The ManiAire, of 6111,181, publishes an impor tant circular despatela, taldreseed to all the dip lomatic' agents of tholimperor, dated the '2.7th of April, which, stftetelating that discontent prevailed in Italy, 'ff)poh led to secret agitation creating general danger, the attempts that were made by negotiatioteto avert the mischief aria- - log from this agitatiep, and Cho failure thereof, throve the responsibilly Glebe war upon Aus tria, proceeds as follolle ' , France, since half a century, has never pro tended to exercise an Interested influence in It aly, and it is not ebs o .assuredly, who • can be' accused of having ettempted to arouse the re membrance of anclett struggles and historical rivalries. All that eke has hitherto asked for, and treaties agree. With her wishes, is that the Slates of the (Italian) Peninsula should live for themselves, and manage their own affairs at home as well as hither foreign relations. lam not aware that a dif f erent view is taken at Lon don, Berlin or St. Petersburg than at Paris. However it may be, circumstances have placed Austria towards thetarifins Pewees of Italy , in a position unanimously judged as preponderating. Sardinia alone has hitherto escaped an influence which, by general Consent, has changed in an important portion of Europe the balance of pow er which it was attempted to establish. In re spect to the rest of Italy this fact was very grave bet whatever were our private sentiments it might suffice for us, knowing the opinion of the other Cabinets, to point out to them the evil to correct. So much reserve, when Sardinia is concerned, would be to forget our most essential intermits. it is not only the conformation of the ground which, on this Side, commands one of the frontiers of France; the posses of the Alps are not in our bands, and it is moot important for us that the key should be kept at Turin, and ed. Turin only. French considerations, but, which ere also European considerations as long as re spect of the rights and of the legitimate interests of the Powers will continue to serve as a guide to their reciprocal relations, those considerations I say, Jo not allow the Emperor's Government to hesitate upon the line of policy it ought to follow when a state so considerable as Austria uses threateuing language towards Piedmont, and openly prepares to dictate laws to it. This ob ligation acquires additional force from the refu ge] of Austria to dismiss before eating. We do not wish at any price to God ourselves face to face with an accomplished Slot, end it is such a tact which the Government of the Emperor is resolved to prevent. It is not, therefore, an offeneive attitude, it. to • measure of defense which we are now adopting. Ancient remembrances, community of origin, a recent alliance of the Sovereign houses neat us to Sardinia These are serious reasons for sympathy, which we fully appreciate, but which perhaps. would not soften to decide us. What, dielinctly points out our path is the permanent soil hereditary interests of France, the absolute impoesibility for the Emperor's Government to allow a blow to he struck which would establish at the foot of the Alpe,L'T the wishes of • friendly nation and tot z "..is of it• Sovereign a stale of things w ich on lij e ct th e whole of Italy to a foreign intlneut His Imperial Majesty, et ity faithful to the words which h• pronounce, hen the French people recalled hire to the throne of the chief of his dynasty, in not animated by any personal ambition or desire of cacique-et It is not lung since the Emperor dg w. a proof, in a European critic, that to oderet fonas the soul of his policy That moderation still presided over his designs, end, while shielding the interests which Provi dence has intrusted lo him, Ms Majesty has nu idea, yeti may most puoiti•ely assert it, of Depurating his views from I bone of his attire. Far from it, bin own Government, referring to the incidents which have marked the negotia tions of the preceding wean, entertains the tem hope that the Government of her Brittanie Ma fonty Will continue to preserve no attitude which, by uniting by a moral hoed the - policy of the two countries, will allow the Cabinets of Perin and of London to give mutual explanations without reserve, and to combine, according to eventualities, an entente destined to preserve the Continent from the effects of a struggle which may arise at One of its extremities . Russia, we are perfectly convinced of it will be always ready to direct her efforts to the name end. As regards Prussia, the impartial, and at the same time, conciliating spirit of which she has given proof since the commencement of the crisis is a cure guarantee of her inclination to neglect nothing to circumscribe the explosion. We sincerely hope that the other Powers which form the German Confederation will not. allow themselvesto.lie led astray by the remembrance of a different epoch. France can only behold with sorrow the excitement