Such statements as the one copied below are disgraceful to the country, and should aroxise the people to the necessity of a change in the admin istration of the government. The Democratic party has inaugurated an era of corruption, and introduced into pnolic offices, mercenary and cor rupt men, to such an extent as to create a feel ing of alarm among the people. Responsible positions are made the means of enriching un principled incumbents, whilst the public treasury is bled for the benefit of partisan favorites. Men, who go to the Federal Capital, poor, and without any business capacity, attach themselves to some government official, and in a few years, 3 \t not months, retire with immense fortunes. Every department of the government is under this evil inflnence, and services of public officers are acknowledged matters of bargain and sale. Congress should not confine Its bribery investi gations to members of Congress alone. Cabinet officers, and other high functionaries, are equally amenable to grave charges of that character. Among the scandalous reports 'now current in political oirolea, the following are prominent: 1. That, in dissecting the course of the late Bask of Pennsylvania, it was found that $25,- 000 had been paid by said Bank as a bonus for effecting the sale of its former banking-house and lot to the Federal Government, for a Post Office; and that one “high in office,” under the last (Pierce’s) Administration, pocketed the aforesaid comfortable sum. Of course, the allu sion to the late Postmaster-General Campbell is unmistakable. 2. That the Hon. Henry M. Rice, U. 8. Sena tor elect from Minnesota, has refused to testify before the Fort Snelling Investigating Commit tee, pleading his privilege as a member of Con gress, though he has not yet been admitted to a seat. 8. That, when the Fort Snelling and Wilkins* Point investigations shall have touched bottom —provided they ever do touch bottom—there will be an ugly hole made in the reputation of Governor John B. Floyd, the present Secre tary of War. Postmaster-General Campbell has not disap pointed those who know him. His unfitness for a Cabinet position was notorious at the time of his appointment by Pierce; but, being a “good democrat,” he was by the hand and warmed into life by the savans of that party. Educated and reared among the pot-house and engine house politicians of Philadelphia—schooled in the political mystories of the,“outer districts” of that city, it could not be expected of him that he would carry with him into the Cabinet any of those high qualities which distinguished the “early fathers” of the Republic. The transac tion to which allusion is made m the above state ment, is disgraceful to the party that gave Mr. Campbell his present political position, and shows th*t when he retired from his public du ties, it was not for the “honorable pursuits of private life.” Such conduct twenty years ago would have driven any man, however high his position may have been, into a disgraceful re tirement. Why should It not have the same effect'iSjw? The True lime. When the Tariff excitement in this country was at the highest point, and when it was ne cessary for the democrats of Pennsylvania to meet thaif question with more than ordinary cir cumspection, they avoided any expression of opinion in their conventions and platforms, and contented themselves with privately assuring/Lhe people thatTthe party stood on fair and proper grounds in reference to that matter. This coarse ; hod the desired, effect, and Pennsylvania with a majority of thousands in favor of protective duties actually voted for the candidates who were pledged to free trade- The course pursued by the delegates to the recent Fourth of March Convention of the so-called democratic party, assures us, however, that the game of deception as practised on the Tariff question, will not be .repeated iu regard to that of Kansas, and that the slavery issue between the two parties will be presented in the broad and open light of day. That convention has declared, with what judg ment we will not pretend to say, that the dem ocrats of Pennsylvania are willing to stake their success at the comingand all future elections, on the Lecompton measures of the present national administration. By an overwhelming majority of its delegates, it has endorsed the Leconr Constitution with all its abom it has rejected vaunted maxim that “the ma jority shall rale.” Weare glad the contention has been thus forced into an open position. The people hereafter will hate no difficulty in keep ing up with the leading issues, and it will likewise hate the effect to bring out a popnlar expression on the Kansas question. The candi dates of this Contention lose at once their in dividual identity, and must stand or fall, by the Leoompton question. No voter, however strong his personal attachments may be, can conscien tiously vote for either Mr. Porter or Mr. Frost, or both, and at the eame time in his heart condemn the effort to force a Constitution on the people of a territory against their wiQ. To vote for the State ticket will be as much an endorsement of Mr. Buchanan as if approbation was ex pressed in direct language on the ballot. We rejoice In the issue, and the mode of deciding it, presented by the pro-slavery party of Pennsyl vania. We welcome the democrats to an open field, and trust to Providence anda virtuous people for a brilliant triumph to crown our exertions in behalf of Freedom. This Is the first time that the naked question has been permitted to come before tho people of Pennsylvania, and we hope the old Commonwealth will assume such a position in regard to it on the eecond Tuesday of October next, as will cover her proud old name with imperishable glory. Let the friends and opponents of the Kansas iniquity, without regard to former political divisions, and for . getfol of all former political names, marshal themselves for the great Battle l —and God will be with the Bight! - . . The Paoxho Hotel Matter.