Unfortunately, too,' the city has :novel had

established;; and want of system, together with
ignorance of the law we have referred to, have
- aaurally-lid , to wasteful expenditures, each year
showing an excess of expenditures over revenue.
;The finance Committee annually reported a mod
erate appropriation ordinance; but se each of
the appropriations became exhausted before the

add' to theM, without providing the means to
correspond: , and the result was that, at the
niece of esoh'year, the outstanding warrants

with the facto, an alarming—increase.

_did not,_ortunately, go much ahead of the
receipts.,
Thebeneficiel effects of the system were at
once seen', the improved credit of the city.
City wanantn were no longer common;l and when
the Treasurer could not pay than on presentation,
they were readily disposed of outside at from 3
to 5 per -pent. discount ; and the Controller
and the finanCe committee - are now, we under
stand, satisfied that if the appropriations can
ale year be confined within the limits prescrib
etiby law, city warm,will, before the end of
the year, be equal to each.
This Would be a rare result and full of satis
faction to the public; and Councils, to attain it,
;would bejastified in any seeming niggardliness
in making the appropriations. The law, besides,
makes it their plain duty to confine the appro
priations within the estimated revenue, and they
caniot, k/1 411 7, go beyond.
We subjoin the estimates for the year, and
the appropriations founded upon them report

, The Common Council has added to the Appro
priation Ordinance provisions for carrying into
effect the late Ist to provide additional revenue
for the city. if the Select Council adopts this
It will add 'theta $6OOO to• the revenue, and th
appropriationalcan be increased to that amount.
In looking over these appropriations there are
several items which ought tole increased, if we
had the means. The appropriations to the Mon
ongahela and Allegheny Wharves, Fire Engines
and 'Streets aro among these. Each of these de
-serve larger appropriations; but the total, it
Will be seen, is fully up-to the estimate; and
while the estim'attut are made as largo as they
can be, there l 6 not a single item of expenditure
that can be lessened, to increase another, without
injury. The question is not what the oily ought
to, but what can she'appropriate ; and after di
viding the revenue fairly and impartially, abe
has done all that she can legally do in the pre
mines. -
The Ordinance, as it, passed the Common
Council, reduced- the night watch to 30 and their
pay to one dollar per night. Several of the city
papers have raised an outcry against this, and
denoinced it=as poor economy. ' It is not mac.

ment of thorn In a lifirsouri jail. There have
been two meetings in Lawrence, besides those
held elsewhere. There was a very stormy meet
tog last night. The sentiment was unanimous
against the 'Missouri abductions, and in favor of
reprisals, if necessary, while many favored au
instant invasion of Platte comity. A. M. Whit
ney, of Lawrence, was one of those who aided
the kidnappers. He came very near beinglynch
ed by the meeting. He was arrested and is un
der bonds to answer for his crime, but the pub
lic sentiment seemed to favor more expeditious
measures. Gen. Lane moved that the meeting
resolve itself into a meeting to try him. The
public sentiment favored the proposal. . -Old Mr.
Vaughn, of Leavenworth opposed it... Finally,
on a motion of Mr. Phillips, that, a Committee
be appointed to receiver Whitley's written con
fession, the meeting adjourned over until to
night.
Marshal Russel is still at Paris, and - is report
ed to have a force of four hundred men. Mar
-1 ohal Colby, of this Territory, could do nothing
with him, and has left in despair, and the gen
eral government has been applied to on! the eub
jecL It is known that the bulk of Russet's force
Is from Missouri. Capt., Montgomery has so
far observed the peace he'agreed on, but is now
up at Lawrence to insist that he be permitted to
expel the invaders and disperse Russet's force.
' Old Capt. Brown, at last accounts, was be
sieged by a party front Missouri and Lecompton
at n point north of this fifty miles on the road
to Nebraska. Marshal Colby was scat off with a
force of troops from Leavenworth to arrest him
instead of the Missourians. The citizens had
gone to the rescue from the vicinity and Topeka,
and the rumor is they raised the -blockade and
liberated Brown prior to the arrival of the troops.
If this is not true, it is feared that Brown would
fight even the troops with whatever force he
hod.
There is a great deal of the old fighting spirit
up. Unless Day and eon are liberated and Mis
souri borderers etnyon their own side, there will
bo come more fighting. Still, I think these
troubles will blow over very shortly, as the
Border Ruffians arc not able to hurt Kansas
now. It is too strong.—St. Louis Dem.