which has seized upon come States of Germany. She does not I understand how thaegreat country, ordinarily. no calm and so patriotically imbued with the knowledge of Its strength, should fancy its safety menaced by events the theatre of which must remain far from its territory. The Emperor's Government is therefore prone to believe that the statesmen of Germany will soon admit that it depends a great deal upon themselves to contribute to limit the extent and the durallon of a war which France, if she has to take part in it, has at tenet the consciousness of not having provoked. I request you, sir, to point out the considerations developed in this despatch in your next interview with M—, end to leave him a copy. The clear language in which I now express myself by the Emperor's orders, and which implies big Majesty's wish to give the other Cabinets every possible guarantee to bring them to a true appreciation of the situa tion, and re-assure them, in to much as they aro concerned as to the consequences, makes it diffi cult for WO to suppose that the government of not restive these explanations with a confidence equal to that which dictated them. I am, &o. WALKWeItI." GREAT Ilarests.—The London Times of Moy 4 gives ttie following picture of the domestic con dition of Greet Britain : "la home affairs the prospect is equally cheer ing. The Ministerial reform bill, which had one principle when first introduced and three when rejected, has now eddied down at two---the In crease of the constituent body end the redistri bution of seats, Map of which everybody most approve. Not a word le said of those unpopular prate of the measure to which it notoriously owed its rejection; and, having diepoeed of this knotty subject with oo little trouble, Mr. blameli waxen confident as to the future. In the first place, the general election is not over, and therefore (hero is yet room for con jecture. In the next place, government have gained noun,, mite, - though this advantage is at present so trivial that even Mr. Diemen feels he cannot count much upon it. Willy, government hen received, it appears, communication!' from persons who are not formal, but very same nal adherents, and willing In !rapport them in a moment like the present. One of the °Weis for which we were told the dicaolution took place was that we might be delivered from thin system of political almsgiving, but that hope, at any rale, MOM to be given up. Fleet, government wero to be awed because they were in a minority, and could offer no re abduct.; then, because they, and they only, were able to pretense the peace of Europe; and now, after that panes bee, utuler their direction and guidance, been scattered to the winde, be cause they are the people who can put an end to the war. If so, we may as well cake op our minds at once to treat the present regime ne fixed and indestructible. Lord John Russell, oct the other band, antici pates that. Lord Derby will gain no strength by the present election; and Mr. Sidney Herbert considers that the wade contemplated by ►he Tory party la that Uloo9PoBllloo.ia to do the leg islation, and the primal government to hold the offices. Gentlemen, ho says, are measlier the ootintiea pledgiag themselves to, the details of Lord John Rveeell's bill, and at the eantstitne an nouncing their intention to eve an iudipendeat• support to Lord Derby's gall:lomat. •• , • • : '432: : - These hybrid politicians aro, we presume, the persons to whom Mr. Disraeli alludes as having made him offers of support, but be will find that all the support that he can get in this quarter has been carried to his credit already, and that, without reference to their liberal professions, snob gentlemen, are uniformly counted for what they undoubtedly are—safe supporters of the Derby Ministry. Between these two contradict ory estimates a very few daye will decide. We know enough already to be ours that a Parliamentary majority is quite out of Lord Der by's reach,. so that he has already failed in one of theravawell objects of the dissolution. That be will obtain some increase in numbers we do not doubt, though even from this considerable deduction must be mado, beeause among the Lib erals who have been nessated are to be found come of the keenest opponents of every possible liberal government. The great battle was, as we have said, virtual ly decided in the elections for the boroughs, and we are disposed to think that neither the pre sent aepeet of European as/Lairs, the returns that have hitherto been made, nor the elections which are yet undecided give any grotand for the hope which Mr. Disraeli and Lord Stanley have BO confidently expressed, that we shall over roe again in the House of Commons a Tory party consisting of upwards of three hundred Members. Bernenv Common Bournsos.—One of the. moat imposing college buildinge in the United States is In progress of erection for the use.of Bethany College, Brooke county, Virginia. The architects, Messrs.
