I voted for them that we might hare a more efficient Navy. Mr. Chairman, I stated some days 'ogo that we were far behind tbe Euglish in the strength of our L’.val force. 1 have been at eome pains to look at the comparative naval power of the several nations of the world, and hero.are the facts I have collected; England had. at theclose of the Crimean war, about five hundred war steamers. She bad two years ago ninety-one lines of ocean mail steamers running direct from England to foreign ports, employing about four hundred steamers; and she had twenty-five lines running between foreign ports in connexion with them, employing one hundred and five steamers; making five hundred and five ocean mail eteamers which receive large sums direct from tho government as an inducement for their several companies to establish and rtja them’— These are all subject lo the orders of the govern ment whenever tho exigencies of war render it necessary for her to use them, either as war steamers or transport vessels. Thus it will be seen thal sho has a war force at her command of about one thousand steamers, besides nearly the flame number of mercantile steamers, mak ing u grand total of nearly two thousand ocean steamers Sir, she has taken already a large shiro of our carrying trade, and nearly the whole of tho most valuable portion of it. There are now forty-four English, live Belgian, live French, and four Hamburg steamers running in the American trade, while there aro bat eight American—fifty-eight to eight. No wonder that seventy hundredths of our oommerco was, last year, in tho hands of foreigners; and they will aoon have a monopoly, of it if we go on much longer in the blundering way we have been go ing. under Democratic rule, for five years past. France, though not a first class commercial Tower, has gono far ahead of us in building ocean steamers. Bhe has one hundred and thirty war steamers on the Mediterranean, Levant. Black, North, and Baltic seas. Austria, not' a commercial nation at all, has one hundred ami ten steamers on thnsameseas: and Russia bos over onjj hundred, and in con stantly increasing her'slcam power. The United States has only twenty, eight of which only carry from one to six guns ; eome of them not fit to be sent outside of a harbor. We have a few line-of.-i)attle ships, old sailing vessels ; but of what use would they be to cope with modern war steamefs’’ Besides, it wiil be found, 1 presumo, upon their beiog sarveyed.as they have been ordered to be, that it will cost more to repair thorn than they will bo worth when repaired. The free trade which Eogland enjoyo with us, tho monopoly, or what amounts almost to a monopoly, which she now possesses of transporting our cotton lo her own shores, of manufacturing it fur tin, and then of transporting the goods mado of it buck to ns, sho appreciates too highly to throw them away thoughtlessly. And, again, sho knows well the importance Lo her of having the privilepo nf p*tf. ting bor own' iostead of homo valuations on the goods she sends us; by which means she evades the payment of a large portion of the duties that ought to be paid, and drives American im porters out of business iu our own cities. Eogland known well that f. fire yvv nou-inlercourso with u*i, would build up our manufacturers on a solid foundation, and thus take from them their most profitable market, and their largest, for many years to come. Our weak point is Californiv; and, until wc get a railroad across the country,'it would not only be very ex pensive to protect our Pacific coasts, but with our small Navy it would be absolutely impossible, agaigat any powerful nation; but so long as we for England, so long as wo arc simply their miners, and all we get goes directly into her lap: wc taking fiaory aud gewgaws, and goods which we ought to, manufacture for our selves, in payment for this gold; so long as the labor of her women and children can pay for tho productions of our mines; why should she desire to disturb the present state of thing!, so profitable to her? No, Mr. Chairman, you need not alarm your self ortho country about a war with England. Instead of that U would bo well lor us to tarn our attention to the state of our finances, our general trado, and manufactures; and see if any thing oan be done to benefit the country. This Administration found somo twenty mil lions in the Treasury ; it has been in power a llttlo more than a year, and what is tho condi tion of the Treasury now u . Bankrupt. And, although we haTo been digging gold at the rate of moro than four and a half millions a year, still the government has been obliged to resort to what tho party used to call “tho rag-money currency,” lo tho issiianco of Treasury notes, formerly classically denominotqd “Treasury shinplasters.” What a beautiful slate of things! What statesmanship it proves tho President and his Administration to possess! What wisdom, sagacity, patriotism! And yet, banUmpt as tho Government is, it obstinately pursues a policy calculated not only to impoverish it still more, and compel the Secretary of the Treasury to heap debt upon debt, by borrowing, but it is also calculated to depress