Tire Scctiosal Pk*sidesT. Mr. Bucbanao
has deliberately turccd upon the Congress and
the people of tlm United States (he most intenvo
and absolute of sections! interests and
sectional feeling to which we -have yet been
brought in the history of this country,- la bis
Message yesterday, sent Into on the
subject of Mr. Buchanan reviews the
history ohly to revive the animosities of the
disputes which havo so long distracted the
Territory of Kansas, and inflamed the publio
feeling of tho Union. He urges upon Congress
the admission of Kansas as a Stato under the
Constitution drawn up-at in the
language of au and with,
the temper of a remorseless theorist, resolved
that his particular doctrino of the national law
shall be maintained at any hauard and at any
cost, though the eosl be the peace of the-nation,
and the haxzard the existence of tho Union.
Neither theiuoonimous voice of the conservative
majorities of every SLato in the Confederacy re
affirming the sovereignty of the popular wilt,
nor the plain expression'of that popular will in
Kansas, branding the Lecompton Constitution
as the repudiated work of a defeated minority,
nor his own past declarations and recorded
pledges of a firm determination to enforce the
righteous and regular behests of the people at
the polls, have been allowed to weigh with Mr
Buchanan against the entreaties or the menaces
of the factious enthusiasts, or the deliberate
conspirators who have demanded of him the
barren triumph of crushing for an hour at
Washington, the free life which even they them
selves'admit they cannot hope to slide on the
plains of Kaosas.

For those who represent Pennsylvania we
have a word of eaulioa and' advice. Lei them
read Governor Packer’s inaugural address if
they desire to kuow the sentiments of the Dem

well assured that Governor Packer not only'
speaks in the name of the people, but ho expres
ses their sentiments: and (f opr representatives

Such intrigue, if it do exist, it a&ilisied on the
Southern rather than tho Northern portion of
the Union, although it may bo difficult to say
which section will eventually reap the advanta
ges of success. The plan, ns at present laid
down, is to separate the Northern provinces of
Tatnaulipas, New Leon and CoohuiU int,q a con
federacy, with tbe nominal intention of oppos
ing the reactionary designs of the dictator, <V
monfott, but with the- ulterior object Of- con
structing an Independent Stale. This achieved,
annexation to the United States would surely
follow, and the Southern frontier of our Union
be removed to the Rio Tampico, den. Vidaurri,
who has figured periodically for somo years iu
Mexican revoiotions, is the nominal head of the
movement, bat it is shrewdly suspected that, ere
long, we will see our old friends Walker, Hen
ningsen, Hornsby, and the rest, “turn up” In tbe
disturbed territory.
Indian School*. —The Superintendent of Pub -
lie Instruction for the Slate of New York men
tions the gratifying fact that there are now in
operation twenty-three common schools estab
lished specially for Indian children. The
schools for t&e children of the Scnecca Indians
located on the Cattaraugas and Alleghany rescr
rations are in a very prosperous condition, and
an increasing interest in the cause of education
is manifested by tho tribe. Of course this is
more apparent among those who havq embraced
Christianity, but even among those who retain
the faith of their enrage- life, not only are preja*
dices against education rapidly giving way, but
many have become convinced that a knowledge
of the elementary branches of English educa
, lion is their o'nly preservation against the en
croachments of tbe white, race on one hand and
the marked superiority .and influence of ibe
Christian Indians on tho dther.

Rom askable Coincidences.— The January

Tub Latest Swindle.—The favorite simile,
••like thunder from a clear sky,” is altogether
too weak to express the surprise with whieh our
citizens haTe beard or will hear that John W
Seymour, Secretary and Treasurer of the Hart
ford County Saving Association, (130 Stalest,)
b&s appropriated to bis own use, i. t. stolen the
stocks and collaterals of various kinds in the
hands of the company to the amount of about
$lOO,OOO, and has fled. He was last seen on
Friday evening, January 20.
An examination had been commenced .on the
Saturday previous, (January 23.) but Sir. Sey
mour had in some way avoided bringing forward
the securities. On Friday, one of the directors
told Mr. Seymour {hot he wished to have an
hour's conversation .with him oa Saturday, (the
30tb,) and they agreed to meet at 0 A. M., on
that day. This was at GP. M. Mr. Seymour
told a friend that he had used about $lOO,OOO
belonging to the Association; that he was goiog
away, and that his friend would never see him
again.. Which way he was going no one knows.
He might possibly have left here on Friday
evening, and reached Portland in- time to lake
tttWorlh American, which was to leave that
place on Saturday for Liverpool.
An incomplete examination discloses the loss
of between $OO,OOO and $70,000, but we he&r
that the total will probably exceed the figures
named by Mr. Seymour.
He left but little property here subject to at
tachment, but the officers have been busily
gathering that. Ho has had but three shares of
Mercantile Bank stock for some months past.—
Ho is about 40 years old, and unmarried.— Hart
ford Evening Pretx, Feb. 1.
Insanity.—The annual reportof the physician
and superintendent of the Western Insane Hos
pital of Pennsylvania, presents the following
statistics:—The total uumber admitted sioce
April Cth, 1656, is one hundred one forty-one,
the larger proportion of whom are between the
ages of thirty and sixty yean. During the post
year eighty seven have been admitted; fifty-three
males and thirty-four females; and thirty-six
have been discharged or died, leaving in the bos
pital at the close of the year, seventy-four—forty
eight males and twenty-six females. The total
number under treatment daring the year, was
one hundrbd and ten—sixty-seven males and
forty-three females. Of the patients discharged
dunng'the year, twonly-three were restored; flvo
much improved; two not improved, and six (lied.
litTBEESTian Decision.— The American Ex
press Company was entrusted with seven thous
and five hundred dollars by Marshall & lllslcy,
of Milwaukee, to deliver at the State Bank in
Madison, Wisconsin. The Express Company
made a tender of the money after banking hours,
but it was refused. During the night the Ex
press safe was robbed of its contents, including
the seven thousand five hundred dollars. Sait
was brought by Marshall & Illsley to recover the
money of the Express Company, who h'feld that
once having made a tender of money they were
no longer responsible for it as common carriers,
and that they kept it over night as a mere mat
ter of accommodation to plaintiff. The jury re
turuccd a verdict ia favor of the Express Com
pany.
What refinements in poetry the populace of

Racino.—The London Times insists that the
recent challenge to Englishmen, from tbe Geor
gia sportsmen, to tdd a match race of four miles
and repeat for $lOO,OOO a side, over the Ten
Broeck course at Savannah, will be accepted.
The Times rails on Lord Zetland to become the
chnmpion of tbe British turf, and send out his
noble horse Skirmisher, to do bailie against the
American celebrities.
Fibes. —During the month just closed, there
were thirty-three fires in the United States, so
far as accounts have been received, occasioning
a loss of $ 1 ,042,000. The principal were as fol
