It is romored that Prince Poniatowaki, who is expected here to-morrow on a mission from the Emperor Napoleon, brings an offer on the part of Austria lo erect Venice into an independent Italian State, with the Archduke Maximilian for sovereign, on condition that the Tuscans will receive the Grand Doke Ferdinand IV. It is needless to say that this offer, like all others tending to the same object, however artfully they may be framed, comes too late.
