[From the London Times’ correspondent ] Alixamdbia, July C. —Bor majesty's steamer Cyclpps, lately sent to the Red Sea by the Bril ish Government for tho purpose of taking a series of deep water soundings, had been lying for about aweek iu the harbor of Jeddah, whith er she had conveyed, as passengera from Suet, the English noting consul and iris French col league. Nothing whatever had occurred to show that the people of the place were animated by any extriordinary sentiment of hostility towards the Christian inhabitants. The officers of the steamer had madeexcuraionsintbovicinty ofthe tows, and never once met with the slightest molestation or insolt, audeven on the very even ing of the outbreak several had been walking about io the bararars until.near sunset without the Kast apparrant symptom of the approach ing storm. This was op the 15th uIL In the evening\a few persons—Greek residents in the town—cake swimming off to tbe'sMp, and sta ted that disturbances had arisen,' and that they feared a conspiracy had been entered into against the ohristoin inhabitants. Everything, however, continued in appearance perfectly quiet; not a shot noracry was heard, though the savage work had even then already commenced; but the assasins had taken tho precaution to use coM steel alone. TheJEngliah Consulate was the first point of attack, and Mr. Page, liie acting consul, must have fallen under (he blows of a crowd of ruffians, who followed up the murder by sacking the houso and tearing down tho Sag. 'Tho unfortunate man’s body is said to have been found literally backed to pieaea Maddened with excitement, the mob appears next to have poured down upon the house of tho Frenoh Consul, M. Eveillard. Here, however, the Kaimakin, or governor of the town, mado some feeble atiempt to interpose; the force at his disposal-amounted to only eighty men, and, whatever efforts they may have used, they did not succeed io saving tho life of either the Con sul or his wife. Both were murdered, and their daughter alone—a young lady who, though under twenty years of age, appears to have possessed the spirit of a heroine—was rescued from the hands of the assassins, and covered with an Arab cloak she woaxorried to the house of the Eaimkan. Her face was laid open with a gash from a sabre cut across the cheek, but before being dragged forth she had avenged the murder of her father by the death of tho as sassin. Early on the following morning Captain Pol len, still ignorant of what had occurred, sent two boots ashore. When they.neared the inner reefs Turkish soldiers were observed woiniog them off; they continued, however, to advance, until they found themselves surrounded by a crowd of about 600 men, who from the out jotting reefs poured a shower of stones upon tbe boats. The crews were fortunately armed and soon forced their way back to the ship, not, however, without being compelled to pour a volley of musketry into their assailants. An interval of five days now elapsed until the arrival from Mecoa of Maamik Pacha, tbe Qov enor of the Hedjsx, with a body of about 800 Turkish troops. je27;lyd_ .JA&KD H. oacso Tbe crow of the steamer entreated the officers to be allowed to take veogeanco upon the cily, if not by laying the place in ashes, at least by being permitted to land, even though the risk of hndiog themselves, at most two hundred men, oppoeod to a population of forty thousand;.- but tbe Kaimakah sent repeated messages tjg&eeh ing Captain Pullen to desist from all Inference, warning him that his own house was surrounded by infuriated fahatjcfl, clamoring for the surren der of tbe Cbristifi£% who they knew had ob tained refuge in the acute, and declaring that were a single goufired, or one armed man land ed from the ship, not only. the lives of the refugees, but also his own would, to a certainty, be sacrificed. This officer can, doubtless, not have yielded without a struggle, and no other argument would probably have saved the oity from its ai-l;-'ii>?rited doom. Eveti though it be granted that only a portion of the inhabitants were actually engaged in the massacre, none h&i a claim for pity where all had stood calmly by, without stretching forth aiflogcr to protecta handful of inoffensive men women who lived among them, relying uponilheir hospitality. Neither need the argument ojribesanetity of the* Turkish flag have had any wolght with the crew of a British vessel of war. 