How were they changed since they had last met in conflict! The elder had grown richer, stronger and more Imperial than before. They met in the presence of the feeble and con tentious republics which the influences of their own Institutions had perhaps too soon organised out of the ruins of Spanish despotism in Amer ica, not to overthrow and subjugate those Repub lies, and seise the domains which they could not hold, but s to fortify them and guarantee their possessions to them for ever. It is not the pres ent, but the future, that stamps upon human transactions their true and leading character. Higher than the fame of Agincourt, of Saratoga, of Waterloo, or Buns Vista, .shall be the glory of that conjunction of Great,Britain and America on the heights that command the repose of the world. The truce they made there was not ef fected without mutual eel f;denial acquired under the discipline of free government Great Brit ain repressed a constitutional ambition that bad long - ow:cruised the world. We are the centre of one system--en American one; Great Britain is the centre of another—an European one. Almost in spite of ourselves we are steadily extending and, ittereas lug our control over these continents. Notwith standing her tenacity, she is constantly toeing her dominions here. This is within the order of nature. It was for three hundred years the' business of European nations to colonize, dieci pline and educate American nations. It is now , th e business of thou nations to govern them salves. The decline of European power here practically began with the fall of Canada out of the control of Prawn, in 1768. It has steadily continued until now only some relics, possessing little vitality, remain. Without any war on our part, Great Britain will wisely withdraw and disappear from this hemisphere within a quarter of a century—et least within half a century.— War might hasten, but might also delay it. I regret, also, that a war, if it must come, most also probably occur with the great conflict that now counlen Europe. Mr. Buckalew moved to refer the bill from the Hence to' repeal the sot to restrain the sale of iutoxioating liquors', to is Select Committee. Tho motion was , negatived—yeas 14, nays 18. The Lebanon Valley Railroad bill came op with the House amendment, adding a provision for tonnage lax. The amendment was discus-rd at some length and was finally amended I.y striking out the provision for a tonnage tax end inserting one reserving the right of taxation to the State. Iu this shape the bill wee cent back to the House. In the House, Mr. Fulton, rend a bill to erect parts of Allegheny, Butler and Westmoreland counties into a separate county, to bo called Madison. Mr. Magee, one to authorize the Pittsburgh and Coal Htl Turnpike Road Company to borrow money. The House resumed the consideration of House bill No. 76, to provide for the fencing of rail rondo and for the better protection of tifo and property, which after a long discussion and un successful efforts to amend, passed by a nos lIIMOtte vote. A resolution to fix the anal adjournment for the 26th of March was under discussion when the Home adjourned. Thursday, Jan. 81.—In the Senate, House bill, relative to the mode of appointing Collec tors of State and County taxes was reported and ' passed. The bill to authorize the Pittsburgh and Coal Hill Turnpike Road Company to borrow money, and a bill to incorporate the Monongahela Turn pike Hood Company were reported on favor ably. Mr. Wilkins read a bill to incorporate the Pittsburgh and Braddock's' Field plank road Company; also, one to repeal certain sections of sots of Bth April, 1851, and :30th March 185,2, relative to the grading and opening of certain streets and alleys in the city of Pittsburgh. Senate bill No. 7, (Mr. Wilkin's )ill,) to re peal the act to restrain the Hale of Intoxicating liquors same up in order. I Mr. Wilkins remarked that he had—why, he could hardly account for it himself--been dently mixed up with, this questioo. he would take this opportunity to oxidant a vote he had given this morning against the motion to take up the bill from the House to re peal the liquor law.
