They are really panto-Mrioken to snob an extent that they have not the powsr.to make any effective demonstration. They suggest no manatees for counteracting the dreaded influence, bet indulge in angry complaints' and feeble bravado, with pitiable volubility. Despair has seized them in the hour of anticipated triumph; the future, re neatly so promising, is now as dark as midnight to their vision. They feel and know that the "peculiar Institution" is in danger, and moot ' eventually yield to the progressive march of ad venal freedom and national enlightenment These doletukapprehensions and tedious jeremi ads of the Southern journals elionld inspire the friends of freedom and hut:Leah, with renewed *awry in the, proeOution of the great reform to which they have devoted t'oemielves. Your readers have already learned by tele- graph the *Menu of the Assembly. The Assembly convened this morning at nine o'clock. After the until devotional serviette, the Rev. Thornton A. Mills, late of Indisospolie, read the reporter the permanent Committee on Education. Mr. Mills is the Secretary of the Committee. The report was quite lengthy, bracing • view of the past efforts of the church in the education of young men for the ministry, and laying down a syetim of rules for greater effiescy and system in the work. The Committee made the following recionim7datlons and observ ations: 1. Increased interest on the part of the church . in the work.. 2. Bisperior mesas possessed by the church for the farthettnee of the work. 8. Each Presbytery, as an official body, ought to make the loareastv of the ministry the subject of consideration at least once every year. 4 The penatient Committee is recommended not as • centralized power, bat as a bond of union and medium of co-operation for the pres byteries. 6. Each Presbytery to report annually to the Committee its operations in regard to education 6. Earth Presbytery contributing to the per manent Committee, shall receive all requisite aid for yortung men in it s bounds. 7. Refoommends a uniform time, sin The day of annual prayer for colleges, to be devoted to the especial conelderation of this subject. 8. Recommends the endowment of scholarships —temporary, for three years of a theological course, or'seven years of •olassical and theologi ' eel course—or of permanent scholarships. Reef ammends also the incorporation of the Commit tee by the Legislature of New York. • 9. Requests annual reports from Presbyteries to the Committee. The Report states that during the past year the °hutch has contributed $lO,OOO to the cane; that there are 88 soademio, 96 collegiate, and 86 theological students preparing for the work of the ministry. There are, also, 87 others whose progress in study was not designated in the re ports of Presbyteries, and 63 ander tare of Presbyteries soon to be licenned. The Report also presented a series of Regale dons for the reception and government of oandl dates for the ministry, who place themselves I under the fame of--the Committee. The report, I should have stated at first. open ed with • historical view of ministerial edema tion In the Presbyterian church. Active opera• dons wore initiated as early as 1771, by the Synod, and by the fissembly in 1808 A gen-1 eral review of the past indicates a low standard of spirituality to the church and a deplorable "lack of interest In the great* work of enlisting young men as soldiers of the Grove of Christ. The report was referred to the Committee on Education with power to print snob parts as they see fit. The Committee on Chun% Extension present ed Its second annual report through its noting Secretary, Rev. 8..1. Wallace, of Philadelphia. The report gives a minute account of the vari ous missionary operations in the West, exhibit ing • most encouraging state of affairs wherever the missionaries of this Committee have labored.
