On the seventh page, 1 find this remark: "Thanks to the Independent Treasury, the Government . his not suspended payment, as it was compelled to do by the failure of the banks in 11337. ~.lhwAlcontinue to discharge its liabil ities to the people in gold and silver. Its ilia , bursemerds in coin will puss into circulation, and materially assist in restoring a sound cur rency. 'Prom its high credit, should we be com pelled to make a temporary loan, it can be effected on advantageous terms. So says the .President. Ile contemplates nothing but the use of gold and silver; .and if he has not enough or that-in the TreasurY, be Intends to borrow it. The message of the Pres ident—and I suppose he speak( for the whole Administration—ls dated on the Rth day of De cember. Sot here is the report of the Secretary , of the Treasury, bearing date on the seine day as the message of the President, in which he says that he is going to use nothing but gold and silver, and that it is going to assist materi allyin restoring a sound currency to the coun try; and what does the Secretary of the Treas ury say p, I wislrto point out to the honorable chairman of thaCommittee of Ways and Means. this disCrepancy. There is certainly something wrong here in regard to the views of some part of the Administration. I cannot make out which is lite real turtle and which is the mock one.— The - President says he will have nothing but gold and silver. Now hear what the Secretary of the Treasury says: tt•ln the mean time, adequate means for meet ing lawful demands on the Treasury should be provided. "Such provisions should be made at the ear liest practicable period, as a failure of sufficient means in the Treasury may occur at an early day. The exigency being regarded as tempo rary, the mode of providing forte should be of .st temporary character. It is, therefore, rec ommended that atithority be. given to this De pirtnient by law is lame Treasury notes for an amount not to exceed $'20,000,000, payable w,ithin a limited time, and carrying a epecified rate of interest, whenever the immediate de mands of the public service may call for a greater amount of money titan shall happen to be in the-Treasury, subject to the Treasurer's drafts in payment of warrants. "The fact that such temporary exigency may arise from circumstances beyond. the 'foresight or Control — Or this Department, makes some ad• „equate provision to meet it indispensible to the public security." So says the Secretary 6f the Treasury. ••Now, Mr. Chairman, I can explain this dis repancy upon no ground but this: that we have hero Lwo kinds of Democracy—theoretical Democracy and practical Democracy. Theoret ical ,Democracy disdains Treasury notes; it would - touch nothing but .gold and silver; prac , Heal Democracy tritium° whatever it can get to answer its purpose. If it has no gold and sil .vcr, it will issue Treasury notes; or, perhaps, speaking more Properly, Ish,ould say that there are two Democratic diessei; :one a parade dress for State occasions, and-Lane a working dress, -far working days. The'gentlemen in the pa rade dress, who repre:4nt-,part of the Democ racy, will have nothinglut gold and silver; will touch nothing else than that. But the other class of gentlemen come slipping in, behind, making a very little noise, in their working day dress, and will take whatever they can get; whether gold and silver, or Treasury notes.— Bat, as the chairman am Committee of Ways and Means hasjnst remarked, that committee has taken out of the bill that &Marco( it which alone gave it the character of a loan bill. The orig inal bill proposed that these notes should go to increase the debtuf the nation, thus giving, it somewhat the character of a loan. But now, the President and the Secretary of the Treasury felt back from gold and silver upon notes, and they come into the liouselere and propose that these notes are to bo kept in circolationes bank notes and nothing else.' • A DIELTT Best:a.m.—Gov. iyise, of Virginia, in pneof "his three messages at the opering of the Legislature, excuses himself for omitting the customary neknoiviedgement of the divine goodness, because the Slate ought not to inter fere in religious matters. Tug Union says that "ere live under a Consti tution thit was never submitted or that'if was never before thought necessary to submit" to the people. If this refers to the Constitution of the State of Pennsylvania, it is a gross error, for .that Constitution Iry submitted to the peeple, in 1848, and narrowly escaped defeat at their hands; and if Ureters to the United States, it is alike an error, for that Coaslitutioniwai sub pitted to ConventiOns of the people in the seve ral States, and could never have gone into oper ation without their approval.
