Consul llopkin's proceedings there, r paying a high and friendly compliment+ the President of the United States says : "An aggression of the nature intended by the United Suites, should the preeent difficulties not be adjusted, will not sly injure Paraguay, but the whole region wateged by La Plata and Pa rties.. Thisembratate ft vast area, than which no other in the wirlimtands more in need of repose. None in incident times has •suffered more from those internecine fends which the presence of armed forekners is certain to re open in ad aggregated form, and with moat ru inous consequences to. the very seeds of that commerce which the eulogists of thin expedition say the Government orlfiashiugton are so anx ious to develop. England and the United States believe that Paraguay is what it was under Fmnchia, hermetically Sealed against foreign er!, A-c. Nothing can bb farther.from the truth. There are some States assuming lo be in the van of European civilization which are in the rear 1 of Paraguay in many important respects. It is undoubtedly true that, owing to her whole revenue being derived from customs and the Government sale of the yerba (no tares of any gind being known,) high duties ateresort ed to. These, 1 treat, will seen yield to the more fruitful source of the lowest practicable imposts. So far from Paraguay being desirous of isolation, it was her British-built war Bloomer Tacuari which first proved the possibility of going from Asuncion to Buenos Ayres and back in twenty days. Within the lasteighteen months he has placed on the river the packet steamers Ypora and Salta de Guaira. These perform the voyage in the same time, taking and landing passengers at Corrientes, Sella Vista, Goya, Re gattas, Parana, and Rosario, both going and re turning. This communication will soon be week ly, Government having ordered four fine bests. expressly for this A powerful steam tug has lately been launch ed, and another is building, for towing merchant vessels, at moderate rates. Railway Iron, for a line of one hundred and fifty miles into the yer be and tobacco districts, has been dispatched, and an engineer engaged to carry out the pro ject, which will serve to develop the rich rezone eel of the country. A:patent slip is now being alsoshipped, and ' will actually be the only convenience of the kind on the Eastern seaboard of South America, from the Amazon to Cape Horn about three thou sand miles. All these improvements will to a complete cer tainty be stopped, and the development of Par aguay with them, should hostilities arise. A powerful nation like the United Slates may do much harm to Paraguay, ass few steamers could' blockade the river sod entirely stop the trade of that rising young country. The results would reap only the dubious credit of having destroy ed the shipping and commerce of a vast pro. greasing sister Republic and thrown her back into the helplessness from which she was rescued by President Lopez, who, whatever his demerits in other eyes, has at least the recom mendation of being popular with the natives, than whom a more peaceable, contented, and cheerful population is nowheie to be found. So far, however, from the President being enamor ed of Ids own views exclusively and opposed to innovation, he is constantly importing European intelligence and skill ; and by the Paraguayan steamer Rto Blanco, in which I arrived in this country, he has sent over ecventeen youths of inverter promise to be instructed here la the arts mast likely In be beneficial to their country. It is to be hoped, therefore, for the welfare and progress of all the Argentine Republics, and of Paraguay especially, as well 1%.1 for the honor of the United Suttee, that the threatened aggres sion will not be persisted ' that th e In etruellons at Coamdealaner lie admit of a solution of the difficulty eons . t with the hip piglets and dignity of P ' d satisfactory 4 at Weithinel on. ll'unfortu ly, it should so happ..e that the contrary ee ber determined upon, Paraguay - remit take re in the exam ple of more renowned nations—the natural elate of her remote position, nearly two thou sand miles inland from the seaboard ; her com mand of an impregnable key (the only one) io her capital; ample military resources, directed by veteran European officer' : a population whose courage was admitted, evert by Rosaa, to be ns indisputable as their disposition is pacific ; and, lastly, in the justice and reasonableness of her cause, which she is anxious to demonstrate before any arbitrators." . . The spirit in which this communication is conceived certainly entitles the writerle views to a candid consideration. of course Mr. Com missioner Bowlin'e instructions are unknOwn, but posaibly the Preedent may bate foreeen the consequences to that country which the London writer predicts will follow hostilities, and have left Open some CterILLUTe which Paraguay can honorably adopt. For the eake of humanity and progrrse let us hope es.—N. Y. Cosa. Adv. URA I, MAN PICKING HINISILLF OP—A Gum BRINGING Ills BONNS FROM BARTFORD.—The spiritualists of this city, or a portion of them, at least, are gravely discussing the question whether the spirit of a man whose dead body was dissected by medical etudents in Hartford, Connecticut, is picking himeelf up piecemeal, and bringing his bones, one by one, to ilia city to bo put together again. The weekly spiritual conferences hare seen fit to make this s subject of inquiry, and the Spiritual Telepraph, from time to time, informs Its readers of the progress of the affair. The story is related substantially as follows : When Dr. Redman, the partner of Dr. Orton, in Twelfth street, New York, wee a medical student, a body was to be dissected upon a certain occasion and the students agreed to draw lots to deter mine which ono should have the bones. Dr. Redman was already a medium, and before the dimection took place the spirit communicated with him, and expressed the wish that his bones might fall into Redman's possession. The Doc tor replied that since possession was to be determined by lot he might not get them. "Draw And," replied the spirit, "and I will make you draw the prize." Acting upon this hint, the lucky Redman drew trot and took the bones. He conveyed them to Hartford, where he subsequently left a part of them removing the rest to his office in this city. Having related to his partner the singular his tory of the skeleton, Dr. Orton requested hint to bring the remainder of it to the office ; where upon the ghost who once owned and oeoupied the delapidated and abused tenement, set up a loud knocking, and claimed the tight, which no tea tamable man could deny him, of having a word to say about the disposition of his bones. Re ' expressed a willingness that they should beta ken to New York ; it made no especial difference 1 to hint whether the ossified portion of his frame 'Mein one place or another; still, it was natu ral that he should feel some pride In the insider, I and expressed the determination of bringing the bones from Hartford to this city himself. This extraordinary determination, which, we believe, has no parallel in ghostology, ancient or modern, it is alleged, is being carried out.— The very next day after it was announced,_a bone dropped on the side walk, In front of the two doctors, near their house ; and since that time, bone after bone bad been moved, sometimes dropping from the ceiling and sometimes upon the walk. On the 26th of May, the ghost did an unusual good day's work. As the'Doe tors were crossing Broadway, near Thirteenth Street, at 3 o'clock P. M., . a bone dropped at their feet, and at 6 o'clock the same afternoon another encountered them In Fourteenth street; both being portions of the spinal column. The ghost whose body hie' been thus out up, and moved, does not however ' claim the exclu des credit of the removal .d With the fairness which, we trust, will ever tharacterkehlo trans actions, he acknowledges with gratitude the as sistance of other ghosts, who have kindly con sented to help do tbejob; but what compeiss ties he giros for their services, is not stated: The ghost commenced picking histself some time fa spring. Whether he le yet done is not -slated ; but the Telegraph ..of this week brings additional testimony; 1 016i:shape of an anonymous statement, (regarded as conclusiee by many spirituallats,) the .aubstance of which is contained in the following paragraph "On the 8d of huit Jane Dt._ Redman. held a "etance at a house where I was visiting. ,When " the circle was over I soceottpanied, hiin - down slain ;on oar Hy deWa, eitoolsole ease,' which had • been inhaing. during a part of the .evening, was Wows overnsy ahontder.,We • • picked It up, and: was holding it whit bash.: kin goods, conversi4'..witknit Sheet:l4 :11%4.7 pearenca.
