By the action of rho filth Congress, the com plaints made by the residents of Kansas were asoertained to be true. Although the South by the legislation of 1854, was pledged to maintain the domestic sovereignty of the territories, a portion of their people from Mlssonti entered upon the soil of Kansas, and, by force and fraud seized the lawmaking power, Milled the voice of (be majority, and enacted statutes disgraceful to the age and nation. It wee to pur chase flattery of the South; to force slavery upon the soil of the North ; and to atrengthen and aggrandize one section of the union at the expense and hazard of the other. Then, com pliance with executive behests was the tent of Botneoracy, and to disregard them was apostacy. Morerecently, however, when the recommenda tions of the President were thought to favor the manuftialitrlog and agricultural states—when the propriety of a new tariff was suggested— and when the so called democratic members of the Senate and House of Renresentativea; and oven Caoinet officers, raised the voice of dentin : elatory opposition, it was all right, and rebel lion boom° loyalty- And yet Penneylvaniane see nothing wrong in.,this ; nay, they commend it. Why. sir, all the horses and mules in the coun ty, numbering over six thousand, would scarcely draw, in silver, the money required to foot our government bills for a single year. Do, you en quire why this is so? I will tell you. We have abandoned our former and better practices. When Mr. Jefferson was President, he required honesty and capability in his appointeea ; now, subordinates are selected for their known lack of independence, conscience, and - will. Catching the rounds of lamentation as they issue from the open casements and portals of the White Reuse, your Biglere, Joineses, el id omne genes, move with the hushed and solemn tread of mourners, and eked great tears of blood. The indefensible and destructive management of the Post Office Department, requires especi ally to be noticed. Within a very short period, for the mere purpose of enriching contractors, bestowing largesses upon sterile and uninhabi ted districts of the South, and acquiring power, the expenditures have been almost doubled— run up to the enormous sum of twenty millions of dollars—and the mail system made n by-word and a reproach. With now, extended, and ex pensive routes, without correrponding returne, sunk in fathomless debt, aye, per Aped by bur them, its chief lustily cries tor help and piteous ly begs the einews of prolonged malfeasance. But upon whom does be call! Upon those to whom the appeal is always made when money, votes, soldiery, or other effective kelpie required—upon the laboring thrifty—the '.mud sills" of the Eastern, Northern, Middlo and Western States. It is coaeoling to know wo are good enough to pay, If not to receive. We are at least able, if not respectable. If we have not chivalry, we have Emilie, and farms and fooleries.
