resolutions were read and adopted :
WIIEREAII, We have been taught by the Con
stitution of Pennsylvania to believe that.it pro
tectedus in our rights, among which are those
of enjoying and defending life and liberty, and
of acquiring, possesaingand proteetingproperty,
and we have been reposing under this our Mag
na-Charts, having full confidence that the Su
preme Court would stand by it, and do us jus
tice, until we are suddenly startled and aroused
by what we consider an unjust decision in the
“Thomas mandamus case," which if carried out
will burthen us with a debt too oppressive to be
borne.
AND Wneaces, we bold that the Legislature,
Grand Jury, Commissionaire, or any other power
on earth has no right to bind no or our party for
the benefit of any Individual or separate body
without our individual ooneent, save for the pur
posee of government alone.
AND Waxaxes, Believing that all corporation
subscriptions are contrary to the fundamental
law of the State, and that Railroad subscriptions
by Allegheny county are not only unconstitu
tional but that the whole transaction from the
first inception, save authorizing such subscrip
tions, down to the recent decision of the Su
preme Court was a farce upon the people, and
an infringement of their rights and liberties,
and consequently the people are not bound to
pay either principal or interest of any each pre
tended Railroad liability. Therefore,
Rezolved, That we hereby pledge ourselves to
each other to resist to the last extremity any
and all attempts to collect a Rail Road Tax.
Resolved, That no good citizen or honest man
should serve as assessor or collector, or in any
other way aid in levying or collecting each tax.
Retelved, That we will not support any man
for any office of profit or trust in Allegheny
county who is not uncompromisingly opposed to
taxation for railroad purposes.
Resolved, That our Commissioners be advised
to transfer any railroad eloek held by the county
to the bond holders, 'on their surrendering of
like amount, and that we are opposed to any
compromise on any other basis.
Ruoloed, That in solar ad our Commiesioners
have stood firm and redeemed their pledgee in
refusing, to men it railroad tax they meet oar
commendation, and that we hale confidence in
them, that they will still continue to maintain
their pledgee or resign.
Resolved, That we do not believe that railroads
or other corporate bodies ought to bo exempt
from taxation,but should pay a just aeeessment
for county and township purposes.
Resolved, That Col. Wm. L. Miller. Hamilton
Stewart, G. W. Bowman and David S. McKee be
appointed - delegates to the Pittsburgh Conven
tion on the 16th inst. Adjourned.

the miserable girl Anna Maria Settler, to learn
. there were any ohm to the lost money, several
epistles were found written by her to friends in
Germany. The Mayor gave them to Mr. Wks

Besides the lettere from which we excerpt the
above, there were letters from Jacoby, recently
.written from the jail to this unhappy girl, in
Which he expresses the moat ardent love for her
and hopes that he may yet escape. There is
nothing of any interest in them.. It is supposed
that the girl will go with some officer to Chicago,
about the lost money.

tore of the deed. The' Wheeling new says:

dicate their being engaged in peddling. We
understand, however, that some days ago they
shipped a large trunk full of dry goods from
this city to Philadelphia, which looks a little
suspicious, as dry geode are moat generally
shipped the oth2r way. They had a hearing
before Alderman Dalty, and were committed
to await a requisition from the Governor of
Pennsylvania to answer the charge of robbery
before the Court now in union.

of Birmingham at Johnstown recently we learn
that, in connection with the religious services, a
temperance movement woe set on foot by tile of
'the Fathers, Rey. Albinos Magno, who devotes
his energies and abilities in a great measure to

mission. That his labors were crowned with the

over six hundred persons approached the altar

In the matter of the appointment of a select com
mittee asked for by Mr. Morley, Recording Raged,
tor to examine the book, and papers given into his
hands by his predecessor. Mr. Kammerer moved
that the action of 0.0 bo concurred in, Messrs.
Kincaid and Hardman were appointed on the part
of .8. C.
At this point Deputy Sheriff, Harry Woods, came
into the chamber and served writs of mandamus
upon the members of Council similar to those served
on February the Sib on the members of Common
Council.
Mr. Rood of the 9th Ward moved that the doors
of chamber he locked and all intruders be kept one.
The President decided the motion out of order. Mr.
Reed appealed from the decision, but the President
was sustained.
The principal haziness for which the meeting was
called was than taken up, to wit:
"Au ordinance making appropriations for the year
1859, and to provide additional manna for the city
of Pittsburgh." This ordinance poised Common
Council at its meeting on the Stb inst.
Mr. Rlncaid offered an amendment to the let sec
tion, 4th line, after the word "appropriated" in
form as follows—"except the Monongahela Wharf
paving fond which by an ordinance of cormoila pea&
ed Jan. 10th, 1858, was eat apart for the puipose of
grading and paving said wharf, and the same Is here
by appropriated for that purpose."
At this point the President read the following

amend by taking 25,200 from No. 3 (contingent

Ms. ST. CLAIR talked to the children of the
city yesterday afternoon at the City Hall. There
were about 2500 present. The genial manner
and happy style of the speaker, who has been ad
dressing little folk for the last thirty years, gains
alt their attention and they listen with the most
earnest interest. Mr. St. Clair spoke again last
night in the came place, when the' Hall yras
again nearly full of °Nand young, and all were
much pleased.

