CUTITNO A BORNE'S TRROAT.—ArraI of the c ut ,T Annil _Bm o d y Cortfiett and Benue of the Pei:often—Yesterday afternoon, the attention of High Constable Scott, of Allegheny, was attract ed by a large crowd on Robinson street, and on making Inqalry he learned that a man named Robert (or "loafer") Bell, in company with two „a im had assaulted a wagoner, who fled and took refuge in • boom; and that Bell, being chagrined at the escape of the man, had renteJ his malice; by cutting the throat of the horse with a dirk-knife. Officer &nett 'started jn nnrinit of Bell, and sirprised him while Bitting pa the bank of the Allegheny river, below the Outlet of the canal. Bell had his knife open in hie right hand, and on recognizing the officer, he sprang to his feet, and attempted to stab him. Scott ran back wards until he could draw his mule, when he tapped Bell on the head, and knocked him down. The blow was so tffight that Bell soon recovered, and made a ecoond attack, when a tremendous blow from the mace brought him secuseless to the ground. The officer then took the knife, and called upon the citizens to aid him, se he did not wish to injure the man further. The crowd refused to BRAN, and began to mut ter about the brutality of the constable. During the brief time that here elepeett, , Bell again re covered, and though bleeding profusely, he made a desperate attack upon theofficer with a paving stone, was struck igith the mace and felled a third time.
