I believed then that if the Emperor of Austria wished to come to a frank understanding with me, with, a view of bringing about this impor tant result, the causes of antagonism which for centuries bad divided these two empires would disappear, and that the regeneration of Italy would be effectedby common accord, and with out further bloodshed. I now state what are, in my opinion, the es sential conditions of that regeneration; Italy to be composed of several independent Staten, united by a federal bond. Each of these States to adopt a particular rep resentative system and salutary reforms. The Confederation to then ratify tho principle of Italian nationality; to have but ono flag; but one system of customs ; and one currency. The directing centie to be at Rome, which should be composed of representatives named by the sovereigns from a list prepared by the Cham bers, in order that, in this species of Diet, the influence of the reigning families suspected of a leaning toward Austria should be counterbal anced by the element resulting from election. By granting to the Holy Father the honorary Presidency of the Confederation, the religious sentiment of Catholio Europe would be satisfied, the moral influence of the Popo would be in creased throughout Italy, and would enable him to make concessions in conformity with the le gitimate wishes of tho population. Now, the plan wbioh I had formed at the moment of making peace may still be carried out, if your Majesty will employ your influence in promoting it. Besides, a considerable advance has been made in that direotion. The cession of Lombardy, with a limited debt, is an accomplished fact. Austria has given up her right to keep gar risons in the strong places of Piacenza, Ferraro and Comacchlo. The rightsof the sovereigns have, it is true, been reserved, but the independence of Central Italy has also been guaranteed, inasmuch as all idea of foreign intervention has been formally set aside; and, lastly, Venetia is to become a province purely Italian. It is the keel interest of your Majesty, as of the Peninsula, to second me in. the develepitiont of this plan, in order to obtain from it the.best results; for your Majesty cannot forget that I em bound by the treaty; and I cannot, in the Congress whiohis about to open, withdraw myself from my engagements. The part of France is traced beforehand. We demand that Parma and Piacenza thrill be united to Piedmont, because this territory is, in a etrategetical point of vie*, indispensable to her. The Holy Father has come to an under standing with the Duke de Gramont as to the reforms to be introduced into the Pontifical States. The negotiations have been carried on direct by the Pope, assisted by Moneeignor Ber ardi, Under-Secretary of State for Eocleeiastical Affairs, and who is said to be a liberal man. The Holy Father has at last become convinced of the necessity of improving hie internal ad ministration, but it is an indispensable prelim inary that the Legations shall return to their obedience. What means will be employed for that purpose? The following rumor is afloat at Remo on the subject :—,Part of the garrison of Rome is to be sent to Viterbo and Perugia ; the Swiss regiment in the latter place is to go to re inforce the Papal troops opposed to Garibaldi; and a French diplomatic agent is then to inter vene to prevent a conflict, and to bring about the submission of Bologna by convincing Garibaldi that defence is impossible, the Holy Father being supported by the French army." Another Paris correspondent of the same im pel me:— There has been something said of the proba bility that the Pope will launch a bull of inter diction against the Kiug of Piedmont. Some of hie oonneellore, perhaps, would not hesitate to' adopt that extreme measure, because they do not see all the consequences that might follow. ff the Holy See should issue an interdict, the ihneral belief at Turin is that the King would accept the struggle, and decide on embracing another religion, advising the , peortie to follow his example. In the present elate di' public ex citement, it Is certain that part of the inhabi tants of Piedmont and the other provinces would follow their 'sovereign in that line of conduct. It is even asserted that Victor Emanuel has in directly apprised the Pope of his intentions, throwing on him all the responsibility of what might occur. - , Wai shall look with a good deal of interest for Mr. Ward's account of his journey to Pain, and his adventures in that capital. From the aoc o anis contained in The North China Herald, said to be delived from the °Mame the Powhatan, which had. brought Mr. Ward book to Shanghae, it was rather a bootless expedition, and could not have been, .on the whole, very flattering to the pride of the Envoy. Ha is said to have remained in Pekin fifteen days, during which time he and his suite, if not actually prieoners, were limited to such excursions as they could make on foot and without guides. These fifteen days appear to have been consumed in discussing the question of Mr. Ward's admission to a personal interview with the Emperor, involving the question of his performance of Kotow, which figures so prami mently in the bleary of the former English Em bassies. An Mr. Ward's republican principles would not permit film to submit to any such humiliations, and as Chinese etiquette would not allow this ceremony to be dispensed with, Mr. Ward came off without enjoying the happiness and honor of an Imperial presentation. So, af ter delivering to eociebody title the President's letter, and without even being permitted to ex change at Pekin the ratification of the treaty, he returned to the mouth of the i'elho, where the exchange took place.
