Tho slaveholden, I presume, have cun ningly lorgednosd this exemption, and the non slaveholding or "poor" whites have so long oribmit ted to it that they begin to regard it as a provision of the constitution or organic law. The contlittairmi . of 'Virginia, it is tree, is en ad mirable piece of machinery for the purpose orgiving the slareholders an unjust power and Influence in managing and'eontrulling the affairs of the common wealth. Take, for instance, as one example, the mode of apportioning the members of the two Houses of their Legialature. In the Free States these members are simply op portioned according to the numbers of the popula , den or of the eloctora; but this would not snit the Views of the alareeeraoy. They see clearly that if the members of the Rome and the Senate were ap portioned all over the State in proportion to the whole number of voters, the poor white folk, might get the mastery in the Old Dominion. To prevent auch a result and to deprive the majority of the vo ters of all hope of equal Judith, they have retorted to a very artificial mode or apportionment. For the Rouse of Delegate. the State is divided into four "great Districts," mad for the Senate into two "great Divisions." The find of the-"groat Dlatricts" i.e that West of the Allegheny mountains, and elects thirty-one dele gates. The second of these districts is the region between the Allegheny and Blue Ridge, and elm twenty-five delegates. The third is the country 1 tween the Blue Ridge and Tide Water, and elects forty-two delegates. The fourth - la oomposed of "the counties, cities, towns and boroughs lying on Title Water," and eloetthirty-six delegate.. These two last distriets contain a very large majority of the darcholdera anti slaves, and they elect screwy dyke delegates, while the other two district. elect onlyfifty.sie delegate.. For the election of Senators the Stane is divided into two divisions. One Wed - of the Blue Ridge to elect thirteen Senators; the other lying East of the Bloc, ithigoore elect nioefreu Senators.
