dian pastures and vino-wreathed vales. Tho discovery thea mado was the real philosopher’s stone, which gave a golden throne to Freedom, and planted her victorious banners on the shores of the broad Paciflo. So far, well; bat now the folly and snbmisslpn began. Those who had secretly played with stocked cards foe tho prise, and lost it, still mado claim and showed tboir hands; and tho winners, always magnanimous—rioh in present gains—agreed to pay bounty for their daring nnd thelrenter prise. Yes, California, with an area enough to ranko threo Btntes as large as New York ■ with a population more than sufficient to enti tle her to two Representatives in this Hal); nnd with a constitution desired by her people was denied admission into tbo Onion because of her choice, of institutions, although purely republican in her form. Preferring Bio energy and productiveness of white labor to tho sloth and sterility of black, We were required, I may eay constrained, to buy her in as a sister, and at a pried Gied by the usurer. .As, lam on the subject of sectionalism, it may bo expected I should bo particular as to tho consideration yielded."" In tho Gret place, we gave tho lasi Live Blnve law, and bound three million adult freemen, en gaged io professions, trades, and agriculture, to leave their, books and tools and plows; to seek altar and retake the tunning property or those who refused the oaptors the equality guarantied by the Constitution and the justice demanded by the Bpirit ot the Government ■ln the second place, having, by the resolu tions of annexation, conceded to Texas, with a title to less than onn hundred and seventy thou sand square miles of territory, the astounding right to meltiply her power—to divide and sub divide hereelf by at least five slave States, to be represented by at least ten Senators—we, in the flooding or grateful hearts, bat with eyes blinded as by cataracts, mode her n free-gift or additoDol domain, sufficient in extent to .consti tnte two States as large as Ohio, nnd bound the public IVensuiy to pay her ten million of dol lars and interest, that aha might the sooner avail herselfof the monstrous prerogatives-con fereed upon her. " “ . In the third plaia, alttoogh the fathernf “the compromisei •measHret’! declared that .slavery did not exist, by law, in any of the territory ae q aired from Mexico, the demand was made and agreed to, that it might be extended over [Jtah and New Mexico, comprising near half a million or Bqoare milea of Borfcee. In a word, these were the humiliating concessions made to the South oa far bach es 1850, not in return for acta of grace or good will; bat, seemingly, as a propitiation for the enormity of having neti- 1 honed ibr a plain right Such is the statesman, ship of] barratry. and the statesmanship of bungle, | over which praises have been 6ong to oover np disgrace. The South have a settled policy; the North have none. Tho have the policy of sec* tional interest and advantage; the north lack even that of consistent and persistent opposi tion. When they woußf“Tßftfce oblations to tbeir peculiar institution, they clothe selves in the mantle of pretooded patriotism, end declaim on the secretness of tho Constitu tion; but when wo venture to ask a sustaining band for ours, they would disfigure us by at tempts to gird us with sackcloth, and filling oar -ears with the yelp and tiunt of sectional ism. And I should like some one to. name to me a President who, within the last decade* at least, has'not contemptuously tamed his back upon those to whom he promised fairness, whose votes necessary to his promotion, mid whoreally constitute the rightarm of the na tion. Letbim be named, ifpossible, forlconfess I have never known him, even by repute. They have all—yes, all—been living commen taries upon, tho insecurity of platform profes sions and the spirit of .submission, if not for giveness* jn the betrayed elector. The present Executive has not so much rendered Mmielf notorious by his mere partiality, as ho has by the disgusting subserviency displayed in his rule, ins cajolery and deception as a candi date have only been excelled by his cynical demeanor to his true friends, os a true officer, lie has valued praises of flattery above the hon est support of disinterested friendship, and pre fer* retirement, amid the execration of his neighbors,to the eulogies which wait upon faith ful service. A self-relying and self-sustaining manhood would induce him to look above ana I beyond the artiflciul or painted horizon by which the trickster seeks to limit his vi-ion, and not allow himself to be made a partisan and dupe. But when we find our confidence betrayed, and decency insulted, and let us not blink the cause. Those communities which, harmonized by a common concern, take advan tage of our want of unity and purpose, impress the placeman and spoilsman with the notion that they hold the toys of honor and of for tune. 'lhere is something here to study and to learn. [oosrat'cn ] The South hare necessities, and act upon I them. The North bare necessities, and sink I into dreamy slumber. Wo fail to observe tha I y? at *J*tepp»n£Bof tho invader, but get into a I frightful bustle when bis guns begin to thun | uer at our city walls. Tho South are vociferous I for party as long as its machinery works uner ringly to their advantage. Tho North are satis .fieU with doclaratitjns of governmental policy I without regard to its success; and exult over I platforms whilst all their embodied principles I are violated. I cannot sanction the course pursued either by the Sooth or by tha North- it I -is unfair, it ia unjust. That cf tbe South is sectional and aggreasire; that of tbe North yielding and self-destructive. Deprecating I anarchy and war, I desire, above all things ; ; an honest maintenance oftbe compact between United States and its integrity. Sus* | Uining Democracy, I protest against its being | made a catch and a cheat. Boro and living in I one of the most powerful,- prosperous, intelli-1 gent and generous of the free States, I will not admit a right of superiority over our citizens, either by nature, education, or grace. j pLAIN AND FAXOY shoES Th« Ur|e*c snl fl-cjt Msjtt&ieut lo tbs city, st NEW STOCK JUST OPENED J A M E S' ROBB, No. Market Street, U«»l0B Juat f»!uru«J fr..m lt>« E*! •Uh ■ Urge »ni well •elected «iork of BOOTS AND SHOES ff *' er r ’SriMyaod «lyl*, l« now rr*p«rr<J to »*li olK>o bl« blend* and coitcoer*.
