James are somewhat complicated and difficult of peaceful solution, we have not the slightest fear they will result in a war, and hardly to a pciA pimalon of regular diplomatic intercourse. These difficulties are two-fold. One is the Central American Qaestion, growing out of a difference of interpretation of the Clayton palwer treaty; the other Ls the infraction of our neutrality laws by agents of the British Government, in attempt ing to recruit soldiers for the Ciimes, on our soil. The whole Central American case has hereto , fore been stated in our columns, and is doubt less familiar to our readers. It has lately re ceived new interest from the notice taken of it in Parliament by Lord Clarendem Mr. Buchanan states in his correspondenoe on the subject that on two several occasions, in con versation, Lord Clarenden had suggested arbitra tion. On one occasion Mr. Buchanan replied that the Emperor of Russia was the only power sufficiently independent to act as impartial um pire, and he was at war with England ; at an other time he ra plied, that there was nothing to arbitrate, as he did not consider that the true construotion of the treaty was a subject of arbi tration. These converse tions Were faithfully reported to Mr. Marcy. Lord Clarendea, in his speech of the 6th Feb., says : "In mob a case correspondence is useless, and I lost no time in offering to refer the whole question to the arbitration of any third power,both side's agreeing td be bound by the decision. That offer has not been accepted, and I hope upon further consideration the government of the United States will agree to it." The next day, the Bth, Mr. Buchanan called upon Lord Clarenden to know by what authority he had made the above statement. His lordship replied, bin authority was the conversations above referred to and a despatch he had cent to Mr. Crampton, in Noveinber last, with instrue 'Sone to read it to Mr. Marcy. This despatch was never communicated to- Mr. Marcy, until lastweek, Wednesday night, when Mr. Crampton sent it in with an apology, that the request to communicate to Mr. Marcy bad escaped his at tention. Lord Clatenden's dispatch to Mr. Crampton, thus brought to light, ie dated Nov. 10th, and is nafollows "Mr. Buchanan having, in the course of con veraition a few days ago, adverted to the ima preasion that a diffrulty would be crested in the United States by the non-settlement of the Cen tral American question, I againatesared him that England had no wish to extend her influence or obtain any territory in that part of the world, and reminded him that as the difference be tween this country and the United States turned Solely upon the interpretation of the treaty of 1850, I bad offered on the part of her Majesty's government to submit the case to the arbitra tion of a third Power; but that be had declined the offer. Her Majesty's government, I said, would still abide by that offer, and thought it would be the fairest and most amicable manner for arriving at a settlement of the question Mr. Buchanan said he vrouldurike it known to his Government, and you are instructed to com municate this despatch to Mr. Marcy." The imprention exists in Washington that some double dealing exists about this despatch, There Is a suspicion that Mr. Crampton has been made a soaps' goat for the blunderings of the Bbitlsh Secretary, as it is hard to oonceive bow so experienced a diplomatist ehould overlook the most important instructions contained In a despatch which affected the peace of two great conntries. It is not probable that this country will con sent to arbitrate. Derieg his interview with Ord darenden, on the Orb of Feb., his Lord ablp requested Mr. Buchanan to communicate the proposals' of the British Ministry to arbi trate the queAion. Mr. Buchanan promised to comply with the requEsr, but repeated his own opinion that the proposal a cold not ho accepted. Snob appears to be the present , opinlon..of the American Cabinet and Senate. The subject of British Recruitment in the United States, is not a lees perplexing question than that of the Ciaytou-Bulwer treaty. The whole correspondence between the two govern ments has lately been published, and a synop-. Ws of It ban been given in our telegraphic despatobee. This long correspondence fills sixty-six printed pages, and it requires no little fortitude to wade through it. It firet occupied the attention of oar Government ou the 10th of June, when Me. Marcy advises Mr. Beebe:an that a plan was on foot to enlist soldiers for the British oervioe: in. this country. From that day np to the prSsent the correspondence has continued, and some of the letters fill columns. The British government protestathatthey did not wish to infringe' our laws, and that they had sent ont his tractions to their EIfDAB acoordiugly . When pressed with the fact that Mir - laws have been violated, Lord Clarendon esYs that "both her Majesty's Government and her Majesty's Minister at Washington gave reiterated orders to all concerned carefully to abstain from such a violation; and if, the British government did not glmpostig eatt!* theaUnifed States low to be violated, lien the territorial rights of the United States, what. ever they may be, were not, as has bean said, in tetanus/1y violated 'by Great Britain as a na tion," evenif it should be shown that the mu nicipal law of the Union was infringed." This Mr. Marcy views ass mere subterfuge, and not such an apology as one magnanimous nation should make to another. In a long des patch winding up the controversy, of date Dec. 28,1866, Mr. Marcy resieite the whole subject in dispute, and after controverting the positions above stated, taken by Lord Clarenden, closes by stating the demands of the President. As the question of these demands is now pending, we quote the following closing portions of Mr. Marey's important despatch: . "This Government maintains that in every Ju stinee where a person, whether a citizen or a • foreigner, has been brought to the determination to leave this country for the purpose of entering into . a foreign service as aaoldier or salter by any inducements offered by recruiting agents here, the law of the United States bat been vio lated.. Mr. Bras:Lay, the assistantor clerk of the consul, has taken a morn open and effective part than the con sul himself, and is now under an indictment for violating the law against foreign recruiting. The Consul, Mr. BeIMLAY, could not but know of Mr. Stanley's conduct in that matter, but he still retains him in the consulate. Besides the re spoosibility that rightfully attaches to Mr. Barclay for the improper conduct of an em ployee in his office and under his immediate and daily observation, this .Government to satisfied that he has himself riot only favored the recruit- ing for the British army, bat has participated in it. • Moreover, the improper conduct of Mr. Barclay in the ease of the barque Maury has justly given offence to the commercial communi ty in which he resides and with which he has official connexion. For these reasons this Gov ernment deems it proper to instrgot you to ask the Government of Great Britain to withdraw Mr. Barclay from the poet of British Consul at New 'York. . . You are directed by the President to read this despatch to the Earl of Clarenden, and, ehould he desire It, to hand him a copy." This dispatch was read to Lord Clarenden, by Mr. Buchanan, on the 29th of January, and he promised to reply at an early day, but no Ra mer bad been recols4 at last accounts.
