We were Informed that it could not be allowed to go out of the possession of the Com mittee until reported and acted upon. As the ltepdrt was very lengthy, thLa involved almost the necessity of. deferring Ito publication until Wednesday. We were considerably surpriied, however, when we reached the Council .Chamber, find proofs of the Report from the Diepatch otso , l y i ng u pon the members' deeke,.but the 'mystery was very readily explained,, when we racalled the fact that the reporter of that paper • iv Clerkto the Committee., and bad availed him self of his position to secure the Report for the Dispatch to the exclusion of every other paper. We do not know that we can object eo much to the course of the reporter, as to that of the Chairman in giving him this adiantage over the rest. If any other reporter had requested the -Iteportfar Publication, agreeing to ,furnish proofs to the Cotincilmen, we are of opinion they would have been refused. 'We are given to understand that the CoMmittee made no order for its pub lication whatever. , The Journal protested against the advantage Chun given to the reporter of the DUpateh. in Wednesday's paper, and the latter 'sheet attempts to answer it by asserting that a great conve nience had been done the city at no expense, cad an accommodation extended to reporters, in having proofs laid upon their tables, instead of, is the latter case, obliging them to take menu eclipt copies. The city is doubtless able to pay for' any ocdeenienee that may be deemed large enough to make a merit of, and we, at least, are so obtuse es not to perceive any par ticular accommodation in being provided with a proof of over a column of matter at seven or eight o'clock in the evening.