American enterprise, cripplo American industry,, destroy American manufactures, and to reduce to tho lowest prico American produce. JJuoh folly and madness would astonish us if we. were not accustomed to and familiar with it. Mr. Chairman, I hnvo a word to say on tho war policy of the present Administration. It has displayed tho same wisdom and foresight io regard to this as in regard to its financial pol icy. For some reason or other, a war upon Utah was deemed expedient. It was necessary to chastise the Mormons for Brigham 1 oang’s insolent and insane ravings. Tho war was commenced ; the Army, at an immeriso expense of Buffering, was marched thousands of miles through tho wilderness, millions of dollars had been expended in recruiting Mfd provisioning it for the campaign; and when, after months of toil in crossing the mountains! forcing-its way through valleys obstructed ijy snow, and in struggles with an inhospitable climate, it had at length arrived within striking distanoe of tho enemy, peace commissioners wero dispatched In haste to overtake and. stop Its advance, arid to negotiate with the Mormons for peaco. It has been usual, especially in modern limeaT to exhaust diplomacy before resorting to arms. Bat this old, time-honored, wise, and Christian was reveraed by our Democratic Presi dent. He declares war and treats-after ward!. He mustered his battalions ;'marched them at an immfoyt expcnie of mosey and suf- faring into the enemy’s country : and when thpy had arrived, and every mail from tbe West 1 promised tidings of the commencement of hos tilities, the President bethought himself that it was time to check the advance of the Army, and Sf*nd commissioners lo treat with the enemy. , Would it not havo been wiser and more cou ' lormnble to tho usages of civilize*! nations, To I have sonl commissioners to inquire into and re -1 port upon the Mormon outrages, before sending !an army into their country ’ By doing so, he ] would have saved millions to tbe Treasury, , which ihe policy of his party has rendered slmust bankrupt. But though theTreasuryadd the country might bare profited by pursuing this course, (he Kan.-as iniquity might not have been so easily or EiGly accomplDhcd, had it iui [ been for th*'war. The contracts and appoint ments incident to this Mormon war were strong levers to force refractory partisan:* back intb (he ranks of the party from which they hud beejt frightened by the Kansas enormity. F.pauleta for eons or nephews, contracts for brothers or other relations, are wonderfully potent ia inducing those who have f<crod for a moment, to return lo tho standards from which th*y have deserted. Scruples of conscience are ap peased ; alarmed and startled honor ib satisfied; and the partisan goes back (o his ranks, bend ing under the patronage purchased by subser viency, nnd the iynomiDy due to his desertion of principle. 1 am not prepared lo say .(bat any one, here or elsewhere, has been influenced by such con flidprations. ‘ But ii would be nothing new in the history of human nature, to find out here after, (hat appointments lo office and contracts for supplies had more or less to do in tbe summation of the Kansas swindle. But what ever may he the opinions entertained respecting' the wisdom of tho President’s war policy, its noveliy will be universally conceded. Hitherto nations have sent embassadors to treat, in order to prevent war. but our President has made war < in order to have an opportunity to send embas sadors to treat; and l have no doubt that it will j roon be the boast of the Democratic party that i rhe President has been signally suocesstul in his management of the Mormon war, and especially in tiie restoration of peace, which it appears had never been disturbed, except by the boister ous declamation of over-ardent demagogues. But this in not tbo only ground of boast in which the parly may rightfully indulge. Less than two years since, (lie then Administration was almost at its wits' end to discover means to de plete the national Treasury. Debts due a long time hence were bought up at largo premiums, in order to prevent the accumulation of an undue and injurious amount of money in the Treasury. And notwithstanding all its efforts, Mr. Guthrie left the Treasury a little more than fifteen months ago with a surplus on hand of the amount I have before staled. Mr. Cobb took his place, and straightway what Mr. Guthrie had labored for in voirt was achieved, and more than achieved. I ndcr the management of Mr. Buchanan’s Sec retary of tho Treasury, the inconvenient surplus was soon disposed of The first step in Mr Cobb's financial policy was to gel rid of the surplus left on hand by his predecessor. In this he succeeded. lie not only cmptieJ the Treasury, but things have been so managed by him and hin party frieuds ( hnt he has not been able again to fill it, but was compelled, a* the House knbws and the country knows, to resort to an issue of Treasury notes Here, too, we have had nparpplo of tho wirdom ami consistency of tbe Administration: and, after the denunciation, ho loud and «o often re peated, of “nank rags." have a recommendation to issue Treasury notes.
