Late Outrages an the Minoan Sr. LOUIE, Wednesday, July 2. I write, thinking it important that you should have as direct intelligence as possible in regard to the recent outrages on the Missend River. A party of Kansan emigrants left Worcester, Matte., under Dr. Cutter of Warren, Mass., 'on Jane 17, and =o th er under Martin Stowe ll of Worcester on June 25. On Jcure 27 the newepe pers contained the telegraphic news that a party had been disarmed at Lexington, and on the same day I left Worcester in consequence for Chicsgo and Bt. Louis. It appeared next day that the disarmed party was not Cutter's party, but a Chicago company. As, however, we knew that Cutter was just be hind them, it seemed likely that his men had got into difficulty also. We had directed him to go through Iowa; but, by the advice of our friends in Chicago, he had changed hie route. At Chicago I received telegraphic news that Cotter also was disarmed at Waverly, near Lex ington, which is the latest intelligence I have concerning Aim. lam here wailing for more. At Alton I saw the leaders of the returned Chicago company, on their way west by another tante, and tock down from their lips a pretty clear account of their adventure, which I give you, beeline& most of the published descriptions are more or lees Incorrect, or wanting important features. Sixty-eight men, two women and three chil dren, mostly from Chicago, le ft this city in the "Star of the West," Capt. Dix, June 19. They were a peaceful organization, though, as is usual with pioneers, they carried their arms.. Their chief officers were not military men, and they went to become actual settlers. Nothing suspi cious occurred below Jefferson City, where Mis grimier," began to come on board in small par ties, amounting gradually to some 60. At sev eral points men left, with an appearance of con creted action. They reached Lexington at 10} o'clock, and found a-crowd en the wharf. The bait was made fast by the Captain ' with two hawsers and chain cable, a thing a lmost un heard elan the river, and proving that the Cap tain war, from the beginning, in league with the Missourians. This everybody whom I bare nen here admits. I A Committee of Seven or eight came on board and requeted.to see the officers of the Company, and told them they must have their arms. There was no pretense used of the arena having come from a State arsenal (as eome accounts say); It .was simply the law of the etrongeet. The Chi cago men appear to me to have behaved well, and to have unwillingly acquiesced in the decis ion of their officers. They debated the matter an hour, In the midst of occasional yells of im patience from the crowd of 300 (mostly armed) on the wharf. They saw three pieties of cannon, beside several en a steamboat across the river, which, they were told, would perms them ' even it they escaped the mob. There were also 100 Missaulaes actually on board the vessel.— Finally they agreed to surrender their ems, on promise of permission to continue W eir journey. They were given to Mr. AVOrew the leading merchant of Lexlngtion o 'who gave a receipt for 68 carbines. This man was one of the party who came on board, which gives an interesting Idea of the merchutile community of Lekington. They continued on to Kansas City. There about fifty South Carolina and Georgia men came on board, armed at dint with aldearms only; • but, after drinking awhile, they unpacked some rifles end bayonets, and took their station on the boiler-deck, u if to prevent egress. Nese Leavenworth they were boarded by At chison, Stringfellow, Jones of Weston, and others, who asked to see the oaten of the com pany. The little Chicago band were then in formed that this armed party had been placed on board to prevent them from landing In the Terri tory, and that there would bo armed men on chore for the same purpose. If they returned to Anon no (Dente or ienry would be offered them; otherwise there would be useless bloodshed, for which they would be responsible, Ito. After some indignant argument, the Chicago company had no choice but to yield. The next step was to reqtdre them to give up their side-arms to the care of the captain, who pledged himself for their safety. How he kept the pledge will presently appear. At Leaven worth there was an armed crowd, betide an or- Banimid military company, Which came on boird, milking the previous one.' Their prorogued object was to save the Chicago - men from insult —a proteetion like that afforded by the grand motherly wolf to Little Bed Riding Hood. At Weston some amiable person suggested that perhaps all the small alms had not been surrendered. To work they went, the, efore, Atchison, Stringfellow, captain, clerk, and crew, exploring gentleman's Danko and ladies' carpet. bags for revolvers and knives. When Mr. Anil. loon had collected these and pledged his "word and honor" for their resortatlon; and the captain likewise —" Cane boys', " said the commander of the Missouri gnard-to his men, "there are some good revenant, now help • youreelves. " Int& they did, en liberally that the poor Chi cago boys had, to my knowledge, - scarcely any. thing left at their return to Alton. The regular trip of the " Bar of the West " was to St. Joseph's but the captain put about at Heaton and descended the rieer with the Chicago company. It is a known fact that he was paid $6OO for this by the Missourians. And this is a publio conveyance on a public thronghlare. After putting about they began to hear rumors of a Maassehonette company coming up from be low. Armed bodies were collecting at Lexington, Waverly, &0., to receive thein.