FALL OH SPIEING PLANTING Or TRNSIS.-Mr. Loughrey, who in ono of the oldest and most in telligent fruit growers in southern Ohio, does not appreve of fall planting .as a general rule ; because in very severe winters, Irene are more liable to suffer injury after-recent removal, bul ho prefers to procure his trees in the fall, cape daily if they are to come from a distance, and heel them in deeply In dry mellow soil, where they will remain safely untilspring, snd be ready for planting whenever the ground is in right condition. REPORT MEE Marcia In Scotland The next topic of importance has been the fyrther disgraceful revelations in the progress of the liquidation of the Wqstern Bank of Scot ; land. The ruin it has spread through Glasgow I is beyond anything experiedeed from any finan al. I del disaster during the last wanly years. Thir -1 teen.hundred families held investments in the i concern, which in many c es constituted the • sole dependence of aged professional men, I widows, and orphan daughters. Tho total paid up capital was equal to $7,00,000, and a year or two before the failure the price of the shares of $250 was $4OO. When the stoppage occurred I it was soon seen that the whole of that property was swept away, and that those who had noth ing elsewild be reduced to destitution. ft was hophowever, that this would be the worst. In a little farther time it transpired that there would be a deficiency of $1,500,000 in addition to the loss of the whole capital. A call of $125 per share was accordingly enforced on all who had anything loft. This was finally paid in June last. A lull then intervened, and it was supposed the end of the mischief was known. Gradually, however, it crept out. that 1 fresh misery would be entailed, and it was also stated that in the progress of investigation it had been discovered that the delinquincies of all concerned in the manarment could be traced back for many years. Still it was believed that any now contribution that would be demanded from the unhappy shareholders, would be com paratively moderato. Complete astonishment was therefore excited the day before yesterday, I when it was announced that the deficiency, in- I Mead of being $1,000,000, had proved to be $7,- j 000,000, and that upon each share a fresh pay ment of $:010 would be required within twenty-' four days. A large proportion of the shareholders haying been totally ruined by the previous call, the number of those now able to respond in any way is limited, and it is calculated that out of the 1300, there will ultimately not be 160 who will have any property left. Many of the sufferers have died, some have become insane, children have been thrown 011 the charity of friend, and strangers, and there is scarcely a family in the district which is not to some extent afflicted.— One eminent and esteemed merchant who had retired from business and invested the whole of hie ample fortune in the concern, died last month of et broken heart ; another, who had also re tired with $300,000, put '550,000 into it, and when he has met the contribution now claimed, will find himself stripped of all but $26,000. Every one mixing iu business circles can nar rate analogous instances. Vet the directors, or at least the majority of them, have adopted a bold and unscrupulous tone to the very last. At the outset they threatened the etockholdera that if they were subjected to annoyance they would retire and louse thy liquidators to get what infor maiion they could. They relied upon their parlimenbary influence, especially among the tories, and the Government have screened them throughout. .\mong their chief apologists they have numbered Sir Archibald Alison, the author of the History of Europe, and Mr. Walter Bu chanan, a leading Glasgow merchant and mem ber for that city. Contrasted with the perse vering prosecution carried on against the Royal lirltish Bank, nothing could ho more flagitious immunity allowed in this case, and an aleotincement which hut just been put forth, that the offenders are making as -ligament. of . t.fieir property in order to avoid being called even before a civil tribunal, and made financial ly responsible, pubs a climax to the history. It is to he hoped, however, that in this last attempt they will be at least partially defeated by some legal measure of which tho ruined shareholders have given notice—hem/on Car!, Pponilmr. of o< CI., .14r - - Wo cannot think of letting our reader* off without another article on Pennsylvania. The • result Is on wonderful : The President's own State, the Slate that made hint President and ucw he has carded only one 4listnot by a clear majoric ty. We are not sure of even that, for we hare not seen the figures and the plurality of the admin istration rs,,,date is meagre. Later reports from the 2 . 4 7 distr let elect Hall, .Republican, over Gillis Thiicroakea the delegation to Con gress stand 21 .Republicane, 2 anti-Locornplon Democrats, 2 Buchanan Democrats. The House of Representatives is largely Republican: the Senate, on account of the member. wno hold over, Is doubtful, end the Itepubllcaic.niajority on the Slate ticket is estimated at from 3i,000 to 110,000. What a change from, the groat ma jority on the other side arbich first came up to the support of Mr. Buchanan'e ailmialstration And no ono can doubt the city.. of this im mense change. It in on sudden creak of pope hr impulse ; it is LO miSeuncepllikti or the pull cy at issue . it is the deliberate expression of public opinion upon the great qiestions of the day. Mr !Incluse:to carried Pennsyl Tanis—Ned that made him President—ion the most distinct fledge that the people of Kansas phould be left entirely free to frame . their orb government and to select their own institutions, and upon the pledge equally distinct that the interests of American labor should receive the favorable consideration of the general government. It is because these pledges have been broken that the majority is turned the other fay and the State which placed the administrat on in power now strikes the find and heaviest blow for its downfall. The time has gone by when the peo ple of Pennsylvania were satisfied with the promisee of the Democrat° party, that: have been renewed and extended, like the BIM notes of a bankrupt concern; they now demand acts; they will no longer accept a new promise for an old one that has been broken: There is but one way in which the Democratic party can avert the revolution that is hurling it from the place's of power, and that Is by aban doning the policy on which they have adminis tered the government and adopting that on the promise of which the government was entrusted to their hands; and this they could not do with out endangering their position in the South. The moral of the election is that there is a limit ' to the credulity of the people of Pennerlvania, that there are some promises that have been made to them so often that they have lost their 4 power.—Prot,.
