TIM UTan Tnounes.—The Immediate sup pension of the inserietion In Utah—for it Is I nothing leas than an open insurreotion—will de- I peed entirely on the action of the present Na• tient administration. Should Mr. Buchanan prove firm and exhibit a proper determination in this emergency, as we sincerely trust he will, the mune bigots and bestial !amities who now defiantly occupy and control that territory, will be driven from their position by the strong arm of our federal government. But should he al low hie constitutional timidity to control hie se tiona, then, indeed, may we entertain anion apprehension in regard to the denotement of this nefortanate state of affairs. There most lo t be no bargaining—no comp rotaisLug—n tem porising with these presumptuous and a Scions traitors. They have treated with con empt the solemnly constituted authority o oar gov ernment, and subjected its agents to iolenee and outrage, whilst in the discharge of their official duties. The forcible seizure and personal con• finement of the Judge of the United States Court has no parallel in the modern history of any civ lined nation, and reminds ns of the treacherous strategies of robber Highland chieftains or the forays of German free-bootere in the Middle Ages rather than of an event of the nineteenth century. Then facts established against the Mormons, they must be reduced to subminelon at every hazard of personal nee and political popularity, although the manner of their redua tion should be to &condemn with the require ments of humane and civilized warfare. To hesitate, however, is dangeron—prompt and de cided action is the only remedy. The people are awaiting with the deepest anxiety tne action of our highest federal authorities, and for the sake of eound morale, a safe and strong government, and Christianity itself, it is to be hoped they will not lie disappointed in their reasonable ex pectations. Had Washington hesitated or tem porised in the famous Whiskey insurrection, or bad Jackson evinced timidity during the Nullifi cation tronblee in South Caroline oar coun try at this day would not occupy its present proud position among the free, powerful, and enlightened nations of the world. The onasion is also propitious for the '""crushing oat" of s rebellious spirit which has been shown in certain section of the country, especially in the South ern States, within the last few years. Dema gogues, namely fledged, have threatened settee eioa from the Union, on the most trivet pretexts, as If the great federal compact wee a mere rope of esnd, liable,to be broken at any time to suit the whim of any captious or dissatisfied charla tan. We believe the recent troubles in Utah may be attributed, io a great measure, to the new tangled notions of State and Territorial rights that have been Industriously inculcated and freely proraniged by the party that elected Mr. Buchanan to his present position. These insid• cone assaults ou the federal - Union, made by a party that clairced to be Ito special defenders, uo doubt had their effect on the Inhabitants of Utah, who have very naturally adopted ex - nen% rated notions of the extent of territorial cove reigoty. We can, therefore, with propriety, look to our democratic rulers, who have the power and the reeponsibilities of the government in their Mande, for a remedy for anavil to which they have indirectly given an azietence. The Mormons in Utah, which includes almost the entire population - of the territory, have been, it is supposed, preparing for a concerted resist ance to the authority of the notional govern. ment, during the lest year, with a view to the establiahment of as independent sovereignty, Iri the event of success crowning their treason able efforts. The prospect of establishing a government In accordance with their religious opitione and their degraded practices, counted all the influence of the "Image" and "elders" in behalf of the movement. The military force of the territory hat been under training, and arms, ammunition and provisions have been °applied with no sparing band byßrighem Toting and his associates, who now control the government of the territory. The necessity of oar government resorting to rigorous maw:tree in regard to this territory, must Is apparent to the administration at Wash ington as it iv to all who are conversant with the troubles - by which it is agitated. All that re mains to be &nu by hfr. Buchanan, is to assert the power and dignity ofthe government of ,he United States in the right quarter—that In in the very heart of Utah. Tun RIGHT Nriiirr.—Our spirited cotempora ry—the kthiladelphr. Sim—in a very exoellent article, urging upon the friends of the Union . Thus, While there is not a more self ; reliant sod meaty individual on the hoe of the earth that Jonathan at home pr abroad— ; to counting room or parlor—in the railroad oar or in the street—it must be admitted, that when he descends to office-seekiug, as practiced in theee day!,. there is sot a creature in all despotic Europe, who exhibits in hie general demeanor so mach abjeetness, fawning sycophancy and min ing servility. No ineult—no discourteous or unfeeling treatment can disgust him with his vocation, or torn him from his purpose. The following extract from the Washington cones pondenee of the Philadelphia North American shows how this elate of infatuated mot fare et the federal Metropolis. The picture it presents is too humiliating to be amusing. When it is remembered that Mr. Baohanan himself was an office-seeker of the most Inveterate kind, for twenty years previous to his election to the Presidency, his conduct in this Instance toward his fellow partisans, displays a want of feeling characteristic of his sold and selfish heart Their pertinacity, caused in all probability by his promisee