What with tarring and feathering piano -tuners, or resting and imprisoning harmless peddlers, send ing men to the lock-up for some trifling twilit . oration of speech, insulting defenceless women, and calling out the military of the State because . a few 'bloke of wheat have been set on fire, it ' might seem to have as much silly Week to do as befits a people which bouts of its chivalry ; but to all this is added an incessant stream of bal derdash from the fostataine of Its press, poured forth by a sot of the veriest moonlinge, clamor ing for the death of old Brown, the dissolution of the Union, the ostracism of the' North, the nomination of Wise for President, the hanging of all strolling Yankees, the suppression of free speech and a free press, and a general reduction of the whole country to the idiotic condition of Virginia. They have evidently gone wild on an overdose of nigger. They have been dining, 'boiled, and Breakfasting 'on nigger—nigger !boiled, nigger roasted, nigger broiled, nigger fricid, nigger stewed, nigger fricasseed and nig ger in all possible culinary shapes, until their dreams waking or 'leaping are of nigger only —a horrible, hideous, black nightmare which :idea them day and night. God have mercy ---- on the poor miserable, caitiff maundirere, and restore them, soon, to some glimmering of acme. But the most surprising Illustration of -still . nese is that shown at Memphis, in the arrest and imprisonment.of p man called Dr. Palmer. This man is a resident of Memphis—married into a elaveholding family, and identified with the elaveholding Interest ; but he has had some dif ficulties with - hie •some one of his ;domestic enemies has trumped- up a charge ;against him that he was a conspirator with John !Brown. Gov. Wise, of Virginia, received, a few 'days ago, an anonymous letter inclosing a docu ment which the writer said had been dropped Out of the pocket of 11 young man who bad been Sitting in front of him in the railroad care on his way from Philadelphia to New York the day Previous. He caw it Val, but the owner was gone and the cars had started before he could restore it to him. The inclosed document was addressed to "Captain JOsts Brows, General, Commander-in -Chief, etc," and signed ..Lsvi am' Tasaonsn.'r It contains a full and min . ilea account of the writer's communications Ln the subject of slave insurrections, and slave Stampedes in Memphis, Tennessee, with Dr. .Palmer. There is throughout the whole dem- Arent not a single - hint or inuendo. Everything le told frankly, with a candor and simplicity Which, considering the nature of the communi , isgon, are really wonderful. No cipher/ or 1 signs. Palmer appears to have made a clean breast of 'it, and Thatcher renders an account of his revelation to Capt. John with the moot piiistaking accuracy. Tide epistle was at once forwarded by Gov. Wise to the Governor of Ten sits-Sue, and by him placed in the handeo_a. 14w officere :of the State, sad committed for trial them No evidence ,!1". Wise, did it anonymously, with no proof that he ever picked up the letter and no . hint to enable any One to Ince the individual who forwarded It. • Such a transparent trick—the forwarding of an evidently forged letter, anonymously—would have been detected anywhere elite then in poor demented Virginia; but Gov. Wise ewallowed the bait; Gov. Barrio also was duped by it:, and without exacting a tingle mot of the genuine ness of the letter, a clearly innocent man las been victimized as if clearly guilty—a man against whom no proof exists, has been vent to jail by a court of law, because an anonymous writer nye ho pinked up a letter in whioh some body else elates that the prisoner contemplated a'arime. The absurd panic now prevailing at the South is bringing Into contempt tho whole machinery — of justice in that region. Even the marines who came to the rescue of Virginia in the depth of its fright, would not believe each a eilly story as thm, proverbially credulous as marines are cup plea to be. SQUAW= BOVIUSSIONTY Rn•voterlD.—The Richmond Enquirer, which Is the organ of Goy. -Wine, and which wan not long einoethe advocate of'Squalter Sovereignty, now repudiates that doctrine. A FIIESEI PANICI.-A sensible man has risen on the Virginia horizon—and the event creates as complete a panic, as he appearance of acomet used to excite before the aspect of those heav enly bodies bad becomes° familiar. The whole State is in commotion. The Governor's organ is in a elate of immense excitement, and we look for an immediate proclamation from the facile pen of Gov. Wise, decreeing martial law and petting (ho militia of tho old Dominion on a war footing for the irrepressible conflict which the advent of this phenomenon seems likely to provoke. A hfr. Parkins, who edits the ClarLe Journal, "a weekly sheet, published in Berryville, Clarke county, Va.," as the Enquirer informs us, has taken the extraordinary notion into his head that the safety of Virginia does not require her Governor and people to wade knee-deep in the blood of such Abolitionists as may fall into their hands. Ile Ventures to think that oven the exe cution of Brown and his companions is quite unnecessary, and will do quite as much harm as good to the character of the State abroad and to its peace at home. Ho speaks precisely ns every sensible man meet feel about the absurd and disgraceful panic into which the harpers Ferry affair seems to have thrown the Virgin ians, tand remonstrates, warmly and somewhat Indignantly, against the exhibition of fear which they are incautiously making to the world at largo. The Richmond Enquirer is in consternation. Such "treason" on the soil of Virginia seems quite incredible. It attributes tho apparition to Northern intrigue and Northern gold. Mr. Parkins must have been bribed to the utterance of these treasonable sentiments. But the &- quirer is especially anxious that Mr. Parkins should be takeri care or. :Whether ho has not made bimetal( "liable to tine and imprisonment in the county jai)" by his fearful crime, that paper submits to the people of his county. It is quite certain that they "owe it to their own safely to suppress this incendiary sheet " What a tinderbox the Old Dominion most It will be dangerous by and by for a 6340 man to look in that direction, lest the State should instantly explode. The opinion begins to - be current in this latitude that the politicians and people are panic-stricken and insane—or else that' they do not tell the truth when they deny that Slavery is an element of danger. Their conduct since Old Brown's capture has done more to convince fanatics that it would be perfectly safe to imitate hie example, and that the Virginians stand in mortal dread of an insurrection among their slaves, than anything which has happened for twenty years previous.
