Mr. Penney was opposed to the bill, as a actions innovation upon a long tried and well established principle of law, and entered upon a prolobged and learned argument, showing up the difficulties and inconsistencies involved in the adoption of the proposed met ware, Tho Ronan was mostly employed yesterday in considering the Appropriation bill in Committee, of the Whole. Allegheny county is pretty well pros aided for in the bill. Tho Wait= Hospital gate Gra thousand dollars for carrying on the Hospital, and twenty thousand for the purpose of erecting suitable buildings. The house of Refuge of-Weatern Pennsylvania, In Allegheny county, gets eighteen thousand five hundred dollars, for payment of debts, for additions repairs, and for 'alludes of officers. In addition to this an amendment was offered wad agreed to in Committee-of the Whole giving two thousand Ave hundred dollars each to Passavant's and Merry Hospital. The amendment war strongly pressed by the Allegheny members, as due to their locality. It may yet, however, be defeated; when it comes before the Mouse on second reading. Before proceeding to the further, considemtion of the Appro priation bill to-day a number of bills were reported from the various committees, several of which refer particularly to Allegheny county. Among others, the following bills were reported from the Judiciary Committee, with an affirmative recommendation, by Mr. Irish An act supplementary to an act relating - to coun ties and townships and county and township officers. An act for the better eecurity of personal liberty, to prevent the use of the jails and prisons of the State in the reception of fugitive show, etc. An act to alter the Districts of the Supreme Court and regulate proceedings therein. This art provides r t that no wri other process shall compel any do fondant or admit to appear before the Court cc ex cept in thedistrict where ho resides. A supple ant to an act regulating Banks. An act tog an act relative to licensee on ve hicles in Pittsburgh and Allegheny and adjoining boroughs.. The death of Mr. Wood, of Philadelphia, one of the youngetit members of the House, was announced by Mr. Gratz, yesterday, who pronounced a very beautiful and feeling eulogy on the deceased. There will be two sessions to-day and none to-morrow, in order to afford the members an opportunity to attend the funeral. Tho Passenger Railway Bill to Lawrenceville and Sharp!burg has not yet been considered by the nonce. The bill reported by the committee is a pretty fair one in many respects, although It will re quire some amendment before It ought to pus. For instance, it provides for a double track only along Penn street, which I am informed by our members will be so amended as to refer the question to Coun cils, whether there shall be a single, double or any track at all ; requiring consent of Councils before the company can take any steps whatever towarriwbuild ing their road. EXPLOSIOS or A Poituan Mltt..—On Friday morning abinit nine o'clock the good people of this vicinity acre startled by a terrific explosion which shook every building like en earthquake, shattering glass in stores and dwelling houses. It was seemingly the voice of one of the "seven thunders." The Powder Mills! was the find exclamation, as people thronged to the street Looking norti-eaetwardly, a heaving shaft or column of smoke was seen shooting upward rod falling over in fleecy rolls, as Vesuvius might look at its summit, in en eruption. Even at the distance of a mile and a half, and partly hidden by the hills, it was a spectacle. The Drying House of the Austin Powder Com pany's Work, situated in the valley of the Little Cuyahoga, about a mile east of the limits of Akron,' and near the-line of Tallmadge, bad gone up. In our village of couree there was instant and intense excitement, for such explo eion commonly involves the loss of life. Whether any—how many—who—were questions nobody could answer. There was "mounting in hot haste," hundreds on foot, on horseback, in wa gons, hurried to the spot, to see with their own eyes, and be satisfied, The Drying House had disappeared. The spot where it had stood was a blackened bole in the ground; no remnant of the etreicture on its site. Over an aro of several hundred yards ratline were strewn, splinters of the almost pulverised lumber and hundreds of broken empty kegs from the warehouse.
