That they have visited lbe jail, and made in ipection of the same, and find its condition and general management as good or the number and filthy habits of many of its inrmtes will allow. They would furl her report i hat in accordance with your iusimctious they have made spennl etamin>ition a-* to the condition and manner of keeping those prisoners now in jail who have r.ecn convicted ofhomicide, and find that those tinder sentence of death, have for the last few days been confined to cells—those convicted of murder in the first and second degree, but not 1 yet sentenced-, aud also those yet to be tried for murder, have the fame privileges as those who are charged with, and convicted of, larceny and other minor offences. They found in the cells of'all those under sentence of death, looking glasses, bottles and vials; and iu one cell a case knife, also in Lbe cell of another convict a raror, if not all, o( the cells occupied by those con victed of murder, they found small apertures which have &t some tirao perhaps been made by prisoners, and through which and the opening of the' inner door, conversation may be carried on between a person on the outside and those' wlthiii, In quite a low tone of voice; or a small package of paper or even a small instrument might he passed in or out. That in their opinion the removul from the <cella of all bottles, looking glasses, audirfhtru oents of any kind whatever, and ilio closing of the apertures referred to, would evidently lessen the possibility of escape, and.deprive the con victs of many facilities of commuting suicide, and U therefore recommended by the Grand Jury. They are also of opinion that those convicted of murder in the first aud second degree, but not under sentence of death, should be confiocd to their cells and treated and kept in the same manner as those who are under ecnienrc of death ; indeed, that all charged with (be high crime of murder, should bo placed separately in cells,' when.first committed, and so kept as to be deprived from having any intercourse with any but their attorneys or immediate friends, and :lLe Jury so recommend. They also report that the ex traordinary nnrnber of persons desiring to gratify a morbid curiosity, by viaitfngjhc jail and see log and conversing wilh.tbe convicts, is very annoying to the Sheriff and officers of the jail, os well as to (be prisoners themselves, and as it is evident that on indiscriminate admission of visitors would increase Iho chances of escape or suicide, the Grand Jury reeommond that all vis itors, except on "Special business, be prohibited.
