In tbo minds of most persons, a single extract from the Report of the com- Feb 1868,would be sufficient to settle the question. It is as follows: The inline. «» tb. road d.utog tb. V >W ;c Fr™ r «hirli'Wurl wltf l'».J & » r 113540 M other road* ; ' * Lcaviiiß ImaiuM* of the Penna n-d rrnpar . From thl* deduct transportation •ll* nlr " *" d tonnage dutut I«r,ugtA-iarpmiram,nj.e/H'r-><l.'dr'K-»I,BM.gM SC ' This for a year of unusual business depres sion, shows the road to be eminently successful notwithstanding Iho tax, and the amount (said to bo nearly equal to the (ax) whioh is paid tho special agents of the company U excites sur prise that a concern which makes a profit of 43 per cent, on its entire annual business, should want lo escape from taxalion. The Penna. road is the most favorably located, and in point of cheapness of cost of transpor tation, is shorter than any route between the eeaboard and the interior, by an amount con siderably greater than the lonnago tax. In the 3d annual Report of the company. J. Edgar Thompson, the distinguished chief eogmeer of the company at that time, says: ••The distance from A *w lotK by the New York and Brie and Lake Shore roads lo Clrv,. land is o:::i miles, while by the Pennsylvania railroad, Penna. and Ohio and Cleveland and Pittsburgh roads, the distance betwoen the same cities is but f»S3 miles, showing a difference in favor of our route of 60 miles lo their own city, and 1 -10 miles in favor of Philadelphia. But for' all of the country upon tbe lino of the Pennsyl vania and Ohio road, or Boulh of it, the differ ence in favor of Philadelphia is increased to about -00 miles. 1 ' , ~ The present chargo from Philadelphia to Cleveland is about 70c. per lOOjbs., or Sift OH for a-gross lou, o distance of 487 miles, equal to 3.2- cents per ton per mile. The Pennsylvania route, being fto miles shorter, has an advantage of $1 Cl per ton, in transportation between Cleveland and New York, over itaNorthorn rival; or it can pay the tonnage tax of $l,OO per gross ton, and still have G 1 cents advantage. To soled the City of Cleveland, one of the very portals of the New York roads, is to give an extreme case, for hardly any one expects the traiflo between that point and New York to pass through Penn sylvania, until tbe Sunbury and Erie road is completed; but the extreme case is given, to show that the Pennsylvania road can pay the tonnage tax, and still have lefta margin of profit over and above its rival. Mr. Thompson, in another report, staled the distance in favor of the Pennsylvania route at 80- miles. It is pre sumed this was in anticipation of Ihecomplclion of the Northwestern road. V 7" OBK. A similar argument is found in a pauiphlct published “for the purpose of setting the Penn sylvania railroad right before the public, in 1862, by the then Superintendent of the road. ‘■The distance from New York to Dunkirk is 400 miles. The cost of transporting flour over, that road at the present time is 00 cents per barrel; the cost of transportation on railroads exceeding a length of 100 miles, is nearly proportional to the length. The distance from Philadelphia to Pittsburgh is 350 miles; the same rate per mile that is doit charged by the Erie railroad would enable Railroad Co. to carry flour over their Hue at 45 cents,”—a difference in favor of the Central route of 15c. per barrel, if the starting points are Pittsburgh and Dunkirk: to select Cleveland as the Starting point, the dif ference in favor of our roate would be greater, mil iucreasingly so a* you go South of the lake shore. Mr. Ilaupl further says, “On the com pletion of the lake shore line, the distance from Cleveland to New York by railroad will be MO miles, to Philadelphia 4t»o miles; difference liiu miles, or 15 ceula, in cost of transportation in favor of Philadelphia” “Another important consideration is that the capital invested in the Erie road is more than double that which the construction and e»pxipmenl of Peona. road will require, and therefore, to secure an equal dividend, tho net revenue of the Pennsylvania railroad need be only half ns great as that of its Northern rival, or with the same revenue the stock would be twice as valuable. These com parisons have been based on tbe intrinsic advan tages of the several route*, independently of legislative or other restrictions, and on the sup position that tho chargo per mile shall be tbe same on each. The result appears to show con clusively that at whatever rate our rival lints may carry proJurr, we can transport still cheaper and make marc mvnry far our stucihoUlm. Mr. Haupt, in this statement, has fallen short of showing tbe full advantage of tho Penna. road over its rivals It being apart of his argu ment against the tonnage lax, it would not have answered his purpose to show too much; hence, aside from the distinguished reputation of its writer, it is of intrinsic value, as proving that the Penna. Co. may pay the tonnage tax, and still make more profit, at the same rates, than its Northern rivals. The opponents of the posi tion will hardly insist on contradicting their own testimony. _ In reference to tho competition with the lial lirnore & Ohio road, it might be said, there is no need to show an advantage, for if that road were burtbened to its utmost capacity, there is trade enough left south of tho lakes to satisfy the other. Bal'Tt is as well, notwithstanding, to examine the relative position of the two. Mr. "laupt, in tho pamphlet before alluded to, says: | “The distance from the Ohio river to Baltimore ;ur ‘ is greater than to Philadelphia, and as the Phi’ JUIDM LBU*: 3Hpl)olotct2. CICBINEr UAKEBB PUBLISHED UAILY AND WEEKLY BY RI DD I* B «fe CO., fifth 6TBnr. adovi surraruHt. adelpbia