• lam told here, however, that these were probably almost all LexingtOn men, OD they are very desirous to in duce other towns to share their villainy. Alas, for the degradation of the name of Lexington I Coming back, the Leavenworth company left them et the city, having kept them confined in the cabin while there. Another set came on board, headed-by the notorious' Col. Buford— Presently they met the "Balton" gong up with Dr. Cotter's party. The "Star of the West" rounded to, at request of the Chicago men, and they hastily explained to Cutter the clrentLtu us, asking-him ithease "stroogenongh to fight all Missouri?" He - hesitated, and sent two of his men ole board of the "Star of the West" to emelt and make arrangements for transferring his party. Mesnwhile, Dnford's .men remon strated, telling the captain their /Ives were in danger if he took these armed Yankees.ort board; and one of them !napped • pistol at a Chicago Man. For this or some other rectos, the beats separated, and Cutter vu heard to call two his men hack, saying that he was going on, op the river. It was, however, too late for them to get back, and they Mesas. Perry, Thayer, and CoL Holwayneterned to Alton with theChiesge ocat- PDT. Net quite to Alton, however; for the mean and cowardly captain, afraid to encounter the people there (and justly, for there were foarbundred an the wharf to receive him), pat them on. shore Ave miles below, in a rate. taking thole baggage back to St. Louie, to be forwarded afterward. All this. property (by tho way) was taken on shore at Leavenworth, and deposited till thei r return down the river, when it was restored; trapt some tents and. other valuable articles. There is a great excitement at Alton respect ing the condect of this Capteic, and there is to be an indignation mi.eting tonight, at which I am engaged to 'pea; 11.1 can arrange, to , eo up toOght sad Teton.. As for Cutter'e party, the steamer New Snag arrived yesterday, briegieg accounts of, great excitement up the river, at Nansas City, Wayne City, Liberty, &o.—many hundred men in arms, with cerium She sin mports meeting the Sultan at Sibley "with the expected party ,on board, but relieved of their arms and ammuni- Son at Vandey." , The same authority :quietly adds : oidet the William Campbell With a large force of Southerneri bountlfor Ransil." ,Thul it goat: the South pours its multiprdei in, while a single Pree, litata party is got tip - tittle great labor, amid the oppoettlett of ummitio u e evi gets dletterttedog the Tey. .When will the North wake up? A question many years old, and not yet answered. One thing is clear —Missouri le desperately in earnest, and unless she is met by an earnestness as determined, Kenna is doomed. Do you see the signs of this answering determination, when all the Eastern cities are reedy to do le to "relieve the starve. Don of Kansas"--a starvation which will not ex ist till next Winter—while Kansas la perishing now, for want of men, arms and money ? The pledges of the North to Kansas have been broken. I could tell some things on this point which would mortify and astonish yen, bat it is better not to say them. To return to Cotter's party, It is impossible to sey whether they will be allowed to go through into Kansas, disarmed, or sent back like the Chi cage men. The steataboat has a better captain than Dim but, an the other hand, the Missou rians have vowed special vengeance on Mass•- chusette men. We shall Probably hear from them to-day or to-morrow. I almost hope to hear that some of their lives have keen sacrificed for it seems as if nothing bat that would arouse the Eastern States to act. This seems • terrible thing to say, but these are terrible times; times which ought not to excite a moo, but to make has aim and resolute. It has had this effect on our second Worcester party (dtowell's), a noble set of fellows, steady, temperate, united and determined, with a leader of no common ability. Do you know that they came and absolutely begged of me to let them go up the Missouri river, in the track of Cutter, p eem ledgin the g:thhon emse orlvof es M ss e, if need be, but to re dmehuselts. From•the bottom of my heart I felt with them; one word from mo would have done It, but I did not feel authorized to speak that word, and therefore sent them on by the other route. Had they gene by the river I should certainly have gone with them, for