Inn Arkansas law banishing the free nig:cell from that State, and to a great extent confisca ting their property, is regarded in all eections of the Union as a cruel and arbitrary exercise of power on the part of the dominant race. Three poor unfortunate exiles were' riven from home on short notice, and aro now helpless wanderers in the Western States. Southern chivalry, which was wont to boast of its magnanimity, resembles the "chivalry" 011ie dark ages, when the strong oppressed the weak and plundered those who were unable to resist their demands. During the debate ice the House of Represen tatives, on Friday, a member from this State in troduced the lard ratsir abruptly and inoppor• [Lindy, which at oboe led to a discussion that has interest for our readers. Although it is a matter of record that the whole democratic party of the House, with two exceptions, and the whole. democratic delegation f rkau Pcnoo, I vania bat Mr!' Packer, and the whole democratic EienaLe, voted for and carried the tariff of 1837, Mr. Mont- gomery bad the affroutery to charge the respon itibiltty of that odius measure upon the Opposi tion. He deliberately perverted and misrepre sented every important fact, and with a full knowledge at the time that he was the conven ient tool of the free traders and distinicioititS, who pot him forward to do this dirty work. It was the subject of remark in the House at the ' time, as the newspapers inform tie, that Air. Houston, of-Alabama, and other constacuous op- poncuts of Pennsylvania interests, prompted him and furnished the n parte statemente to color this false allegation. It fortunately happened that Mr. J. II Campbell, then as now the able . representative of the Schuylkill district, was i present, who had oleo been a member of the Committee of WayS and Means in 1857. In reply to the charge of Mr. Montgomery he said: I refer my colleague to the record of that Con gress; and does he not know that the House bill, which did not make reductions en our great sta ples, was sent to the Senate—to a de mocratic Sen ate—where the honorable Senator from Virginia (Mr. Hunter) was the chairman of the Committee so Finance, and that democratic Senate took the spbOules of the House tariff bill to pieces, redo cHig them from a protective tariff—wh. h w as the essential feature of the House bill—to those of a free-trayle bill? The Senate, 1 assert, ade \ reductions upon iron, and upon all the of er schedules of the Howe bill. Does not my colleag e know, and I refer him to the history of that leg islation, that that bill, as metamorphosed, passed the Senate by democratic votes, that it was sent hack to the - Sense, and the House rejected the Senate hill: that a committee of conference was appointed, and, that, although the Senate bill, by the report of the conference Committee, was increased in some of the schedules, yet still it was a reduction upon the original House bill? And now, I refer my colleague to this fact, that every republicarmember of this House from Pennsyl. crania voted - against the report of the committee of conference. The democratic members from Pennsylvania voted for the present tariff, with the exception of Hon. Mr. Packer. So the gen tleman from Ohio (Mr. Sherman) voted against the present tariff law, and ho is our candidate for Speaker. And does not my colleague know that every republican or American member from Pennsylvania voted against that bill? * e * Jiir,.l want the responsibility to attach where it belongs. The bill of 1857, ildaMOUB as it was for the country—striking down, as it did, labor, and all the great interests of labor, was framed by a democratic Senate committee, and voted for by every democratic member of this House, with two honorable exceptions. And I call my colleague's attention again to the fact that every candidate for Speaker of this House, proposed by the democracy, and who were mem bers of the thirty-fourth Congress, voted for the enactment of the forever-iniquitous tariff law. . * .te Sir, when we came to the thirty.fourth Cen greets, there was a large, vigilant and poier ful party, anxious, to repeal the duties on rail road iron. The iron men of our State, of Maryland and of New Jersey, and other party of the country, were anxious to hold the little pro tectidn they had on iron under the bill of 1846. We would have increased the duties, but had no power to do so. We felt it neceesary to Batley some other interests, to make concessione to the manufacturers by potting in a free hetet those articles which did not and could not come into competition with home industry or home manu factures. And we formed a bill which was ea eentially a protective tariff bill, and more advan- - tageaus to our State than the bill of 1846; for the rec,ou that it had a larger free list of articles which we did not produce, and which we oeuld not produce under any protection; and it there fore made it the more necessary to raiao the duty on other articles that required protection.: It did not touch coal or iron. They remained where the bill of 1846 placed them. Thtlei we reported that bill to the house. Does not my colleague know that the leading agricul turalists and manufacturers of our State, and, other States, were in the city of Waehington, acting as an advisory committee, for gentlemen interested on the subject of the tariff? I could name leading iron men and others from our State, who were here at the request of our committee, to advise with us en that most material subject. The Committee of Ways end Means reported that bill to the House. It is true that, when it. was reported, it was mainly supported by repubtlean votes. It was considered a protective tariff bill. But there were some interests which were re garded se being affected by It. There were some agricultural interests which we could not unite en that bill, I remember that the gentleman from Ohio (Mr. Stanton,) and I think hie col league (Mr. Sherman,) that this bill interfered with certain agricultural . interests ef.Okio, and voted against it. But we carried it by Republi can votes in the Rouse. It watt, by a month's journey, a better bill than the abominable bill of MI6. It was sect to the Senate. I haVe 0- ready informed the House how the Finance'Com- mittee in the Senate tore it to pieces and reduced the ad valorem , duty on iron , below twenty-fora per cent; but the conference committee after. wards got an increased duly on iron abitte and beyond that reported by the Finance Consinittee of the Senate. Well, sir, that bill, altered by the Senate cant mittee, paseedtbiaBautte. Ultras sent down to this House, and'the motion If as'msdn to lay it on the table. We wanted to defeat the Oenate bill, bot wale still anxious to MO (ho HOlBB bill. There were good men and' true men, but;(l believe, mistaken men, who hadteen all their dives friends of a protective tariff, who voted for The report of that committee of confer ence, in the belief that it would prevent the eu nctetent'et a worse bill. But, sir, 1 could not vote for, it. I could not consent that the duty • • . . on iron, the great staple of my State, should be reduced: , and I remember, that with my Repub lican and American friends from Pennsylvania, we struggled manfully to defeat the report of the comrnittee of conference. Mr. Mineola, of Virginia, the two candidates voted for Speaker by the democratio party of this Rouse', with many others, both voted for the present tariff, as this record shows. Mr. Campbell had thus proved the mia repreoentations of his colleague, and reviewed the history of the tariff of 1857, Mr. Covode, who was one of the most active, devoted and ef ficienl.efiampions of the interests of Pennsylva nia, during that memorable struggle, iuterpoeed to relate his personal experience concerning the condtict of Democratic members of our delega tion.: We extract from the Globe: Me. I will tell him, as well an the gentle man from the first district, (Mr. Florence,) that during the last session they struggled with the republican party in this noose. Throughout that Oession, eir, every representative, of what ever Party, from Pennsylvania, stood firm for the defeat of their treasury note bill—the bill which immediately preceded the tariff bill. Each of my colleagues uuderatood that there was no way to get a tariff bill through Congress but by a defeat of the treasury note bill; and each of the democratic representatives upon this floor, from,l'consylvartia, voted atonally with us of this side,: for the defeat of that Treasury Hate bill. The only difference between the gentle:elan from the Washington district and myself was this. whilo he voted with us up to the last night of the session, during which the final struggle took place, then the gentleman and two others of my colleagues from Pennsylvania were absent. I remained at my post.
