C., Dec. 17, 1837. tissric.vas :—There is a singular condition of affairs here, and things are very much com plicated by the Democratic party changing front on the main question at issue before the coun try. Let us go back a little. In 1854, notwithstanding President Pierce's pledges that be would adhere to thecomprotnise of 1850, he became the willing tool in the hands of the aristocracy of the South in violating the Missouri Compromise under which walnut lived in peace for 34 years. This was done under the pretence of establishing Squatter Sovereignty, but really to extend the area of slavery over free territory; next followed the invasion of Kansas by over 5,000 Missourians, who violently took possession of the polls and fraudulently elected a legislature which enacted laws so op. pressive as to be denounced by Gen. Cass as "disgraceful to any civilizod people," and forc ing slavery upon them. All these monstrous outrages were looked upon by the party in power with complacent calmness and without an effort to put a stop to them. Governor after governor has been Bent out to administer the affairs of the Territory, but be cause they would not countenance fraud and murder they were politically beheaded. The complicity of the Pierce administration with the "border ruffians" and their outrages against law, order and humanity, were clearly proven before a committee sent to the Territory by the last Congress. Mr. Buchanan on assuming the-Presidntial chair and before be fully gave himself ovei e lutily and soul to the slave power, said - "It is the im perative and indispensable duty of the Govern ment of the United States to secure to every resident inhabitant the free and independent expression of his opinion by his vote." With this pledge upon his lips he sent off Governor Walker to Kansan, publicly instructed to carry it out in good faith and to do justice to all par ties by enforcing the organic law. The latter, upon arriving there thus instructed, -solemnly declared to the assembled people in my own hearing that any constitution which should ho formed by the Convention should be submitted to the people for their sanction or rejection.— That solemn pledge was approved lir the Execu tive of the United States and was, a, hi, organ claimed, made at his suggestion. lint, alas' the election which soon after took,ptswe demonstrat ed that the friends or Freedom wore largely in the ascendency and would repudiate with scorn and contempt any constitution tolerating slavery. And now, "away with Squatter Si,uernqut y " is the cry of that very democracy which in its be half repudiated the Cothpromiseind violated the plighted figat of our Fathers. Now, notwithstindiegdall the pledges given by the President, and reiterated by his officers, that the people of the Territory should decide this question for themselves, and notwithstand ing the Lecomplon constitution was made by a Convention elected' by liftftintesolegttlie t i p, the en attemptmg IMRE trp, the Territory, had to be protected from in in dig -aunt people by Federal troops while framing it, that swindle is now to be crammed down their throats, whether they like or dislike it, if the Executive can do it. But it is evident that the freemen of Eansa, will not submit - to such an outrage perpetrated by this central despotism, and will fight for their rights sooner than be thus tyrannized over. The Government here, however, seems determined to goad them to des peration. The slave interests have the ('resi dent, the money and the army, and are in a po sition to punish freemen as rebels. It is satin portant crisis; how long will the-people permit their representatives to be the mere worshipers at the shrine of Power? Buchanan is gone; Douglas will go no further with bini.and iu cutting loose from him has rent the party aeon. der. Never before was it so split and distract ed; this the democrats themselves admit and lament. Buchanan's policy now is to shoot the deserters and behead the schismatics. The man that saved Penturylvania - for him and made him President is to be cut down with the rest, and his paper (Col Forney's) not even allowed a circulation here. Bigler is hunting up patents for disregarding the known will of the people of Pennsylvania, by whom he will be doomed to oblivion. The fear now is that many of the Northern democrats will swallow the dose, wor ship the powers that be, and desert their cow stituenta, as every man who refuses to abandon his former professions and go with the slaveoo racy, which him got possession of Buchanan, is to be denounced as it traitor and read out of the party. • Ito the people see what the administration is doing? or have they become so familiarized to ; fraud, violence, chicanery and joggling as to feel I indifferent to all kinds of political rascality and hopeless of ever having anot her 'honest adminis tration? Think of the use that was made of the army destined for Utah,snder one of the boldest of officers for desperatellkirfare, Gen. Harney— being detained all summer in Kaunas to prevent 18,000 freemen from out-voting 1700 pro -slavery men, and then, when the season was too far ad vanced and the grass dying out, sending a small force off to suffer and perish on the Plains ! The Government knew long ago that their authority was disregarded .by the Mormons, the Govern ment officers driven from the Territory, and all the while Mr. Bernhisel, their delegate, poaca bly enjoying his seat in the House of Represent atives. Is not this humiliating? It may now cost the country more than the Mexican war did to eettle this question, that should have been done promptly when our au thority wavfirst disregarded nod the Insult first given ; but the then glorious, now repudiated, doctrine of squatter sovereignty stood in the way. The President denounces fillibustering in his message, but with what grace does the charging that with being robbers and murderers come from him who received and entertained their chief Beni. Waimea and permitted him to leave the country with a steamer loaded with men, arms and ammunitions which preparation was known to every reader in the country for months before ? had Walker been a runaway Negro no sane man could doubt but that he would have been captured and brought back, no matter at what cost, neither can any observ ing man discredit the fact that the masters of this government are on the look-out for a little more slave-territory in that. direction. Don't allow yourselves to be deceived; but look be fore the end of Buchanan's term to see fillibus tern encouraged, Cuba invaded, and an effort made to renew the slave trade. For the first time we now see prominent dem ocrats standing . bigh the ranks of their party 'tend before the nation, refusing to obey the die rites of this power, and ready to resist Its do mends to the hazard of their standing with Their party and position with the Government. I Senator Douglas, of Illinois, and CoL Forney of our own State, men who hare heretoforestood forth as laud marks in their party, and to whose individual exertions at the last election are the President and the party in power Indebted for their success, now refuse to abandon the prin ciple, upon which they then sustained their party before the people and obey the behests of the slave power. • Their example, I trust, will not be lost upon the people of our State, and although the man date has gone forth that Forney shall be crush ed, I trust that Pennsylvania freemen will ward off the blow, and that the Intended curses, like hose of Bantam upon the children of Israel, shall be turned into blessings. But of poor Bigler, what shall be said of him —the man who, like Col. Forney, advocated the election of Buchanan before the people of our State upon the basis that the people of Kansas should be left free to regulate their domestic in 'ntitutions in their own' way, and is now ready to abandon Isis professions, and like his illustrious leader, the President, accept the position re quired of him In supporting the Lecompton frond ?
