Aurae 29, 1859. • THY PARTIAIITT OR TUN ADMINISTRATION AND 'lre 'IAN.—For years past it has been the prao ' lice of members of Congress who had a great deal of franking to do to employ a confidential clerk to sign their names on franked envelopes. The signatures Gins made were 'mowed and ac knowledged by the member, and the Postmaster at. Washington never hesitated, on receiving this acknowledgment, to !end off the documents so franked. This Course has been adopted by Mr. Douglas and many other leading democrats, as well as by leading members of the opposition. On the 2d of this month, however, the Repub. iloan Committee at Watibington sent to the Post Office an immense quantity of documents, under the frank of Mr. Conde, of Pennsylvania, one of their number. Postmaster Jones tabooed the whole lot, under the pretence that the frank was not in Mr. Covodo's own band-writing. Mr. Covode was on hand and acknowledged the frank, but Mr. Jones still refused to send the documents. Illr.,Covode thereupon appealed to Postmaster General Holt. He was attending a meeting of the Cabinet, and First Assistant King declined to decide till after a conference with him. Sobi sequently the Post Office Department decided that - the Republican documents could not go be cause some of them were admitted to have been franked by a clerk. No objection was made by Mr. Jones until he ascertained that the documents were Intended for Minnesota. There is a warm and doubtful' contest going on in that State, and ae Goy. Sib ley was then In Washington he was sent for, and it was doubtless upon his advice that this trick was hit upon of keeping the documents from be ing sent off. It would never do, the Governor probably argued, ito permit these documents to have circulation in Minnesota; It would defeat the democratic party, and Postmaster General Holt, true to the iostittet of locofocoluo, hunted up dimity and false excuse for the purpose of ex cluding them. The practice, for long years out, has been to said off all such documents. The (motion about the validity of the frank has never been raised till now, and would not have • _beearitised now, but for the existence of a party necesoity for keeping Republican documents out 1 of circulation. During the year 1956 the country was flooJed with locofoco documents franked by clerks; and we venture to any that the rule never has been - and never will be enforced against democratio documents franked in this way. liners Doug -. • los and Florence bays been deluging the whole try with epeechea and Quarterly -Review circulars without question for months. Thal their franks were written by clerks there is proof positive. The trick of the Postmaster General and Gov. Sibley will not succeed. Thedoeuments will be refolded and refrauked, in such a manner as to avoid all cavil, and they wilt reach Minnesota, with this additional weight in their favor, that - the administration did all it could to prevent their circulation. Its evident fear of their effect will add to their influence. Let us assure them that the first sad decisive step towards accomplishing an end so desirable is to be taken this fall. If we elect our State ticket this year, the work of 1060 will be more than half done; it we fail, much that is already done will be neutralized. A pretty extensive acquain tance with the crops within a circuit of fifty miles around this place, enables me to say with confidence that the average of wheat will not ex. seed eight bullets to the acre. This is not half the yield anticipated. The price-45 to sfices. —does not pay the farmer one per cent on the outlay." The statement as to the yield is confirmed by a dozen other letters. The Yield of Wheat in New York.—As an offset to the above statement we publish the following letter, on the wheat crop of this State, from G. V. Socket of Seneca Falls. His letter is dated Aug. 20, 1859, and says : I have just finished threshing 31} acres of wheat grown in three email lots as follows : Fifteen acres where, I had wheat last year I burned over the stubble, and last Fall after the wheat was harvested plowed the ground once and harrowed in the reed on the 10 of Septem ber, 1858. I threshed from this field 878 39.60 busbeli per lore. Second field, fifteen acres, which was Summer falloired by plowing three times and harrowing as often; sowed about the 15 September. 