OUR PROMPT PRESIDISIT.—If it were not bre. verent to suppose that Mr. Buchanan can have anything to learn, and idle to imagine that he could learn it if he had, no should endeavor to point out to the Presidential mind that the words prompt and peremptory are hardly synonymous. In dealing with Cortinas and the Brownsville foray our illustrimis Chief Magistrate is likely; we fear, to confound them. His confidential organ as, at least, given hith the praise of promptitude for his action in this matter for no better reason, as yet appears, than because, after waiting for six weeks to find out what he ought le do, ho hks at leant done in the meet sudden and Raton! way the very worst thing possible in the premises. Cortinas, as we have already explained, is simply an infuriated bor derer, making a raid partly for revenge, partly for booty, upon the people of the Texan frontier. Had the President 'taken half as much pains to protect this part of the Republic as he did to rescue Gov. Wise and kis Virginians from anni hilation by John Brown's hand, Cortinas might have been suppressed BB easily as the conqueror of Harper's Ferry. But there were no available troops in the neighborhood, and Cortinas had it alt his own way so long that he became embold ened to grander enterprises than he had at first apparently meditated, and is' now a serious terror to the whole country of the Rio Grande. Some thing decisive mut, of coarse, be done, and what does the President do Instead of [Ramping out at once this lodal fire, be sends his troops off to Brownsville with orders to epread it as Widely as passible, and to convert it into a national con flagration. Mexico, whose soldiers have been the only defence of our citireno, and who has loyally done her duty, and mere than her duty, in aiding our distressed fellow-citizens, is to be deliberately insulted by an order given our troops to pursue Cochrane arid his brigands, ""if necessary, to the Golf of Carlifornia." Mexioan territory is to be violated; our influence in Mex ico gravely compromised, and our national boner tarnished by' a piece of bravado which is only net utterly i 112130, if it has hem prompted by a positive desire to bring on no unnecessary and wieko war with this distracted Republic at our . doors. Beyond this brilliant effort of statesmanship •Mr. Buchanan can hardly go; and the utmost that his fondest admirers can hope for him, is that l be may succeed in balancing his "prompt" foray against Mexico by a " prompt" retreat from Ban Juan. To enforce an outrageous , wrong upon a helpless Republic at the very mo ment of surrendering a positive right to a pow offal monarchy, will be a tour of Presidential legerdemain altogether worthy of Mr. Buchan an's ambition, and admirably becoming to him in these declining days of his Administrative an thority.—N. I'. nmes. • ---- ACCORDIXO to the Richmond Enquirer, the people of Virginia, so far from being in the least disposed to extend a pardon to John Brown and his confederates, aro beginning to inquire "why they were not shot, like dogs, at tho momentlaf their capture ?" The answer to that questiotca not very dateult. As it happened, Brown laid his men were not captured by the Virginia forces which bad been assembled at .II c ' gptg, Those milltamg I en min a sent from 00 marines have not yet come up to the point of shooting prisoners in cold blood, or even in hot blood, after all resistance is over. If the Virginians wished to have Brown and his companions shot like dogs—dispatched on the spot, without trial and without mercy— they should not have waited for the marines to make.the capture. Nor do the reasons urged' by the Enquirer in favor of ouch summary pro ceedings seem quits conclusive. Buppose Brown was a villainous pirate end assassin, It -does not follow that he was therefore entitled to no trial at law, that he ought to have been hung at once; without the intervention onadge or Jury. Boer-' ever resolved the good phople of Virginia may be to have the lives of their prisoners, they ought at least be content In take them in a decent and orderly manner. It was enough that Thompson wairdispatohed after the method favored , by the Enquirer. That journal, however, speaks under considerable excitement, occasioned' by the fact that papers calling themselvee conservative, and professing a special sympathy for the slave holding interest, should have been among the first and mist urgent in recommending Brown's pardon. It looks upon this recommendation .on the part of those journals as a mean and cow ardly truckling to the abolition sentiment, in foam falling little abort of an indirect indorse ment and approved of his proceeding s . —N .
