They referred to negotia tions of some standing, and eXpressed the deep regret of the French Sovereign that these nego dation. should continue to be In so unfavorable a state Why did these seemingly harmless phrases carry terror to every Exchange on the Continent " Why aro they berKing fruit, it may be upon this very day, of open and deadly war between the two greatest Empires of the Conti nent Because they were at once understood to mean that Napoleon 111, wail dealing serious- ly with the Italian question; because all Europe knew, and for 'mire has known, to borrow the language of the London Times itself, that there can be no etable peace in the world while Aus tria eon defer a settlement of her protection in Italy; anti because the French Emperor has es tablished a character for resolution and far reaching policy which makes his bitterest ene mies feel Abet whenever he calmly undertakes a piece of political work, he will infallibly accom plish it to the uttermost of his ability. What then are !beim Austrian pretensions in Italy, and why is France in especial called upon to insist that they shall be sumtlarily and decisive ly dealt with! The Italian Peninsula, W u area about equal to that of Now-IT - WM d New England combined, and a population f nearly twenty five millions, occupies such a osition in Europe that were it united under ne authority, or leagued in one interest it mu t carry with lithe command of the Mediterranean, and balance in the South the power of ieermany in the North. Were the Italian &Mei free and independent, no Power could successfully eadertake to arrogate to Itself the dominion of Southern Europe. Were the Italian States subject to any one of the great Powers, that Power might undertake the accomplishment of the dream of universal Euro pean dominion, at least as safely as France in the time of Napoleon 1., or Spain in the day! of Charles V. =ME When exhausted Europe fell back in 1815 from Its victory over Napoleon upon the recenetruc , tion of "principalities and powers," it was felt to be imperatively necessary not only that Italy should be pat ,beyond the reach of any of the parties to the Holy Alliance, but also that she should be prevented from aspiring to any unity of her tarn. No ruler could trust his brother. ruler with what Richelieu called the "Key of the World," and all the rulers were resolved that the Italian people should not hold it. Italy was, therefore, divided as follows. To the restored King of Naples was given his old realm, the It alian inheritance of the Spanish Bourbons. Up on an area nearly equal to that of New York, this sovereign was to rule over ten millions of subjects, and the whole Southern region of the Peninsula. To the Pope was confided an area equal to that of Maryland and hlasesehusetts with three millions of people, in the centre of Italy, and stretching from sea to sea. An Aus trian prince. of the house of Hapsburgh, held Tuscany, with two millions of people; and a fer tile region on the west, fully as largo as Massa duteous, locked in upon the northeastern bor ders by the smaller States of Parma and Modena, also ruled by princes of Austrian extraction and alliance, and with a combined population of about a million souls. Northern Italy was fin ally divided by the river Ticino' and tho Logo Maggiore between the House of Savoy and Haps burg, the former as Kings of Sardinia, possess ing a dominion to the West about as large as South Carolina, with a population twice as large its that of. New York; the latter as Kings of Lombardo-Venetia, holding a region half as loge as Maine, with a population of about five millions. In three arrangements it pleased the Congress of Vienna to see a sure guarantee of the impotence of Italy to menace the peace of the world. But the House o f Hapsburg had not forgot ten its ancient motto,and was determined not only to retain Lombardy, whlith had descended to it from the inheritance of Charles V., and Venice, which had fallen Into its hands in the chances of the last Napoleonic war, but also to use Northern Italy as its lever for making all the Peninsula its own. It host no time in beginning operations. It has never ceased to prosecute them. The most formidable engines of Austrian Influence have been the systematic attempts of the Italian sovereigns to crush their people back into the recognition of "Divine Right," and to kill the hydrae of "liberty and law" throughout their States. The Ink was hardly dry on the'Conventions of Paris, when in July 12, 1815, Austria signed a 3 43eoret treaty" with Naples, binding the King of. Naples to "rule his dominions in accordance with the views of the Austrian Government." Five years later, in 1920, Naples forced her King to grant her a Constitution. Austria then appealed to this 'se cret treaty, and by virtue of It marched an army into "independent" Naples, suppressed the Con- PITTSBURG 11, WINDOW SHADES etitution, and - established that Austrian tutelage which has endured, with the brief interval of a few months in 1848, up to this time. In 1821, Sardinia demanded a Constitution. Into Sar dinia, likewise, Austria marched without a so cred treaty, and restored despotism there also. An outbreak at Bologna brought Austria into the Papal Staler!, one or another point of which tube has never since ceased to occupy. The Grand Doke of