T., Feb. 2, 1857.—A bill has been Introduced into the Territorial Legislature which makes provision for early State organiza• tins. It Is entitled "an ant for the speedy taking of the census." It has been submitted to a Joint Committee of both Houses, and after several days of careful examination and discus sion, hes boon reported back without amend ment, and its passage recommended. As this bill ban boss carefully framed by the l most iodetential parties here, and as they have deliberated on the nem:salty and appropriate nese of ovary point, we may consider its passage; almost certain. The following are the loading I features of this important measure: - An Immediate ensue of Kansas Territory is to be taken. The cenauo is to be completed and the report made to the Judge of each county before the tenth of April. No previous residence I of evidence of citizenship, is to be required, ex cept that the voters Theis listed shall be citizens of tbeNnited States, and shall be Inhabitants of the Territory on the first day of - April, 1857. No emlgreut.tomiug to the Territory after that I dabs, shall be allowed to bare hia name on the i lists thus taken. Penton listed before the tenth of that month, 11.1 being in the territory April I let, shall he thus ranked as voters. The census shall be taken by the Sheriffs of the rertmotive counties. In case of absence of) the Sheriff, the County Judge shall take the census. }Whet of these persons in such a case are allowed to have h deputy for each township. All the offieere to take the census, or manage the cleation, arc app tutees of the Territorial' legislature. There is no penalty attached to taking a fades I cermet!. There is no requirement about stalling the temece of ashlers. The only rule to that they than bo inhabited on the first of April. An the elections are to bs held under Territo rial laws, it is probable that no one will be list cd or entitled to vote who has not a receipt for the payment of Territorial taxer. The pereen taking tho census Makes the re turns by the 10th of April. The Judge of Pro. ' bete him!! eopy.a lint of the voters' eclat& thus take,,, and post tine up in every precinct In the manly. No penalty is affixed to the non-per formance of that duty. The Crminty Court shall remain in session from the Math of April to the firm of May. This court silono id , ' entitled to make orasured or add new memos They shall do so at their dim/region; their only rule being tame who h•ve inhabited the Territory on the Sret of April. Mille decisions aro final; no ap peal can ha me le from them. When they have completed what changes they deem it proper to make before this 1133 i of Way, the bet ,tanda as it must be tepertil A copy of that list, thus perfected, i.e to be tent the Secretary of the Territory. The Governor shall then make au •pporteir men, from it; giving each' of the districts created by this bill a certain, and, as nearly 63 possible, equal representation, according to the returns from each of them There arid to tea sixty dale. gates. This is the only authority left to (10, senor Geary in the mottle. liven there tee duty is clearly defeated; there is no discretion vetted in him; nu evidence of felted entitles bin to ietefere. =MEM There are nincicen districts. MI cf the coin • tiro bordering on Slifeettri are made full districts . Shawnee, Richardson and • Davis outwit..., all thinly settled by Free &atrium, are made only one district. Sentence county, where Topeka le located, has (rani two to three tletee the num her of totem that are in the eonatios of Jobe eon, Lynn, Aoderecu and Marshall, all put to gether, and the latter counties aro ail made full districts by this bill. Jobtacti county Is the Shawnee reservation. There are not thirty legal voters in It, but it is likely thorn will be quite a rush of hllmoutleme from the border counties when the maw is taken, a., as I , no onto .claims, and lobe listed all voters. Vary few of snob will ever Beide permanently In the Territory. This dietribction of dietricts is a clear indication of bow Abe vote Is to be ob. taine4 The election for delegates is to be held en the third Monday ie Juno. It it to be gowned by the teethortat election lass. The comity Judges are to determine how many precincts there ehdi he In their respective counties, at what point of eiciti, voting shall be held. They shall appoint three judges for each precinct who shall conduot the election. The hours for the openlog or closing are specified. The judge" of election "hall make and certify to the county court the election returns. Thin court shell.send mac copy of such return to the cilhoe of the Secretary of the Territory, and file another to their own. The person having the largest number of woes on these totems is de clared elected by the provisions of this bill, and the Governor ehall issue him a certificate. In case of contested election, or a tie Tote, the subject shall bo referred to the convention when it assemble', which "hall amicably deter. mine the matter to controversy, if possible, or order a new election. Tho convention shall frame a constitution for the Btato of Kam*, and shall submit the same for the aff roost of Congress. No proottisn is macs for tttEmating it to tAs people. Tho convert• him) is to assemble at the Capitol of the Terri tory on the fret Monday of•Beptember.
