Mr. Clark B. Cochrane, of N. T., opposed the bill for the following reasons: Ist, that the admission of Oregon would be a palpable Infraction of the rule established by this Congress In the cue of Kauai and an unjust dienimination in favor of Oregon • 2d, that the admission would be unjust to the large; and older States in respect to the Satiate and House, and 3d, because of the atrocity and needlen barbar ity of excluding free people of color from a residence end from civil rights . Mr. Case, of Ind., said that, although there wets' objectionable features in the Oregon Constitution, he had made up his mind to vote for the bill, as the best thing that can be done under the present cir cumstances. Mr. Bingham, of Ohio, said his opposition to the bill rested on th e great principles which apply to all territories irrespective of latitude, and the political sentiment of the people. The constitution of Ore gon contained a proposition to transfer the sover eignty of the people of the United Staten to the bands of aliens, and under the federal law. citizens only can be punished for treason. Another objection was the exclusion of free negroes and mulattoes, thus proscribing 1,800,000 citizens on account of their complexion and violating all public law of the civilized, moved by denying them judicial redress. Mr. English, of Ind., gaze notice of his intention to offer a substitute for the amendment,of his colleague, Mr. Davis, who proposes to repeal the restrictive clause in the compromise bill relative to Kansas. Mr. English's substitute provides that hereafter no territory shall be admitted Into the Union as a State, unless it is previously ascertained by a census that it has sufficient population for one representative In Congress. This fact being ascertained, steps shall be taken for the formation of a constitution, and th e State shall be admitted with or without sl avery ' as the constitution may prescribe; all laws or parts of laws inconsistent with the act to be repealed. At 4 o'clock, there being an undirstandfitg that none but the Oregon question would be discussed to day, all excepting about a dozen of members took their departure, and the galleries were soon nearly deserted. He could not conceive how Senators can maintain that-a deeisiotlof the Senate is an irrevocable judg ment, and heltook inme wittlthose who so maintain. The Senate's' action,ii legislative and not judicial, hence It Is not final. but subject to reconsideration. Mr. Seward then proceeded to demonstrate that the Senate Is bound to ere the Indiana case a consider ation, and that State bee a just right to be heard by those men sbe has chosen to represent hor, for she has entrusted her case neither to himself, Mr. 'Se ward, nor to the Senates from Illinois, Mr. Trumbull, but only on them.
