HD NM • II is almost a year ago since the armed sbip3 of the K l ing of Naples seized the Bardinian 1 packet Cagliari en the high seas, in defiance of international law, and placed her crew is is loathsome dungeon. Of all the victims of this high-handed oppression none were less obnox ious to the charge of conspiring against the Nea politan government than the two English engi t neers. Their vocation necessarily confined them to the engine room : they were ignorant of th e Italian language; they were acting strictly in the discharge of their duty, which was to sup ply the vessel with motive power, without in any way interfering with the direction in which that power was to he used. The only ground of de tention seems to have been an English document drawn up at Genoa, and placed iu (heir bawd( in order to prevent the difficulty of conversing through an interpreter—a documeut which, fairly considered, was of itself a proof of the absence of all concert or guilty knowledge of the plot beforehand, as their remaining by the ship clearly showed they had no wish to join their fortunes with shoes of the desperate men who were about to land in pursuance of (heir desperate and hopeless enterprise. Any other power, once satisfied of tbeee facts, would have released the engineers with ((handsome acknowl edgment of their innocent?. But England the Great has no merry to expect from Naples the Little. These Englishmen wore troatcd with abarbsr iy equal to that with which the Neapolitan gov ernment uses its own subjects, or rather, with the happy mixture of the granny doe to a na tive with thestolid contempt naturally entertain ed fora foreigner—Sobjocte, tanquan e ll, tortyeam aliens, Under the exhausting heat of a Neapolitan summer, they were immurred in rooms small, fetid and ill ventilated : their beds swarmed with vermin, tend the ordinary decen cies of life were utterly:neglected. Their food was of the most loatlisorne description, such as these men, neither used delicate fart nor to very pore atmosphere, were often unable to fouch.— Under an interpretation of the Criminal Code of Naples manifestly untenable, they were for many months de/arrest : from seeing thole fellow coun try-men —from bearing their naive Isngonge —from receiving letters from 'their friends and so depressing was the unexampled inhuman ily to which they were subjected, that their spiv its gave tray under the trial, nod these vigorous and hardy young men were dri,:ren, the one to madness, the other to an attempt at suicide. This lasted seven months, and then came their trial, and with it the knowledge, which could no longer be withheld, of the fearful sufferings from which—there being no shadow of proof against them—they were, at the earnest entreaty of our government, released, but even then without nuy admission of their innocence. The law officers of the Crown have united in opinion that for such gross and unprovoked cruelty the men were entitled to compensation , and, compensation having, been demanded accordi ugl r, thnt roo t . peculation has been distinctly refused. No doubt the Neapolitan government believes, from its former experience of this country, that it may take such a step as this with the most perfect impunity. It knows how difficult it is for the strong to proceed to extremities with the weak, 'awl how impossible wholly to dispel I tie suepicion that might' has been called in to aid the defect of right. • It knows bow deeply Austria is interested in preventing a collision which might strike ont a spark capable of lighting up a blare front one end of Italy to the other. It hocowoth e henry rssoonsibility which is inv, ivell in a step which might overthrow every Wren, went in lire Peninsula, and involve the Italian people at once in the mi , erico of n foreign, and the horrors of a civil war It knows that it stands upon a loaded mine, but it believe, that mine will not be lit for fear of the botiblings that may be shattered by the explosion. These are, it must be admitted, considera tions of very great weight; yet, even these- con siderations ought not to assure Naples 49 to the result of the ill-advised coerce en which she seems resolved to risk her existence Should the result of her dogged obstinacy be the over throw of the existing stale of thing, in Italy, this result, although not one which the people of thiscountry have any vocation to bring about, is one which they will asauredly witness with ant either dismay or displeasure. ft in for those who have no ftluch of rl.l !i0 to lay these things at heart before it lo too late. rather than for the injured party to forbear from asserting iris rights cot of deference for the feelings and care for the interests of those who 'set hint at defiance If Italy be in such a posi tion that a war with any one of its powers 11:01.51 necessarily lead to a war eV opinion and of na tionality, the fault is none of ours, nod we can not' be expecte-I is f , regn the satisfacti.-, to which we are clearly ant itled y bccatFie our antagonist has alienated his bul, outa well ne bilnullies, and cannot make war without inc., certaialy of don, olic rebellion os trfil or foreign invasion The .nr, shut fired from an English man-of-war will ccho from the Strait* of Messina to the Alps. Some thing is said of meditation to dual with The facts are admitted, the law in indisputable. and England mast be changed indeed if she exact for her poorest cititma compensation less diligent ly than for the richest and poldest of the land. There iv but one tone which heeomes a Beiti=b Cabinet under such circumstances There has been far too mud] delay already, and the time has arrived for immediate satisfaction from the Neapolitan, or immediate action by the English government Tue Coors IN INnrtxo ire From our exchanges and other sources of information we learn that in those sections of the State where corn has hitherto bean the staple crop, and where the heaviest yield is usually realized, there has been, so far, but little done, and but little prospect of doing anything. Throughout the whole extent of the Wabash and While river "bottoms," the ground has either been kept too wet to plow or plant, or the planting has roiled in the ground or washed out by the constantly recurring freshets. In !Mae better situated localities an occasional field is found growing, andttpromising fairly, and in the eastern part of the State there is good hope of a crop; but taking the State over, we think we are not going too far in saying that not more than one-fourth, or one-third at most, of the corn land is planted, and we doubt if there is not fully one fourth of it still unplowed. Ju HOMO sections we know that plowing has not yet been completed. The papers along the lower half of the Wabash give us very little hope of anything being done there. Many persons consider corn hopeless, and talk of planting turnips and potatoes in its place. In the upper portion of the Wabash region to prospect is but little better The Peru Prpril,ll - of this week, says that Men are plowing the - --rntyl!—lntlianapoli:: (led.) ,I.ertml, Sotto-day We learn that ream are entertained by fann ers on prairie land that they will be unable to use reapers in their grain fields, if the wet weather bolds much longer. TIMt his position is depen dant upon the feelings of the army towards him i 3 evident to all; still ho cannot sacrifice to its caprices the libertiis of the people of France without arousing the now slumbering fires of revolution. The French press has said nothing against the late duel for the simple reason that it mad not, and therefore rite expression of the public regarding it it smothered. An examina tion into the affair is now hciug made before the civil tribunal, bet no one believes :hat it will in flict any puniehment upon Captain 14-1,, and the power of ditnassing him from the army lies with these whom it is thought ii ill not exercise it—for the reason that the army appears to sanc tion the Into murder. The theory advanced by the Freneh officere is so perfectly ridiculous that it cannot but be believed their real design is to chow that the army is the supreme power; there ] fore its actions are not within the scope of criti cism. That there might be no mistake no to this intention, we find that forty-two officers, in full uniform, march to the office of a journal and request, and, in case of need, re- " ,,re, that he shall publish a doc ument which they present.
