"I have a great sympathy with sleepers. Not

Finally, as to the condition of the Austrian
I soldier going into battle. There is no doubt
that an ill-fed army does not fight eo well as one
which freely partakes of food. Now, the Aus
trian army is an ill-fed army. The rations of
a soldier in Italy consisted of 1 lb. of beet and
a proportional quantity of bread. Neither wine,
nor spirits, nor coffee, are part of the bill of
fare. If the Austrian soldier wants more than
his ration he buys it. This is a fruitful source
of disorder. On a march the soldier falls out of
his rank to boy cheese or baoon. He must run
to resume his place, and he eats in the ranks.

quench his thirst because the regulation is that
he shall cook but ones a day. In Lime of peace
the meal is cooked and served at &regular hour.
In time of war, on a march for Instance, Choi
cooking takes place in the evening, after the bi
vouac is prepared. The meal having been eaten,
the soldier lies down, and is not entitled to
another for 24 hours. The result of this at Sol.

ate their dinner on the evening of the 23d, and

fought on an empty stomach. Much was said of
the hardships endured by English soldiers in the
Crimea because their coffee was not roasted and
ground for them. The Austrian army get no
coffee at all, and receive no rations of spirits or
wine. "It is shameful," said Count Rechberg,
(a civilian) at Verona. that the Commissariat
should not Feed the army better." "The Com
missariat is not to blame," was the reply, "it is
the system. For 40 years and more the Austrian
army has been so fed, and It is only now yen
discover that the ration is insufficient." The
result of this diecouree was that additional ra
tions were served out to the troops, which is very
like beginning to train a horse after be has [Oa

vided with ample means, (as he applied for to

been able to prevent such violation of law; bat,
as it is, with hie limited power and _want of
means, it is almost impossible.
We further understand that lb° vessel which
brought these Africans to our coast, as soon as
the landing was effected, was set on fire and

Blackburn cannot arrest these Pirates, because

rests have been made, the parties arrested have