'That flagbad failed to extend to their fellow Christians the protec tion upon which they had relied, and might well have been utterly disregarded. On the2otfa, Naamik Pacha arrived with his troopo, and some eotnblauco of order was ro stored. Misb EveilUrd and other rescued Eu ropeans were transferred on board llie Cjlops. To spile of tho opposition »l Drat made by tbe PacLa, the crew and marines were afterwards landed with the British and French colors, end, escorted by a body of Turkish infantry, they were led to the newly-made grave, over which the foneral servioe was read, and tho English and French flag* were re-hosted binder a aalnto of 21 guns. On the 24th, the Cyclops sailed for Boez, where she arrived on the 3d, bringing home 24 refugees. The number murdered at Jeddah was 21, and the present moment nol a Christian remains in the, place. July 7.—Since writing the preceding, some further particulars have readied me, which, Jfiustral. A LARGE ASSORTMENT ' PUBLISHED DAILY AND WEEKLY BY s. RIDDLE As OO. t nna stam. above b kit arum. Tbe naiiacrt at Jeddah. though they do not in any way Affect the main facts I have already related, will probably be found to throw an important light npon the ori gin of the Jeddah outbreak. On Mr. Page’s return to bia post on the Oth till., he found lhal a British venae!, the Irani, of 700 lone burden, belonging to Calcutta, had hauled down her own colors and was flying the Ottoman flag. The ship woe owned by two In dian subjects of her Mosjesty, both of whom were at Jcddahi one of the two being at thoeamo. timo joint owner and master of the ship. The latter presented a petition to the British Consu late, selling forth that he bad demanded a set tlement ot acoouhQ from bis.partner, who had refused to fulfil Us obligations, and had de clared his intention to become a naturglhed Ot toman sutyeot, and had, therefore, destroyed the ship's papers, and hoisted the Turkish flag. A naval court, presided over by Capt. Pullen, and with three respectable Indian merchants of Jeddah, subjects of Her Majesty, as assessors, was held on board the Cyclops on the 16th ult. The owner ot the vessel, who appeared as de fendant, refused to reoognhe the authority of the tribunal, and in conseqaenoe of his insolent demeanor, was placed under arrest for contempt.. Proceedings were then continued, and fall evi- I deuce was produced in support of tho plaintiff's allegations. Numerous witneasos proved the' identity of the vessel as the Irani of Calouttm, : even her register number and preclso tonnage | werc.folly established.'' I In pursuance, therefore, of the law by which 1 it is enaote<l that if a British vessel attempts to conoeal her nationality or disguise herself with a foreign flag, ehe becomes liable to confiscation on behalf of her Majesty, an officer was dis patched from the Cyclops on board the Irani, And took possession oflho vessel for the pur pose of being adjudicated upon by Ibe Court of Admirallty. Tbe Turkish flag which was even at that moment still flying at the mast-head was hauled down, and the Turkish ensign re-hoisted In Ua stead. Notice of what bad oecurredwas subsequently sent to the Kalmkan of'Jcddah. Before the departure.of tbe Cyclops for Suez, Naamilk Pacha olaimed the surrender of the vessel, and Captain Pullen gave her up to tho custody of tho British authorities, declaring, however, that bo held them responsible for her production to the British Government. Grave doublsare expressedyrhelher the Kalm akan and Naamilk Pacha showed themselves an imated with fall determination to quell the out break or vludioate their authority. Some of the refugees who have arrived here strongly assert that, notwithstanding the smallness of the force at his disposal, tho slightest show of determina tion oo tbe part of the Kalmakan would have sufficed to maintain tranquility, and that a single gun from tbe forts Would effectually have estab lished iuunediatQ order. ' Tho Paris correspondent of the Timet says Faud Pacha, the Turkish Ambassador Extraor .itinary in Paris, has received a telegraphic des patch announcing that the Porte promisee all the satisfaction in Us power for the murder of tho Frenoh Consul at Jeddah, and that the Arabs, who committed the crime, shall be vlsUed with condign punishment. The chancellor of the Frenoh Consul at Jeddah, who is nowat Alexan dria, has been summoned by.telegraph to Paris. It is affirmed that Jeddah, whera-the massacre took place, will bo forthwith oeoupled by French and English lores. The Paris correspondent of the Tima says that a telegraphio despatch from Constantinople announces that tho Porto had sent to Jeddah a corps of 2000 men for the purpose of inflicting exemplary chastisement oo Uie.sssasfas of the Frenoh and English Consuls. 