Tuscany is strictly Austrian by family, and btu therefore been left compara tively uncomplimented by tho armed presence of his kinsmen. With Panne and Modena, la 1847, Austria concluded treaties allowing her to take the armed posiession of these States when• ever ”military prudence" should require it. Within the hot forty years, therefore, Austria, from ruling five millions of Italians in one oar- nor of the l'entnsala, has advanced to a peach. cal control over the whole Pe:duet:4 with the single exception of Sardinia, in which State Lib. trip has established itself, and has held its own with incomparable spirit and good sense. It has been brought about in the first place by the operation of cer tain recognized causes of which' diplomacy can take cognizance, and which will constitute the osteneibfir grocuni of war ; and in the second plate, by the logic of a historical necessity, not the less real that no Ministry will allude to it, and no protocols discuss its bearings. In the near imminence of the final crash, it is desira ble that the people of this country should clear ly understand both aspects of the case; for al though nothing can be more unlikely than that the United States, extended ea our commerce is, should in any way become involved in the pro gress of hostilities, it is extremely important that the sympathy and the moral support of so great and free a nation should et' given to the sideof nationality and Independence its a con flict from which it may be well permitted us to hope for vast and permanent good to the liberty of mankind. It has been common with a large class of English journalists, to speak of the dis turbances of the last few months as "provoked" by the "restless ambition" of Napoleon 111. Let us see whether some, more satisfactory cause cannot be found for convulsions which have so deeply agitated the world. It is certainly far from probable that in the present age the mere petulance and personal passion of any one mon arch, however powerful, should be found able to shake Europe to its centre, unless the ques• lion agitated by that monarch were really and of itself inherent in the very constitution of European elixir". Thus much fl - would be safe for any disinterested observer to assume at the outset. As a French sovereiguNspolcon, however, has other and even stronger reasons for his present action, not the lees respectable that they need not be diplomatically put forward. The course of Austria In Italy, while it threatens all the Powers concerned in the freedom of the Med iterranean, bears directly upon the future wel fare of France. France has nothing to fear from Italy, if the Italian States defined by the treat ies of Vienna be really independent. From Italy as a fief of Austria, France has everything to fear; and the French monarch would - be recre ant to his trust who could suffer the process be gun in 1815 with Naples to be consummated with Sardinia in 1859. Should Austria in the war which she now incites, be wholly driven beyond I the Alps, it Is idle to suppose that Italy would be transferred to the dominion of France. The same reasons which forbid Italy to be Austrian _forbid her to be French, and Napoleon lIL is not the man to throw himself madly against the combined feeling of Europe. It would be rash indeed now to speculate upfin the consequences of each a strife as impends in Europe; but we may feel more than confident that the result of a thorough humiliation of Austria In Italy must be the inauguration of such a career of independ ence and nationality for the rest of Italy whas been so gloriously begun by the gallant people of Sardiniaand Piedmont. Ler the Republican policy once prevail in the Federal Administration, with a fair prospect of permanence, and the patriots of tho South would be the first to tender their allegiance and cringe, for the crumbs of its patronage. A choice and prodigious array of the first families of Virginia, bearing the white flag of truce and making ap plications for vacant Clerkships and Consulates, would besiege the White House, and disturb the rest of our Republican President. - The political agitators of the South want a living, and when they cannot get it by agitation they will get it by acquiescence. A Republican triumph at the next election will do more to remove sectional disturbances and suppress disunionism than all the deliberations of the professed Union savers from the foundation of the government:till now. It is the only remedy, at all events, that has any prospect of efficacy, and the only one which has never had a fair trial. It is the disturbing ele ment in the elarefttstitation—an element that will not go down at their bidding—which ren ders futile the schemes of such dreamers as Mr. Rives, Mr. Washington Hunt and their associates. The country, they may rest assured, will still be divided into two parties, the Republican and the Democratic—one representing the encroach ing interest of slavery, and the other the resis tance of the free laborer. There will be no room for a third party, and those gentlemen who at tempt the experiment of forming ouch a party, will either sink Into political impotence or, by aiding the success of the common enemy, fur nish another proof of the fact that, of all fan atics the most dealnictive and improvident are the fanatics of conservatism.—N.