market ban also an advantage over Baltimore of U or 8 cts (per barrel on flour) nothing iB to bo apprehended from southern competition, if we are allowed to meet it on equal term*.'' Now from Indianapolis or any common point north of the Ohio river—to Pliila delpbia or New York would, all other things being equal—give tho Pennsylvania route air odvanlage over the Baltimore route equal to the distanco between Baltimore and Philadelphia. Tho former can pay tho tonnage tax and still carry at a leesprioo making a larger profit. But all other things are not equal. Mr. Solomon Roberta, in bis epeeh at the opening of the Pennsylvania & Ohio Road, said of tho line from Pittsburgh to Philadelphia: “Sooner or later engineering and geographical superiority over its Southern rival to Baltimore must indicate its advantages; but we must first be freed from legislative restrictions.” Mr. Roberts was en tirely correct in tho first part of his proposition, for an examination of tho statements of the two companies will probably while the one has been only maintaining itself, tbo other has borne the “legislotive restrictions" nnd at the samo time earned and paid to its stockhold ers 8 per cent, diridends, leaving a large surplus for other purposes. No more conclusive evi dence could be asked of hor ability to pay the tonnage tax and yet not fall back thereby in the competition than this. The advantage the Pennsylvania Route has over Its Southern rival is thus stated by J. Edgar Thompson in one of his Reports. “Upon each side of the ridge.be : «ween the Potomao and tho Patapsco, tho Balti more and Ohio Railroad has gradients of 82 feet oer mile on curves of short radii; and mover coming the Alleghenies they ascend for eleven and a half miles at 110 feet per mile, and 100 feet for three and a half miles, thence following for nineteen miles the nummtt of the mountain, i, descends 110 feet per mile for eight and a hair miles lo Ibe valley from whence they ascend Laurel lliUsl 10,, fed per mile for tiro miles, nnd descend nn the other side ol the some rale for a like distanco; while the Pennsylvania road has no westward gradient exceeding ill feel per mile, or eastward greater than 10* feet until it reaches the base of the Alleghenies (one hundred and thirty miles); and this barrier i. overcome, by a maximum gra dient of 81) feet ouitrmyAf ban for twelve and a quarter miles. Mr Haupt, as engineer of the road, in tho Eighth Annbal Report at the close of an argu ment for the repeal of the tonnage lax gloom ily romarks- “If Ho ux “ n °‘ rapealeu, no in crease of equipments wIU bo requisite;' the road has already more Utah sufficient for all tho busi which it vronld bo the Interest of the stock-' holders to accommodate." U holders. Mr. Job R. Tyson being chairman. The committee says: “Tlio cost of constructing.tuis Railroad, with its mountain obstructions, is'nn usuallylow. No one in thia country, it is be lieved, can be compared with it in this respect: and perhaps no railway on this side of the At lantic surpasses it in completeness and finish. * * * * * 14 l 3 a noticeably fact, too, ro- ] llectiog credit on the transportation department as well as on the capabilities or the route for economy in working, that thoexpenseof run ning the trains per mile has been as mochas j forty per cent, less than on man)’ of the best regulated railways of New England and cheaper than any other railtra y in the United Slate*- The italics ore their own, and in another place they say: “We may make money and declare large dividends, with a scale of charges which no competitor for the Western trado can imitate* with safety and thus secure to Philadelphia be yond the efforts of rivalry, that Western com merce which, by tho immutable laws of nature and geography is our own. + * * The ambitious views of New York and Baltimore have been frustrated.” The General Superintend ent the same year verifies and supports these words with equally as strong language. Printed between tho same covers in a Report* of the same-gentleman who, as wo have shown in tins bad previously demonstrated that the Pamsiflrama Hoad e uld carry frenjht at cheap/r rates than any other, is found in this argument. “The Baltimoro and Ohio Railroad Co. have demonstrated by their own experience, that they can transport somo articles profitably, at one and a quarter cents per ton, per mile, cars in cluded, and with loads only in one direction. The charge <Jn tho Reading Railroad is but lit tle greater; at this rale the cost of transporta tion for a distance equal to that between I htla delnhia and Pittsburgh would be but Ldcts per hundred.” The actual charge on heavy articles is 45 cents, a difference of $4,40 cents per ton. As the tonnage tax from Dillersvillc to Pitts burgh is 80 cents—that is certainly not the cause of tho difference. U is a source of peculiar plcasuro to the writer to be able to show from such eminent au thor! ties/ibat the Penna. Road is superior to any other. Every Pennsylvanian must feel proud of its success, it 3 capacity, and the noble evldeneo its construction affords, cf tho energy and enterprise of the people of the State. But it is a subject for shame and mortification, that its management is devoted to the short sighted, miserable policy of oppressing the people on the lino, destroying business interests at its termini—(for Philadelphia wilt, ere long, awake to tho truth- that her interests and those of Pittsburgh trere identical) —and wasting its efforts in tho ungrateful attempt to escape from paying the stipulated price for its privileges, and from a just share of the public burthen— an equitable contribution to the maintenance of the government to which it owes existence and protection.