— -The testimony elicited in the course of the examination into the charges of murder and arson, preferred by Capt. j g D, Caiuxins against Chaa. L. Taylor, other wise cnown as Sanders, has, acoording to the Missouri Republican, brought out no satisfac tory explanation of the late catastrophe at the Pacific Hotel. It is the publio conviction that Taylor is not guilty. The circumstances which made the case look so black for him, have been explained during the investigation “It la rumored in court circles,” says the Washington correspondent of the N. Y. Post, “that the President is preparing a message on Caban affairs. He trbeni on carrying out the doctrines of the Ostend circular, to steal Cuba. It is said that he will charge upon Spain a series of supposed aggressions perpetrated upon citi zens of tfieUoited States by the authorities of Cuba, and recommend to Congress the appoint ment of a commission to negotiate with Spain for the purchase of that Island.” Gxa. Whitfield. — We understand that this notorious individual,after hearing of Gen. Lane's speech in Doniphan, took a farewell leave of the beautiful and lovely city of Kickapoo, and thought it would be best for him to joiu his brethren, murderers and assassins, as they are, as it was wetting rather too warm for him in Kansas. Mr. Milner Gibson moved, by •way of amend ment— That this Honse hears with much concern tw it is alleged that recent attempts upon the life of the Emperor of the French had been de vised in England, and expresses its detestation of such guilty enterprise; that this house is ready at all times to assist in remedying any de fects in the criminal law which, after doe inves tigation, are proved to exist; yet it cannot but regretthathermsjesty's government, previously to inviting the boose to amend the law of con spiracy at the present time, had not felt it to be their duty to make reply to the important dis patch received from the French government, dated Paris, January 20,1858, and which has been laid before Parliament. Spirited speeches were made in favor of the amendment by Mr. Gibson, Sir Robert Peel, Mr. Gladstone, Mr. Disraeli and others, while the course of government was sustained by Mr. Baines, Sir George Grey, Lord Palmerston and others. Ihdu.—The Bengal Barkaru says the rebels have been dislodged from their principal posi tion in the northwest, and direct communication is now being rapidly restored in Central India. Affairs are undergoing a change for the better. Sir Robert Hamilton has arrived at Indore, and is re-establishing order by acta of vigorous jus tice. On the Ponjaub all is tranquil and secure, but notwithstanding all this, we should be sorry to convey the idea that the rebellion is at an end. Some say that it may be years before the revolt can be trampled out. Notwithstanding the slaughter which has taken place, there u still an Immense number of revolted Sepoys who will fight to the last. It is stated, too, that a book has been found at Delhi containing names of persona in the pay of the King, and the list includes native officers and Sepoys in every re giment of the army, as well as native magis trates, deputy commissioners, and others In the service; so that the rebellion has been more deeply rooted than it is convenient for some penons to admit. The ladies and children of ■the Lucknow garrison have arrived at Calcutta. The following summary is from the Bombay Overland Times of the 24th of January:—Sir Colin Campbell, with about 10,000 men, left Cairn pore on the 24th of December, and advan ced west through Rohilcund. After clearing the country as they advanced, our force was attacked on the 3d of January, at the bridge across the Kalee Nuddee, but the enemy were repulsed with loss. Lieutenant Tounghnsband (Ponjaub cavalry), and Captain Maxwell (Ben gal artillery), were severely wounded. On the night of the 2d the rebols vacated Furruckabad, which was occupied by our troops on the 4th without opposition. Many guns were captured in the various affairs with the enemy, besides much valuable property. After the subjugation of Rohilcund, the commander-in-chief was to advance again upon Lucknow. “Gen, Outram, at the Alumbagb, continued to hold his position, notwithstanding repeated attacks by the enemy. On the 22d Dec., he attacked the enemy, about 5000 strong, who had taken up a formidable position on his right flank, and completely routed them, killing 250 and capturing four guns. On the 12th Jan., Gen. Outram was attacked by 30,000 of the rebels, who were repulsed with the loss of 400 men. The post of Alombagh was again assailed on the 16tb, and the attack lasted for eleven hours, the enemy being headed by a Hindoo fanatic, who was wounded and taken prisoner. The insargents were driven back with severe loss. With the force at his disposal, about 4000 men, General Oatram is fully Able to main tain his position. ,Th* Defeat or the Mihistbt. — London, Saturday morning, Feb. 20.