Mr. Biggs defended the Naval Board, and re plied to the recent speeches of Houston and others. He complimented the official conduct of the Secretary of the Navy. Mr. Adams complained of injustice towards the Navel Officers; earnestly insisting that their wrongs should be redressed. After some unimportant business the Senate adjourned.• Ronst.—Sir. Washburn, of Illinois, from the Committee on Commerce, reported a bill estab lishing collection distriote and designating ports of entry and delivery and modifying the Revenue Laws. Mr. Washbathe said the measure had been thoroughly examined by the Committee of Com merce for several years by both Houses, and at the office of the Secretary of the Treasury.— There was great and imperative necessity for Its passage. He did not with it to go to the Committee of the Whole on the State of the Union, for that would be the end of it. Mr. Jones, of Tenn., Bald the bill comprised 350 pages, being the longest ever presented to Congress. He thought, the:Mote, that ample time should be afforded for examination and con sideration, and that the bill should not be press ed through under the operation of the preilous question. Mr. Fuller, of Me., remarked that the bill was as perfect as it could be. It was principally a confiscation of the existing laws which are now spread over 400 acts, commencing with the adoption of this Constitution.
