In looking over these appropriations there are several items which ought tole increased, if we had the means. The appropriations to the Mon ongahela and Allegheny Wharves, Fire Engines and 'Streets aro among these. Each of these de -serve larger appropriations; but the total, it Will be seen, is fully up-to the estimate; and while the estim'attut are made as largo as they can be, there l 6 not a single item of expenditure that can be lessened, to increase another, without injury. The question is not what the oily ought to, but what can she'appropriate ; and after di viding the revenue fairly and impartially, abe has done all that she can legally do in the pre mines. - The Ordinance, as it, passed the Common Council, reduced- the night watch to 30 and their pay to one dollar per night. Several of the city papers have raised an outcry against this, and denoinced it=as poor economy. There have been two meetings in Lawrence, besides those held elsewhere. There was a very stormy meet tog last night. The sentiment was unanimous against the 'Missouri abductions, and in favor of reprisals, if necessary, while many favored au instant invasion of Platte comity. A. M. Whit ney, of Lawrence, was one of those who aided the kidnappers. He came very near beinglynch ed by the meeting. He was arrested and is un der bonds to answer for his crime, but the pub lic sentiment seemed to favor more expeditious measures. Gen. Lane moved that the meeting resolve itself into a meeting to try him. The public sentiment favored the proposal. . -Old Mr. Vaughn, of Leavenworth opposed it... Finally, on a motion of Mr. Phillips, that, a Committee be appointed to receiver Whitley's written con fession, the meeting adjourned over until to night. Marshal Russel is still at Paris, and - is report ed to have a force of four hundred men. Mar -1 ohal Colby, of this Territory, could do nothing with him, and has left in despair, and the gen eral government has been applied to on! the eub jecL It is known that the bulk of Russet's force Is from Missouri. Capt., Montgomery has so far observed the peace he'agreed on, but is now up at Lawrence to insist that he be permitted to expel the invaders and disperse Russet's force. ' Old Capt. Brown, at last accounts, was be sieged by a party front Missouri and Lecompton at n point north of this fifty miles on the road to Nebraska. Marshal Colby was scat off with a force of troops from Leavenworth to arrest him instead of the Missourians. The citizens had gone to the rescue from the vicinity and Topeka, and the rumor is they raised the -blockade and liberated Brown prior to the arrival of the troops. If this is not true, it is feared that Brown would fight even the troops with whatever force he hod. There is a great deal of the old fighting spirit up. Unless Day and eon are liberated and Mis souri borderers etnyon their own side, there will bo come more fighting. Still, I think these troubles will blow over very shortly, as the Border Ruffians arc not able to hurt Kansas now. It is too strong.—St. Louis Dem. Then the President was all-powerful, and every man who ventured to differ from him was at once excommunicated from the party. Under such circumetances some leading Democrats were read out, who apparently will not be allowein.o come back again without a debasement which no self-respecting man could ever consent to do: Now, a question of great importance is to be decided. The Treasury is empty, and revenue }oust bo provided for the expenses of the Gov ernment. In this ease, the President instead of being omnipotent is utterly powerless. Instead of being rejected by half a dozen or a dozen of the representatives of his party in Congress, his earliest recommendations are scorned and emot ed by the majority of them. And yet anathemas are thundered against these recusants. The Union writes long and passionate articles to prove that they aro no longer within the fold of the party. They rebel, but are not punished for it. The reason of this difference is that the rebel lion of last year was, in fact, against the dicta tion and usurpation of the few thousand owners of, slaves ; while the rebellion of this year is agkinst nothing but the inretest and prosperity — f the millions of free laborers in the North. The Democratic party will do everything, and risk everything for the proprietors of black chattels, but will not do anything for the benefit of the white men of the Free States.—N T.. Trib.
