Mn DattaLaal-Tatruru.—Tbe worshippers of senoras arc just now tanking much demonstration over the alleged triumph of Mr. Douglas in llli- Tods. It does not appear to have occurred to them that the position which Is ao brilliant to their smiling, is in all likelihood but the pre lude la a future of shuffling and trimmlug, rather than any heroic ptogresa. They cannot realize that in a Senator re-elected in spite of the people, and after so hard Sought a battle, there may he a uhrined politician touched with the fatal blight that must at last wither him in public esteem. And yet it we view aright the hearings of his course, and estimate truly the character of the man, that is knit what will hap pen. We ease admitted that Mr. Douglas has triumphed in Illinois, but lot us net ho misunder stood. We mean that no far as his own person is concerned he has perhaps secured a return for sin yearn to the Senate of the United States. We do not mean that he has the endoreement of the people of that great State, or that he iv even the recogni fed leader of that body of Democrats who have simtained him. For a Legislature fa vorable to his aspirations Mr. Douglas ie indebt ed more than all else to the most atrocious ger rymander I hat ever violated popular supremacy Preaching from every stump the right of the people to govern themselves, to select their ru lers, to mould their instilutione.,he is going to demand are-election to his place in defiance of the popular vote of Illinois—not only cast against him, tut east in favor of his opponent. The districting of the State that gives him both branches of the Aasettibly counts against a fair and equal apportionment shown by the late vote, three Senators and nine members of the House of Representatives, or mare than twice the ma jority Mr. Douglas now claims in his own favor. Scrutinize still closer his estimated supporters, and we find that colonization had to he added to gerrymandering and Madison, Sangammon, Ma• coupin and Nieltonough attestlarge importations from the scum of other States. With railroads to transport and loans en mortgage to bribe, he folti I it easy work to achieve this end. And yet math, the frauds of friends, nor the service of partisans, not the worship of ("beet - oho - in follow ers can make him out other than he is—a man condemned by the verdict of the people. In every mode by which a majority of the voters ref Illirmie could testify their will, he is discard eil from their confidence. Upon thettlate ticket the Republican majority will read) three thou sand vote: Upon the Legislative ticket, the Republesn ma t urity will reach five thOnealid stalest Upon Inc Derigressional ticket, the Re publicantaantrity sill rilattiMartght. ilapusand votes, Ii Is on Fll,ll a popular record -ghat 1.1.• , pot,sl: et pcpttlor I:overcignly seat; to retain his place But this is not all. The course of Mr Douglas non sltows that what Morris slid 10 /lion], was true —"he taunt to oppose Lo ea nitson in eritcr to FA re lams at home." It was a , I a.t i.fic outbreak, inspired fl ash et e• sot, and courage; but nisi ile calculation bow best t, horoltrinlc the pe le of Illinois. The unloocruing, toe, or tonanegnee the elec tion, proves whit, she I:,Jon inti cc,' was the fact, sod prior to hie departure from Washing ton he mode his peace with Buchanan, and only broke the bargain subsequently, when he found that it would beat hint to be in amity with the Administration. It was at Freeport that he put on the mut; of Free Soil, and his personation was HO good that many thousands voted for him believing iu the language of the Missouri Re p,,,i,,,,r, that he was "so much an anti-slavery man no Mr. Lincoln." We thought then they would be cheated we think so etill. Mr. Doug las as a Free Seiler, can never he the nominee at Charleston; and yet it is to Charleston that both Mr. Douglas and his friends look for the consummation of what they call his triumphs. And it is herein the necessity arises that will inveive him in a career of equivocation of atilt% fling. of contradiction, eueh as we have predic ted far him in the future. Already the Swab, the I:o7arer, the Doha, and the Republican have begun tam:miaowing his epeeehes into very passable Southern doctrine, explaining away the little eccentricities of the canvass as elec tioneering dodges, and anchoring him safe and fast alongside the slave extension clauses of the Deed Scott decisiou. From now, too, until the National Convention meets, this course will he continued by the nullifiers—under the vain and foolish hope that the people of the free States will not detect hie backsliding whilst the people of the slave States are being mustered into his sorvitle Ilut what are the signs of the times in this behalf Mr. Seward has very aptly said in a late speech that it. will be the duty hence forth of the friends of freedom to watch the in dications which give evidence of intent to be tray the cause, and what he has said is only the expression of a pervading popular thought. Nlr. Douglas' triumph now consists in nothing but the fact of having saved himself from ruin in the general wreck of the pro-slaVery Deinotto racy, and that by taking free roil ground. ' Let him be classed otherwise but for a moment, by his own action, and he goes to keep Pierce, Bu chanan and the rest of the great defeated com pany. To talk of his Presidential chances, therefore, is idle. With Bright, Slidell, Mason and the President to constrain him to the ut most requiremedts of, the South, before a nomi nation, with a popular defeat in his own Stale, running as an avowed freeseiler to start with, and with the assurance that no other Northern Democratic leaders can carry his own State for himself much less for Douglas, we think his prospects not worth dismutaing. Much stress has been laid heretofore upon the fact that Mr. Douglas has the popular heart. This consola tion is now also dissipated. The returns show that ho tins not touched the enthusiasm of the =smelt even in Illinois. Thus we nee the peo ple aro ngainet him; the politicians nro for him But in the battle between people and politicians are we far wrong in saying that from the arous e) public spirit which is marshaling the friends of freedom in this Government—it is evident that the people must triumph in 1500.—St.Lonia De, \ letter from Washington to the OM:kr gad Inquirer says: "The report of the tielrelary of the Treasury is blocked cut, end the necessity of measures for a permanent increrum of the revenue is fully though rehintnolly admitted in the document.— One of the expedients for affecting (his neces sary (veldt which the report is about to suggest, will take the country by surprise, and will try Ile nerve of the Democratic party almost 09 much ns come of Its schemes for supporting the egitatlon of Slavery. The proposed measure is a duty of 24 per cent. on ton and entice which it isealculaled, will produce on the.averege of the lost live years' importations, $6,009,000, per annum. The importance of this "lift" to the finaociers of onr modern school may he easi ly ascertained. IL will pay the interest of $lOO,- 900,000, of new debt, and it is supposed that one hundred millions of additional loans will carry through the Administration with comfort soil eclat to the end of its term. It is a primal. ple with a certain seat of economiets that a debt which provides for its own orAinctien is no debt; it therefore the genius of Mr. Cobb can create yearly revenue of fire millions, be may claim to hare produced n capital of one hundred T oil.