I never found anything harder than it will be to quit this river, believing, as I do, that there aro plans practicable by which the passage might yet be opened to Free migrants. But there most be some outrage yet before even the North-west Is reedy for those measure!, much less the East. * * * * * Yours truly, T. W. Hzacmrsor Further Foreign News by. the Baltic. Generals Blllahou, De Salle, Lisette and L'Estange had tubed at Mar seilles. The embarkition of the troops contin ued. The Berlin correspondent of the London Times writes under date of June 22d: It is stated now as a settled thing that an en tire armee corps obeli In future be stationed In the Crimea—a much stronger military force than was ever stationed there previous to the wall It Is also said that flicholaleff is to be made the headquarters of an extensive steam navigation undertaking, ouch as the Austrian Lloyd. The following are the latest dispatches from the Crimea by way of Munillea. "The fortress of Redact Edell had just been evacuated by the nuke. "Marshall Pannier had fixed the ditto of this evaanation for the Lth July, from which day the military protection of the Inhabitants will cease.' DrICOLITION Or KAILL—The military periodi cals of St. Petersburg confirm the intelligence of the demolition of the fortifications of . Ears, not wholly, but in part; It appears, howeverithat this word of destruction did not take place since the peace, but on the contrary, immediately after the town was occupied by the Rueslane. Gen. Mouravieff, on taking possession of the town, caused ati those works to be rued that from stragelleel reasons appeared to him not expo dienoto man, as well as other portion, of the fortifications, which be foresaw, in the event of Orfiar Pasha's advancing to the relief of the place, he should not be able to maintain. Ruses.—Every branch of the State adminis tration in Mattel Is now undergoing a thorough revision. Even the Church does not escape. The Berlin correeponde nt7 orttri LCetionTimes writes: - It Is spoken of in St. Petersburg an a fact, but apparently without any certainty of its correct ness, that on the arrival of the first English res• net at Crenate& this year, the Muslim sailors indulged in a considerable amount of menacing execrationl and bitter Invective against the Bag, and that when the crew came on shore It soon COMO to fisticuffs and a some, In which an Sog• Hallman was killed. Whether true or not, It is an incident tiutti ac cording to the private accounts thst reach me of the state of feeling in R11133 1 / 1 1, may happen any, day where our countrymen come into contact with the Russians. In Pt Petersburg, I am told, an Englishman is doubtless safe, except in mush parts of the town as are inhabited exclusively by the lower classes; ID the rest of Russia it would be unwise of him to expose himself, and in Fin land it would certainly be attended with depict table results for an Englishman to travel alone just now. rtrItYST. —There are 14,000 French traps at Constantinople. A despatett from Marseilles, dated 22d nit, gives the following as the latest intelligence from the Turkish capital.• The Constantinople journals; confirm the news of the demolition by the Russian troops of the fortifications of Rent and Ismail. The officers and engineers have 2000 workmen employed under their orders, and the stones taken from the ramparts are shipped on board large bargee, and conveyed to Odessa. The Turkish journals, in pointing out these facts, call to mind the deo. !orations of Lord Clarendon, that these fortifies. tiom would not be injured. For some daye before the packet sailed, the Turkish capital was disturbed by the committal 'of a number of misdemeanors, and the Euro peans already regret the French police. Ounce the Bahian, diplomatic conferences have been going en with great activity. . The French are fast shutting up their hospi tals. Oat of 18 which they bad only eight are kept up. Atorrars.—Drisztmosrm wrrn rue Crtosou.— The Vienna correspondent of the London Times writes under date of June 20th : "The almost exclusive topic of conversation is the reply of the Emperor to the addrese of the Austrian bishops, and the general opinion is that His Majesty gave his clerical hearers a plain hint. that it was not his intention entirely to sacrifice the interests of the State to those of the Church. As it is one of the axioms of the So man Catholic Church that all temporal matters must be considered of secondary importance, the obserration of the Sovereign, that' he Wishes his subjects 'to enjoy the good things this World without forfeiting those of the next,' is not ex actly to thi taste of thoreverend fathers In Cod. The increased and increasing influence- of the clergy is felt in almost every department of the Arbaldstration, and nowhere more than in the bureaux of the authorities whose business it is to superintend the press." - Irma, June 12.—The number of the accused in the trials which are actually.. being bold here Is 11.