1 It is said in Paris that brdere have been sent to tho Oommandent of tho Naval Division in China, to despatch two ships of war At . onoo to the Tied Sea. A letter from Alexandria, .dated the 6th instant, and published in the Paris correspondence of the Times, giroß among other details of the masaa cre at Jeddah, the following particulars of the attack on, the French Consulate: —“About sun set on the 15 of June the house of Ihe-Eugliah Vice-Consul at Jeddah was suddenly attacked and invaded by somo hundreds of Hadramilea inhabtants of Southern Arabin, who seized the person of the consul, wounded him grievously and then flung him, still alive from the window into the' street, where a mob of the same fanatics hacked his body into pieces.” The house was then pillaged, tbo serrnnts ani two dragomen assassinated, And the archives of the Consulate were burnt. While this horrible scene was : going on, similar crimes were committed at the ?renoh Consulate. This Consul, also attacked by a band of fanatics who penetrated into the houße by the windows, fell mortally wounded by several sabre cuts. Uis wife was killed by.a dagger thrust in her breast after having defend ed herself courageously, killed the murderer of her husband, and wounded several others. Her daughter, IB years old, succeeded in escaping by a secret door. In the next room were the Chancellor of the Consulato and his servant. The latter is a Musseltnan, an old soldier, who formerly served in a battalion of native Alger ines. These two men and the Consul’s young daughter, defended themselves so heroically that the murderers retreated for a moment; they soon returned to the charge, but this -time employed a stratagem. A Uadramite,'an. acquaintance of the Chancellor’s, approached him and said, “Come out—coma with me; I wish to save you from certain death.” Confiding In those prom ises the bravo young man quitted the room; he was instantly struok with a poinsrd, which only slightly wounded him in the arm. Knocked down by the blow, his throat was seized by the assassin, and he was on the point of perishing when the Consul’s daughter threw herself on the asaassio, and bit him bo deeply iu the head that he was forced to lei go. Thereupon another of these wretches attacked the courageous young girl, and gave her a sabro cut across the faec. She fell senseless, but the Chancellor, who had sprung to his feet, infliQted a blow on the last assassin. Meanwhile the Chancellor’s servant, struggling with admirable energy against theso miscreants, killed three of them, wounded sev oralothors and sosucoeeded in covering the flight of the Consul's daughter, of the Chancellor, and ; of a servant, who have all arrived this evening, in oompanyof the bravo soldier, at the residence of the Consul-General of France,'in Alexandra.” ' Secretary Flotd’s Complicity with the Fillibustchs.—We copied a few days Bioce a paragraph from tbo Washington Union flatly contradicting a statement whiob General Walker has on several occasions made in his speeches to the public •in regard to certain eommnnioations and overtures made to him by a member of tbe Cabinet. This has called forth a letter from the General to ue on tho subject; which, injustice to him, we lay before the public : Mobile, Joly 19th, 1868. Editor Mobile Register : Sir—On returning to this city a day or ago, I read in yonr journal an extract from the Washington Union denying certain Matements which, it was reported, I had lately made in a speech, delivered at New Orleans. In tho month of Oolober Inst I was in New Orleans preparing to retnrn to Nicaragua. About the middle of the month General Ilcaniogscn arrived from Washington, and soon after we met he informed me that he had important neweto communicate. He (hen proceeded to state that while in Wash* ington he had held several conversations with thaSecretary of War ; that in the course of one of the interviews the Secretary had informed him of the determination on the part of the President-to arrest tho expedition to Nicaragua, adding, at tjie the same time, that the acquisi tion of Cuba during his administration wos an objact dear to the heart of Mr. Bnchanan The Secretary further proceeded to say, according to Gen. Uenningschle report, that if we would torn our attention to Mexioo and enter Into the ser vice of Comonfort we should have the support of the United Slates government; that whilom the Mexioan service we might, by some act, such as tearing down the dag of Spain, bring about a war between Mexioo and Spain, and Cuba then might be seized by the former Power. The Sec retary, according to the report 1 received, in formed Gen. Renningsen