James B. Clay and Gen. Cullom yes terday, bat following out the facts collected with a view to impartiality, I find this to be themore probable story: Cullom entered the "bar-room of Brown's Ho tel, where Clay, Hawkins and Mason were standing. He proposed an old-fkahloned Ken-; tucky drink, in which all the parties paitlcl-j pated. Subsequently he commenced convetsa-1 tion with Clay, stating how. he had removed I from. Kentucky to near the Hermitage, in Ten nessee, where he bearded the lion in hla deb— He spoke of his long devotion to andadmlraUon for. his father. | Mr. Clay answered hy sayings that General Leslie Coombs had once as Chickasaw Embassa dor also bearded the Hon in bis den. This expression, which some bystanders sap posed Jocular, was regarded as an offensive' re port by CoUow,.who asked ifhe meant to insult him. Clay disclaimed each intention. , The interrogatory was repeated with the same I reply, bat was accompanied with the_meaacing I use of CuUom’s finger, when Clay, said that he was not accustomed to be addressed In such a*j threatening manner, or words to that effect, Cullom became more excited qhder the boa, fiction of an intended insult to him and de nounced Clay as “the apostate eon noble) aire.” j “ j Clay said that bis physical condition was j such as would prevent him from answering with I a blow, but he could not risist proclaiming Cul lom “a d d scoundrel." thereupon Cullom drew back to strike. I Tbeforceof the blow was partially arrested by the spectators, but still reached Clay’s nose and causedit to bleed. The two were then separat ed and withdrew. 'lt is proper to say that CuUom’s friends rep resent that he understood some obnoxious ref erence to have been made by Clay lo the Inves tigating Committee, in connection with olherre marks, before striking. The demon of discord has apparently been let loose on the metropolis during the last two days. Besides the quarrels between Gen,* Har ney and Col. Bumner; between Lieut. Rhindand Commander Boutwel), between Mr. James B. Clay and Gen. Cullom, about forty othere are pending among'.the naval officer.—A”. J'. Trib. Tub Secretary of War, jn reply to a resolu tion of the Senate, has furnished a statement showing ihe number of troops stationed hi Kan sas, for each quarter from Jan. Ist, 1856, to Bee., 1857. In 1855, (Ist quarter) there were but 344 troops in Kansas. That year the num ber was increased to 980. In the last quarter of 1850, the troops numbered 1,303, and in De cember last the aggregate was 2,61 G. The cost of maintaining the j army used for pro-slavery purposes in Kansaa, j is, therefore, as it now stands, not far frtm four 1 millions of dollars per year. The Kafisas Anny I is of no use whatever but in maintaining the as cendancy of the pro-slavery minority. As the greater part of the Federal revenues ire drawn from the pockets of the people of ihe North, they may have the feliolty in pondering over this state ment of considering that-they are paying out of their own pocketa nearly three millions of dol lars per year for the purpose of making a 81ave State out of the Territory -off Kansas, which was onee by common understandQg. based upon a solemn compact, originating in the binds and concurred in by the hearts of the fiotmMß of the country, held to be dedicatedtoftSefiSF forever.—Cm. Com, llavaba, Thursday, Feb. 14,1868.—The Span ish and Mexican difficulties hare beSn peaceably settled at last. General Concho, has received official information to that effeel, Thedoenments arrived io the last English packet. The three Generals sent oat here last Summer to take com mand of the Spanish troops Will return to Spain next month with a part of the squadron. So far, the only vessel that has received order* to get ready is the steamer Ttabtl but I under-. elMd that two or three more will be sent back. U is needless to paint the exaltation of the Span ish officials at this unexpected tu&of affairs, by which they get all they had asked without any of the risks attending a war with Mexico. Like all cowards, as soon as the danger Is post, they commence to boast, and ascribe to aaperior di plomacy and a deflint attitude wbat la merelyan intrigue with a renal Genual who has sold his country to foreign influence for the paltry aeale lance offered him to sustain his military despot, ism. The Bank of England has re duced its minltnam to 3f cent, and continues to be above the rates In the open Money market. The weekly return of the Bonk shows a farther increase of $894,972 In coin, and the coffers are likely to be filled to overflowing by steady arri vals of the precious metals from Australia ($7 - 600,000 now due,) the,United Btates and* the West Indies. The applications for discount at the Bank continue light, and in the open market the rates ore 2} to 2} cent, at which quota tions the supply is very abundant.
