Stevenson stCopl of the Report of the Select Committee on the existing Financial Crisis, made to the House of Repreoentatives at Harrisburg in Special -Session, on October 10th; 1857. Hon. Gideon J. Ball was Chairman of that Committee, and the said report made through hito embodies the statements of a large number of gentlemen em --plOyeid iksaanufactures in various parts of the States , --- - ' WAt Bagaley; Esq., in *statement published in the report ,attributea the prevailing troubles to arrant of ,onfidence induced by the sudden failure of Ohio Life & Trust Co., carrying distrust thre ghout all the gtaitegrowing dis tricts of the niott. Messrs. J Ilk ling, W. Bagaley, J. K. Moor head, etc., make-a-statement respecting this city ; that its population with that of rho ad joinink ' places is 1313,000; that the aggregate business-of these cities is sixty millions per arm* t. that probably nine-tenths of all the bills , for their manufactures are negotiated through the Medium of the banks: and that in these tircumstances the measure of relief should be &twinge to the great 'emergency-enabling the banks toextead their -line of discounts in aid of manufshiurers through whom the work ing men may still continue to receive employ meat. They conclude as follows: "It is the deliberate "opinion of the under signedottst if time - enough - be granted by the Legislature to our banks, to enable them to ex tend skit° . the manufsettirers and others, until the itrinienseiresteen Crops are brought to mar ket and sohl:thereby enabling their customers to paitheir indebtedness, that no further relief will be required."' Josiah' King, Esq., a worthy citizen of Alle gheny, largely interested in the cotton works there,-end J K. Moorhead, Esq., of the well known firm of Livingston' Copeland if. Co., of the Ne'velty Werke, made separate statetztents as to the effect of the present state of financial af fects an'their operations. Mr. King says: . . "Owing to, the precarious character of river navigation, supplies have to be secured in the first montbn of the jear;..to cover the whole sea son of doubtful boating, and thus guarantee the continuance of work, andin likemanner in No vember pnrchasesmust be made-to run, the mills through the winter: Thee the aggregate means required in January and February, to supply raw material for 'our cotton mills, is five hun dred and sixty-slx thousand dollars. and the sum needed in. November is two hundred and eighty-four thousand dollars. These large sums , are required-in cash, at the times stated, while the.products of the mill have to be sold in the western markets, at six to eight months credit These, credits are represented by bills of ex.. change, made • for the amount of Rally sales, which bills are sold to our banks, through which means we derive money for every current pur pose; Intl trilby!' the accustomed facilities thus obtained, can- foresee no possible resource; either to supply tlie raW,material or pay wages of labor." - . Mr, King remarks that if these works suspend their 'operations about 1100 persons will be thrown out of employment, and these mostly fe male& Mr. Moorhead makes similar statements concerning the Novelty Works. The report of the Committee reviews in a eon- rise manner the facts presented, and recom- • mends n temporary relief. A farther discussion of the matter now, however, is out of time, as the period for the resumption of the Balks has been fixed, s measure or temporary relief been ' planed, and the powers 'of the late Legislature been conferred upon-another. Vashos, gentleman born and raised in this city, and possessing fine scholastic and literary -attainments has consented to give up hie present Professorship which he now holds in the State of New York, and assume the Principalship of the colored schooL The . Committee was instructed to write to Mr. Vaebon and tender him the situation. It was understood.that be will be ready to commence by the first of December.