previous to the election, affords no ex. cuss for his want of common politeneer in his Intercourse with them. We have no sympathy with nor respect for the "black coated demo crats," to whom allusion to made in this corres pondence, yet we think they did dirty work enough in the laet.political campaign, for the 'Tarty," to entitle them to Mr. Buclanan's respectful ootteiderAtion and personal gratitude. "It Is my to imagine what sort of pressure this foroe of a thousand or more persistent claim• ante may inflict upon the Administration. They generally insist siporilpersonal interviews with the President, and do not hesitate to urge their pretensions with very refreshing complacency. A matter of business gave me the opportunity of witnessing one of the' daily receptions at the White House. The tonal hour had been changed from 1 to 12 o'clock, of which I had been inform. ed, but the fact was not supposed to be generally known Much, however, to the surprise of the attendants, its the cloak struck 12, in rushed a perfect tide of blaak•ooated Democrats, armed with recommendations, and generally supported by some conspicuous oohamplon. They were ushered up-staire, and soon ewarmed the ante. ram and hall adjoining the Executive office. With punctuality the President wee seen leav ing his private apartments, and immediately an. nonnoed his readiness to receive the visitors.— The door of the office was thrown open, and although a messenger stood outside, no one was announced, nu cards were delivered, and every body was told to go in as he pleated. At first there woe some awkwardness among the appli. cants, when the thought may have occurred that more than one person in the crowd might be seeking the same place. To those of us who were not waiters on Providence, the scene wee very amusing, and the rocire temps quite taking. The more determined patriots, however, act a good example of advaiceing to the President, who took each one, or pair, as the ciao might be, into a corner, and ia a stage whisper con ducted the delicate negotiations. -Perhaps an handred went through this form in three-quar tees of an hour, and the bullion of the whole song was office. The PrelOix took the whole thing in very good part, received everyb:dy blapdly, listened with attention to the various claims, and dispatched as far as was practicable each case that was presented,. There was a mischievous twinkle In hie eye occasionally, that sewed to indicate he wan pretty sharp In get ting up this sort of omnibus reception, by which time and labor wore saved, besides giving the largest liberty inculcated by the Listriocretio platform. Mr. Tyler, of illastrious memory. tried the same practice in the early days of bl 9 LOCeBEI.4I, when his popularity we, a little more universal than I. now is. Some seedy looking gentlemen who stood in my neighbunhood, watching a chino, when they nirght edge to a word, did not seem favorably lmpreesed with this mode of popular reoeption, and would have greatly preferred a lets a tete without witnesses to their nervous anxieties. NMI Tone.—The city of New York appears to be In a state of anarchy. Mayor Wood, foiled in his purpoees by toe act of the legislature cre ating a Police Commiesion, seems bent upon provoking civil war The blowing “Card” from the District Attorney, points out a danger at whioh the sothorates of that cieja ebould blush, If any reuse of sliams be left them: A Cain —Toe Diatrint Attorney feel. it doe to the commercial community to any, from re cent disclosures made to him by an arrested de fendant, which be regards as reliable, (but not of a legal character as yet to authorize steps of pre vention,) that attempta of an organized nature, encouraged by police insubordination, will Boon be made to commit burglaries upon stores h sing valuable property within them. Ho therefore suggests that the private watch around stores and warettouees should be strengthened; if pow- Bible, lights be kept horning inside, with open logs in shutters so as to allow the watch to make Inspections; and that porters or clerks be made keepers at night. Especjally should all stores be carefully watched and visited through San days, and the roofs and cellarektef houses adjoining to stores be examined. 111 other words, every man in New York alio het property to protect, most look out for him. self: the police wilt afford him no protection.— If the Courts of the State do not atop in prompt ly:Jo bring Mayor Wood to Me senses, the oily will be the scene, we fear, of much sanguinary trouble. Loulivrtts —Ever since Wean was acquitted of the deliberate murder of Dunce, Louisville Hems to have been given up to lawlessness. The election riots and the Isle lynching of ne. groes acquitted by a Kentucky, }nry, have fol. lowed legitimately in the wake of that nionetrous homicide. The city, now, has reached a most unenviable notoriety, and It is impossible to ima gine where the end to the lawlessness so often exhibited to her streets will lead. tier officers seem utterly powerless, and it most be that total disregard of the lawn possesses that com munity when it leaves its officers without any aid in times of peril. Meetings held ofor the mob, to denounce it, will not redeem the char. niter of the city. Why did Cot the spirit of con• demnation prompt the eitieens to array them selves on the side of law and order when their aid was needed? The Journal, we are glad to eel, has been plain and manly in its denunciations, from the first, of the mob spirit. As an evidence of the prevailing feeling there, we quote from it tho following: “It Is a sad thing to have to slate, that, in the midst of the mob, thero were Imes of boys, come of them scarcely ton years of age, all shooting "bang 'em!” "barn 'end" with a fury not surpassed by that of their elders.