1 threshe from this field 548 1 60 bushels, equal to 8612-60 bushels per acre. • Third field, /i Wes, on which I raised 50 bushels shelled corn per acre last year. The latter part of September I cat up the corn and plowed the ground over, and harrowed in the seed the 2d of October last. I threshed from this 1i sores 69 20.60, equal to 4018.60 bushels per BM. From all that I can learn from our farmers and from personal ebeervation, I believe the wheat, crop of Senses county will exceed 25 bushels upon the average. I have lived in this neighborhood for over fifty years, and we have, until within the last ten years, been celebrated for wheat; but I doubt, whether we ever exceeded 20 bushels per acre balers this year as a gene ral average. My atop is a great one, particularly as one half of it was raised after corn and wheat, which we call poor farming. Some of my neighbor' have a larger average yield than mine—l ob served before harvest that there were four or five kernels in a head more than last year, and they were very large and plump kernels. The wheat generally weighs 63 lb to the bushel:" The Kubota (Cayuga Comity) Dilly Union says, wheat is being threshed out in the county, and the yield is enormous. We have not heard of any wheat that averages less than twenty-five bushels to the gore, while the greater proportion runs from 30 to 35 bushels per acre. Barley will be light. Oats very heavy, and the farmers an ticipate that the price will be down to 25 outs per bushel. Potatoes are turning eat splendidly and when drig will be exceedingly cheap. Corn is about a week behind the time, but will be strong and healthy, sad a remarkable good yield is expected. Apples are are getting plenty. The Yield en Canasta.—The Ontario- (C. W.) 'Observer tells us of a farmer in Reach who had &field of about fifteen acres of wheat, which did not, while standing, appear to be unusually heavy; but after threshing, ho was surprised and delighted to find it yield 67 bushels to the sere! Neither is this a solitary instance, it says : for the average of fall wheat in the town ship, will be from 30 to 50 bushels to the acre. The Dfferenee ,gast and West.—Everywhere at the East the yield of wheat appears, from all the accounts that come to us entirely satisfactory, while every account from the West agrees la the .statement that although the straw is heavy the yield of grain is uneasily light.—N. It appears that Patience flicks, a young woman about seventeen years of age, who was held as a slave by John Guilford, a cititen of Henry county, under a bill of sale made to him by one JameS . C. Wilson, was brought before Judge Williams, under writ of habeas corpus, sued out by Mrs. Cues Ann Hicks, the mother of said girl, who arrived in the town of Abbe ville oti Tuesday, Me oth instant. Oa the trial of the MO it was proved that Wilson went to the house of Mrs. make, in Columbus, Georgia, about the fast of tut March, where he remained sick for several weeks. Oa his recovery, he de eirtsi to marry the young lady, and finding that her mother wa, opposed to their marriage, he stole her away and brought her to the house of Rev. John Guilford, to whom he sold her for a slue. On his return to Columbus, be procured her brother, a boy about fifteen years old, acid sold him to a gentleman in Georgia. The girl has worked on the plantation and is considerably sunburnt, which makes her appear rather dark. The girl Patience had 110 infant daughter. The ease was tried before Judge Williams, of the Probate Court, and the mother and child were released from the services of Guilford. The Banr.er suttee, however, that the counsel for Guilford have taken the case to the Supreme Court, not with the expectation of again enslav ing the girl, but with the expectation of clearing Guilford of the cost imposed upon him by the Judge of Probate. TUC CASUALTY AT NIAGAIIA FALLS.—The Lock port Advertiser of Friday has the following par ticulars In regard to the toes of life at Niagara Falls, reported by telegraph Yesterday afternoon, about one o'olock, a man by the name of Roman; and a Mr. Morse and wife, started in a boat from near the hy draulic Canal at Niagara Falls to cross over the river to ChiPpiswa, when the boat was struck by a boat and was capsized. They were observed by persons on shore with spy gleans to get on to the boat for safety. They ware soon carried by the strong current into the rapids, and were last seen above the 'Three cistern.' The wind .was blowing a gale at the time, and the, efforts which were commenced for their rescue could not be completed before they were hopelessly engulfed in the fatal waters of the rapids. We learn that Bassein was tuned from a fate like this only about a year ago, and when res cued was so chilled as to be entirely helpless. He le reported by the citizens in his neighbor hood to have been a smuggler by occupation. Mr. Morse was a jeweler, and resident at Chip pewa."