of Executive influence exerted upon Northern
men. Then the President was all-powerful, and
every man who ventured to differ from him was
at once excommunicated from the party. Under
such circumetances some leading Democrats were
read out, who apparently will not be allowein.o
come back again without a debasement which no
self-respecting man could ever consent to do:
Now, a question of great importance is to be
decided. The Treasury is empty, and revenue
}oust bo provided for the expenses of the Gov
ernment. In this ease, the President instead of
being omnipotent is utterly powerless. Instead
of being rejected by half a dozen or a dozen of
the representatives of his party in Congress, his
earliest recommendations are scorned and emot
ed by the majority of them. And yet anathemas
are thundered against these recusants. The
Union writes long and passionate articles to
prove that they aro no longer within the fold of
the party. They rebel, but are not punished
for it.
The reason of this difference is that the rebel
lion of last year was, in fact, against the dicta
tion and usurpation of the few thousand owners
of, slaves ; while the rebellion of this year is
agkinst nothing but the inretest and prosperity
— f the millions of free laborers in the North.
The Democratic party will do everything, and
risk everything for the proprietors of black
chattels, but will not do anything for the benefit
of the white men of the Free States.—N T.. Trib.

foreign goods imported into New York, last week
was $2,707,592. Of this sum $212,499 were
for spirits, wine and malt liquors, and $151,473
were kir jewelry, toys and - fancy articles. Bat

Importations are only beginning to revive,
they say at New York, and this statement shows
probably only a fraction of what will be reported
in each week as the year advances. But all
those iron tubes,' chains, anchors and other
kinds of manufactured iron, could have been
manufactured just as well In Pennsylvania, if
ihe government were disposed to .protect Penn
sylvania industry. ' , ,Such importations may yet
be stopped, or et least greatly reduced, If the
President will only transfer a little of his energy
and influence from the Cuba scheme-And from
various pro.ela'rery schemes, to the accomplish
ment of his own recommendation of a specific
duty on Bull.

elects State ofEcers and Congressmen on the sec
ond Tuesday in March ; Connecticut and Rhode
Island en the first Monday and Wednesday (re
spectively) in April and Virginia on the fourth
Thursday in May. As to the New England States
there is little reason to.doubt that the Republi
cans will bold their own.
In Virginia, the Opposition are rallying with
much spirit, and with a prospect of making con
siderable gains on their strength for a few years
past. The Administration party have now every
member of Congress from that State. A con-
Tendon, to nominate a State ticket, and to reor
ganize and enliven their ranks, is to be held at
Richmond on Thursday, the 10th inst.
The Richmond Enquirer shows symptoms_ of
alarm at the prospect before its party. •'The
signs of the times," says that journal, 'Mil indi-

ing of delegates from the districts of the county,
met in the Court House in this place, for the
purpose of consulting in regard to a uniform
mode. of petitioning the Legislature, for cer
tain desired amendments' of the school law. A
committee was appointed to draft a memorial
praying for the repeal of the office of county
emperintondent ; fur a suspension of the State
appropriation, and providing direct taxation as
the means
_of sustaining the system, and that
the authority heretofore vested in the county
superintendent be transferred to a committee.—

slaves from Missouri into Kansas, says

into Kansas, kept concealed in that Territory for
a time, and then sent toward Canada, through

the Free State men of Kansas to wipe out old
scores.
