Garen the Cititens of - Allegheny ' County, in Pittsburgh, On Friday Night, August lSth. The people are urged to come and4tear great Champion of Freedom. The'Plunderers Still .t their Work. The democratic party, having been deprived of one great source of plunder and peculation, in the transfer _of the main line of the State im provements to the management of a - private com pany, seems disposed to make the most of the opportunity for turtber depredations on the . Treasury afforded by the canals still in posses sion of the Commonwealth. The fountains of - corruption_ on the Allegheny Mountains and on the Columbia Railroad having ceased to flow— and the lucrative wood and iron contracts, and the fraudulent "estimates," by means of which 'dishonest and unprincipled politicians have been 'revrarded for party services at the expense of •the people, having no longer an existence— the treasury leeches, liken pack of famished wolves, have commenced their depredations in quarter in which they have thus far met with little or no restraint from those whose sworn duty it is to protect with jealous care all the in derytte of the Commonwealth committed to_their elni. We refer to the Delaware Division of ' the Peanajdvania canal, where contracts are - :\wesked . by political adventurers is some of them : entirely irresponsible, with a re4 less extrava guneariot even exceeded ythmous, or ra ther infamous, Portage sentemili n elM wholesale Plunder' and shameless ,fiftd, "filch . _for years . . Eaco been a reproach-and a disgrace to Penn silvans. . It is charged that at least one of the e Venal .Commissioners, (Mr. Molt,) and a num her of prominent democratic politicians in the north-eqttern section of the State, are interested in the Delaware DiTi9loll contracts, anti, accord- log to authentic reports, they are making some fat jobs far their own pockets, although the Commonwealth will suffer a goOd round sum. amounting, in all probability, to hundreds of thousands of the people's hard-earned dollars. But these contractors hare high authority for the respectability of their present calling. Is not the chief of the old canal operators now in the field, endorsed by a democratic nomination, too, ns a candidate for the highest of our State ' offices—an office to which no man should be elected whose honesty is not undoubted and whod character is not, like the reputation of Cresar's wife, “above suspicion." As tong as we elevate into our high places men who have .ittaissed fortunes inn comparatively short period of time.from holding small-salaried offices, and whose rissociations have been for years with no torious jobbers and schemers, so long will our minor official stations be filled by faithless and dishonest public agents. To ensure an honest discharge of their duties on the part of every subordinate State officer, we must place a pure and trustworthy person at the head of our State Government: and to elect Packer at the approach lug election will be as much an endorsement of these frauds as the election of *Botta will be a condellmation or t hem' ThelDoyleptown Intelligence> flit:eels public at tention to the manner in which the Canal Com missioners are spending the people's money in the enlargement of the Delaware Division ortlic k. l Pennsylvania Canal. which in itself is a scheme originally concocted for the purpose of enrich ing greedy partizans. The article from the In tilikenerr was published on Saturday, but for the purpose of calling further attention to it, we , I.iing it forward: "Any one who has paid the least attention to the work now going on for increasing the-capac ity of the. Delaware Division of the Pennsylva nia retinal, by raising the embankments, must be satisfied that the people's money is squandered imtbeinanagement of the State improvement.. without any compunctions of conscience. A system of partizan favoriteism is openly -prac tised, regardless of the intermit of the State.— Two successive .I.;iiislatures have each appro. printed $50,000 towards enlarging the Delaware Division, and no one can tell how much more money will be required-to complete this work . The first $OO,OOO were expended on about ten . miles of the canal, commencing at Easton. and the second appropriation may possible carry the work to 'New Dope. And this is simply placing a quantity of fresh earth on the embank ments, many places of unsuitable materials, poorly done, and which will wash away the very -moment water is turned upon it. The contmc tors. are all political favorites., who have been awarded the contracts-because of political ser- . - vice and who are permitted to go far astray from the specifications of-the work to be done. by those having the supervisionpf the canal. lo some places common riser sand isheaped on the embankments, in place of gravel and loam, as the 'specifications call for. This every one knoirs will wash away at-the first contact with the water. All the work is insecurely and im properly executed, and will be of very little sertiec, if ever the water is turned upon it.- 741r.!Canal Ctimmissioner Mott., through a' near representative of his family is largely interested in one of the contracts, antiseems determined to make a fine speculation or the Matter. "This work will, in all probability, require twojhundred thousand dollars, and even greater sod than this, before it is completed." • ' "Fames , " Democrat. IP Mr. Packer is somewhat faint-hearted, it inuit be a source of consolation to the Democra cy i)f this State that they still have in their ranks an !individtial whom his friends would at least pronounce "game," although his courage is of the' which is supposed to belong to the lower order of animated nature. The great polit ; icol party, of which he is an honored member, is 'sensible of his merits, and it has accordingly rtWarded him with several stations of honor and Profit. Lest March he occupied a seat in the . State retivention, as one of the delegates from the City .of Philadelphia, and assisted in the !lamination of Gen. Packer, of whom, by the, way. Bill should be ashamed, when he rentem: hers the peculiar weakness of his faint-hearted candidate, and his Ipthility to be "bluffed off." 3PMUllin has also a post in the Custom House in Philadelphia; which preyes thattiftramocrats aliireciate flint kind of "blocid" which will lead n RUM into the ring, figkt for a wager made at the counter of a doggery, although, at the sawn time, they justify theteTien:like conduct of their Gubernatorial clindidste, who altrinits frosultie challengenf his' ripenent, like a whip pid hound, when the only service required of ham is a fair and honest discussion of the great piddle nocstions in which ail parties and all lasses.are !dolly interested.
