The chronicles of that day inform us that there was a great cauldron of boiling water within, and two wheels on the outside which moved the ves sel. The treasurer of the kingdom, objected to its Introduction. It seems to have been quite perfect, mince the objection; urged against it were that it was too complicated, very expen sive, and the boiler apt to explode. Bat Spain was not ripe for it, the world was not ripe for it. This part of the pro blem remained for the other branch of the An glo-Saxon rue—the branch of that western hemisphere whose expanded territories are tra versed by some of the noblest riven, and sep arated from England by an almost worldwide ocean,, The thoughts of the men of the last century after the Revolution were turned to the development of steam. One of these men at tracted the attention of him whom nothing es caped that behinged to the welfare of this coun try—of Washington—and he expressed his sat isfaction of the experiments of Ramsey. It seems almost providential that steam was not developed in ocean navigation at the time of the Revolution, for' it-would have given her vast re sources and powers to bear more swiftly and di rectly on the -struggling colordetwlth what effect who can tell 7 But the Revolutionary period was passed, and lodependence established, the hour had come, and the man was there. Among the many prominent men who have given the enter prise-their cordial approval, are Martin Van Boren, James Boorman, Robert J. Walker, John A. Dix, James Puonett, Francis Cottenet, John J. Ciao, Denning Duer, Benjamin Ajmer, Fran- Cl 5 Buritt and the late George Newbold. The plan, says the Evening Post, may be briefly las ed 43 follows: To establish a Bank here of $1;000,000 capi tal, which shall discount (not lend on bond and mortgage) to the extent only of its own capital. It is to receive deposits, and to pay the checks of depositors premsely es do our other Banks; but the deposits not being left out, will be, of course, always on band in coin. Each deposi tor will be charged a small banking commission and the Bank will rely on these commission only for its revenue, besides the interest earned by its own capital. As it is proposed to limit its dividend to seven per cent, these banking commissions will be reduced as its business in- Creases, and will be always kept down to the lowest point compatible with the necessary cost of the business. The highest commission pro posed is one-tenth of one per oent, on small ac counts; or in other words, a person having an income of $5,000, would pay $5 a year for keep ing his Bank attotmt, and hating Ms money al ways on hand in coin. Our larger accounts (the wholesale dealer being entitled tofavor) the com missions would be at a much less rate—as low on some as 2-100 of 1 per cent; and on very large and active accounts, a small fixed annual sum could be substituted for a commission. It seems plain to us that the certificates of deposit of such a Bank, representing actual coin in New York, would be a better medium of remittance TURNS than any afforded, it would be the best remit tance from New York to provincial business points, and from them to New York, and/again from one financial point to another, because New York funds are valuable everywhere. Its certificates would bear a premium all through the country, over any other paper, more than equivalent to the trivial commission charged by the Bank. Sufficient business would thus be attracted to it independent of any local bu siness of this city to sustain the Institution. and the result of such business would be to es tablish here, at the natural liquidation point, a constant final liquidation of the exchanges of the eountry In gold, and to retain In New York the banker of the continent, always sufficient coin wherewith to effect this liquidation. The plan simply proposes to extend the admirable Clearing House system of our city Banks to the business of the whole country. Of this local business of the city, a very small share would of itself sustain the Bank. The clearings of of our Banks in 1857 were $8,000,000,000 checks actually paid at Bank, notes paid at Bask by a check on the same Bank, transfers at thesecond teller's - desk from one customer of the Bank to another, do not appear in these figures. The whole aggregate of transactions in Bank may be double the figures of the Clearing-House. If out of all this only $50,000,000 were done at this Bank, this alone would yield, at 1-10th of I per cent, $50,000, enough, with the interest on the capital. to cover expenses and give a dividend to the stockholders of seven per cent. The experiment cannot, in any event he a cost ly one. The capital invested In the choicest paper at low rates would yield enongu to cover expenses. At two years experiment, even if the Bank got no business whatever, would cost the stockholders' a loss merely of two years interest. Alum Lt.s to UTAH.—A writer from the camp at Balt Lake, in • letter dated 21st August says: The Army camp is about to be moved a few miles, to s point where preparations are being made for the winter. Huts are being built there of clay, in the shape of large aired bricks and dried in the sun, (adope,) Each officer is to haves room 16 feet square, with walls 7 feet high—the earth for a floor, and perhaps heaven for a ceiling, in part at least, for though a sort of a roof will be made, it will be a holy one. The Mormons are at work making the adopee; at least one hundred Mormons are now at work, and they have contracted to make one million and a half of them. After they ore completed the troops will move, and it will take the soldiers a month to make their preparations for winter.