township had a general meeting or celebration
at the Deer Creek Church, on Monday. The
meeting commenced with prayer by Rev. Mr.
Shaffer, and after the children had gone through
with an examination in their studies, Revs.

that the meeting was both pleasant and profit

ZINC Exmoszon. T .An explosion occurred near
Butler, on Thursday hat, by which Mr. E. Reed
Bryson nearly lost his life. Ile was pouring
some melted zinc into a mould, when, owing to
the mould being damp inside, of which he was
not aware, the metal exploded, burning him
badly about the face.

morning. He was quite eminent in his profes
sion, and stood high in the Masonic order, as we

under the impression that we would subject ourselves

Mr. Hill, of Os., rejoiced that the debate bad not
taken a sectional party turn, but he was opposed to
the admission of Oregon on the ground of its insuffi
ciency of population and its alien suffrage.
Mr. Clark B. Cochrane, of N. T., opposed the bill
for the following reasons: Ist, that the admission
of Oregon would be a palpable Infraction of the rule
established by this Congress In the cue of Kauai
and an unjust dienimination in favor of Oregon •
2d, that the admission would be unjust to the large;
and older States in respect to the Satiate and House,
and 3d, because of the atrocity and needlen barbar
ity of excluding free people of color from a residence
end from civil rights
. Mr. Case, of Ind., said that, although there wets'
objectionable features in the Oregon Constitution, he
had made up his mind to vote for the bill, as the
best thing that can be done under the present cir
cumstances.
Mr. Bingham, of Ohio, said his opposition to the
bill rested on th e great principles which apply to all
territories irrespective of latitude, and the political
sentiment of the people. The constitution of Ore
gon contained a proposition to transfer the sover
eignty of the people of the United Staten to the
bands of aliens, and under the federal law. citizens
only can be punished for treason. Another objection
was the exclusion of free negroes and mulattoes,
thus proscribing 1,800,000 citizens on account of
their complexion and violating all public law of the
civilized, moved by denying them judicial redress.
Mr. English, of Ind., gaze notice of his intention to
offer a substitute for the amendment,of his colleague,
Mr. Davis, who proposes to repeal the restrictive
clause in the compromise bill relative to Kansas.
Mr. English's substitute provides that hereafter no
territory shall be admitted Into the Union as a State,
unless it is previously ascertained by a census that
it has sufficient population for one representative In
Congress. This fact being ascertained, steps shall
be taken for the formation of a constitution, and th e
State shall be admitted with or without sl avery ' as
the constitution may prescribe; all laws or parts of
laws inconsistent with the act to be repealed.
At 4 o'clock, there being an undirstandfitg that
none but the Oregon question would be discussed to
day, all excepting about a dozen of members took
their departure, and the galleries were soon nearly
deserted.
Mr. Hoard, of New York, made a speech In faro
of the bill and Mr. Stephens, of Ky., opposed its pan
gage.
, Mr. Milburn bad formerly opposed the odmissio•
exclusively on the ground of insufficiency of popula
lion, and this objection now remains.
The Hones. then adjourned.
Smerru.—Mr. Yule., from P. O. Committee, ro- 1
ported a bill to abolish the franking privilege.
Mr. Seward, of New York, called up the case of
the Indiana Sauter& He described the question as
ono founded on a principle of transcedont import
ance. The State of Indiana, is now unrepresented
in the Senate of the United States. He - denied that
- the decision of the Heriatelattbsolute and irreversible.
He could not conceive how Senators can maintain
that-a deeisiotlof the Senate is an irrevocable judg
ment, and heltook inme wittlthose who so maintain.
The Senate's' action,ii legislative and not judicial,
hence It Is not final. but subject to reconsideration.
Mr. Seward then proceeded to demonstrate that the
Senate Is bound to ere the Indiana case a consider
ation, and that State bee a just right to be heard by
those men sbe has chosen to represent hor, for she
has entrusted her case neither to himself, Mr. 'Se
ward, nor to the Senates from Illinois, Mr. Trumbull,
but only on them.
Mr. Bright, of Indiana, said that he had wished to
make a reply, but his friends had advised him to
leave the case of himself and colleague in their hands
Re would seek another occasion to reply.
A good deal of incidental discussion arose wheth
er the vote to lay the motion on the table should be
equivalent to a final decision of the rue. At length
the vote was taken on the new motion that the sub
ject do Lay on the table, which was carried by a vote
of 30 yeas to 21 nays.

Cutoheon's mills to Parnassus; by Mr. Rohrer, an
act authorising the election of an additional consta

to the Senate.
Mr. Rohier . read in his places bill providing that
Notaries have general power to administer oaths;
also an sot to prohibit auctioneers in Freeport.
Mr. Lawrence presented a petition signed by 700
persons and an act authorising the appointment of a
Sequostritor for the Washington portion of the
Washington and Pittsburgh turnpike; he also pre
sented a remonstrance against a change io the lines
of California.
Swart.—Several petitions were presented, many
of
Bo them praying for a repeal of the tonnage tax.
um bill relative to West Greenville, and House
bill incorporating the Bather Use Co., passed finally
and goes to the Governor for his approval.
The bill validating the creation of Croylo town
ship, Cambria county, passed finally and gom to the
House.

lor, from Aspinwall, on the 3d. Inst., with the San
Francisco matte of the 20th ult., has arrived. Her
California advice, have been mainly anticipated by
the steamship Quaker City at New Orleans.