that means would not be lacking for Such an enterprise, and when pressed by tho General to slate how the means could be replied, “I have gone the length of my tether ; before I can say more, U will bo neces sary for me to see a person above mo." In Ibe next interview the .Secretary informed the Gen eral that be was not authorized to go further, but that hu might rely implicitly on the means being provided if thoenlerprize wasnndertaken. When Gen. Henningsen made this communica tion to mo I was ehooked'at its’naturc, and re marked that the government conld hardly be in earnest. He said that he had been anthemed to place before mo tbo character of the conver sations held with the Secretary of War, and to communicate them to a friend of the Nicaraguan cause residing in New Orleans. 7 Tbo foregoing are facts which I heve^iubitan- tially detailed in epeechrs made here and else where. I have been careful always tosUftethe soorqe of my information, and I need hardly say that I am firmly convinced of the truth and accuracy of the report made to me by Gen Hen* uingseu. I have ever fouqd the General to be a man not only of strict truth and honor, but also careful in his use of language, and accurate in the reports be makes about publio matters. In controversies of suoh moment as these I have narrated I would rely tin his state* xaents as implicitly as if I had heard myself what passed between the Secretary and himself. Year obedient servant '—Mobile Register, July 80. Wit. Walker. Liberia ardtue Frehch Emiqratioh.—The numerous friends of the colonisation cause in this State—where it received its 6rst impetus, and has since held a prominent position—with those interested ink throughout the country, have view’d jrith deep concern the charges against the Liberian government, and taken every op portunity of investigating them. We have been favored with a letter addressed by R. R. Gurley . Secretary of the American Colonization Society to Dr. J. G. Noble, of this city, which warmly defends President I%Dson> from suspicion, and shows by n recital of his previous opinions and acta that it is not likely he has engaged in any such nefarious business as assisting the French Colonization sobeme. Mr. Gurloy incloses extracts from the last message of President Benson, which alludes to a discontinuance, of a similar scheme by the Eoglish, in consequence of his proclamation re quiring that all.-emigrants, before leaving the' oooat, should to Monrovia, and exam ined as to their free volition in leaving, and passports to be given to suoh~as declare them selves desirous to emlgrato. Tbo terms of this proclamation may give some cine to the meat log of the statement of the Captain of the Regina Cecil, that the Liberian authorities furnished his captives with passports. The message then firooeeds to allude to the scheme of ItL Cbealier □ 1852-8, and says that such intolerable evils had resulted, that the government of Liberia had been compelled to adopt measures of repres sion. * The 'message details various measures of tjio government for tho protection of its citizens and the natives, “but admits nothing canbe done to restrain foreigners from prosecuting tho emigration sohemo.so long as the laws of tho Republic are not violated. The Regina Call affajr la then alluded to. It is "slated that Captain Simon, of that vessel, regularly entered bis vessel, and cargo at the Custom House, and gave assurances that he would comply with the laws, but prooeeded sea ward without doing so. President Benson has sent dispatches on the subject to the French Government, representing the conduot of the Captain os "fraught with evils of the mostbligh-. ling nature to our most cherished hopes." He was sanguine that his representations ; would be listened to and believed his "ImperialjMajesty’e Government incapable of countenancing a sys tem, abuses of which render it so pr egnant with injustice andcnHUv." .. He also reoomended to the Liberian Legisla ture n stringent passport law, and such a one was passed by the Legislature} requiring bonds from captains of vessels for Us obsirvsnoe. In view of this information it will, be but a simple matter of justice to hold President Ben son guiltless of apy complioUy in the Frenoh scheme, and to believe that he has taken ell proper precautionary measures against the for oible. deportations of Africans-, until fhrther in telligence is received, He may have oommitted errors but it is almost impossible to suppose that ho has in any way aided measures which have a tendency to destroy the prosperity of the country over whiob he presides.— Newark Adccrluer.
