A Paris letter in the Nord elates that the Sardinian Cab inet has addressed a communication to the five Great Powers, strongly insisting on being al lowed to take part in the deliberations on the af fairs of Italy; and a Paris correspondent of The London Post says that, in consequence of the repreeentations made by Count Cavour, the French Government consents that Piedmont and other Italian States shell be represented at the Conference. It is stated that Austria consented to a Congress under certain conditions, but that they are not of much importance. It is supposed that she would, as a matter of course, insist on a strict mainterience of the treaties of 1815, but that she will hardly object to a revision of her BMW treaties with the Italian States. The French journals assume that Lord Cowley's mis sion to Vienna has, bad nothing to do with the Congress, and they credit Russia with the pro position. The London Star believes that Lord Malmesbury has been appointed to represent England in the Congress.