—The Times, of this morning, says the Bowring episode of last year was repeated last night, under the lead of Mr. Milner Gibson with the same coalition of parties and the same success. “The gentleman’s censure of government for not having sent a written reply to Coant Walew ski’s despatch, was carried by a majority of 19; the real question, however, last night was whether Lord Palmerston had or had not main tained the honor of his country in his recent communications with the French government, and the House, by a majority of 19, has, for the present, decided, that he had not. ***-»**» “The consequences of the division last night, must be serious—probably more so than the majority has thought fit to estimete. We forbear to anticipate the decision of the gov ernment on a point which happens at this moment, to affect imperial interests of unspeak able importance, but it is plain that, unless motives of paramount duty should oblige Lord Palmerston to retain office for the present, the simplest course would be for him to resign and leave it to tho Radical and Tory factions who, though diametrically opposed to each other on the bill, have united for the purpose of defeating its proposers, tho task of deciding by which of them the government of the country shall be carried on.” • '*' The Daily Xetrs accouptyfor the majority by stating that contgß&ffor the pusillanimity that could Walewski’s first dispatch to onanswered, all the more naturally sought and found vent in the recent discussion and vote. It adds that “the discussion last night may not be quite equivalent to a vote of want of confidence, but it certainly is a vote of censure, and that is not much more flattering to the cabinet.’’ rons and all its The Herald is of opinion that the amendment proposed by the member for Ashton was a cen sure upon the Ministerial policy—and that “foi Lord Palmerston but one resource remains— Immediate retirement. Parliament has Tirtnally censured the Ministry, and for them to attempt to retain authority would be at once a mockery and a degradation. No man understands better than Lord Palmerston the purport of a vote of the House of Commons. 'lt is plain (said this great authority,) that if the House, after a full and deliberate discassion, prefers tbe amend ment *to the proposal that the bill be read a second time, there can be but one interpretation put upon such a decision.’ Lord Palmerston was right—the House of Commons really had placed his dtsmlmal in his hands; the weakest of the weak administrations has perished miser ably in an inglorious cause.” The Advertiser remarks that, though the amend ment did not take the shape of proposing the ab solute and immediate rejection of the bill, it comes practically to the same thing, and it does not see how Lord Palmerston can proceed fur ther with the measure, after the defeat this morning. The Star congratulates Mr. Gibson on his dex terous move, “which defeats the conspiracy bill and destroys the government.” It adds, “even if the Ministers do not immediately abandon office, his (Palmerston's) moral overthrow will be only tbe more complete—his political degra dation tho deeper.” Tbe Pott says, “a meeting of the cabinet will be held to-day, at which Ministers will decide □pon their fixture course.” Tub Tows, Elections which have taken place in this State show a most overwhelming verdict against the Federal Administration. About one half the counties elected on the first Tuesday in February or the first Tuesdayin March, leaving the residue to choose on the first Tuesday in April. In quite a number of towns, three tickets were run; while in others the Americana united with whichever of the leading parties they liked best or hated least. Their general detestation of the Lecompton fraud naturally brought them, in a great majority of instances, in line with tho Republicans. Hence, Ulster County, where the Republicans were the third party in each of the three preceding Elections, and which was carried by the Buchananities last Fall, has now chosen fourteen Opposition to three “Democratic” Super visors, and one of the latter (in Saugerties) is an outspoken Donglasite, and was elected as such by Republican votes, while the dozen or so de termined Lecomplooites voted blank for Super visor. 80 in Schoharie County, tbe New Board glands 9 “Democratic,” 7 Opposition; but the Supervisor in Schoharie township is an avowed Douglaslte, and was elected by Republican votes, while the Opposition carried nearly everything else. A friend knows the County well as sures os that nearly every Demoorat in Schoharie who has an opinion sides with Douglas. Clinton County last year chose bat one Repub lican Supervisor. Now the Sham Democracy have one and the Opposition eleven. Peru township went Republican by 100 majority—three full tickets running. /VanWm County went strongly against tho Republicans last Spring. It has just chosen ten Opposition Supervisors iofive Buchanan. Outgo County has chosen eighteen Republican, one American, 6 Buchanan Supervisors. Xast year, 16 Opp., 8 Adm. Oneida County has ohosen twenty-three Repub licans to nine Buchanan, one tie. Never so many Republicans before. Chenango County has chosen 11 Republicans to 6 Dem. Five to hear from.
