Bauman, Sept. 24.—The steamboat North
Caroline arrived yesterday. She 'brings intelli7
gents from Forfolk .up to noon of Saturday.
Nothing can be more appalling than the present
aspect of affairs, and the weather has been 'so
very unfavorable as to canoe misgivings with re.
regard to those who are sick. Dr. Ferguson,
President of the Howard Association, died on
Saturday morning. ThiB fact adds greatly to
the despondence of the people. The physicians
say that the disease has lost none of its malig
nity. There were 40 interments on Thursday,
sod 28 on Friday. On Saturday 80 orders for
coffins bad been left with the undertakers up to
10 o'clock. During Friday night ten deaths oo;
cured Miss Wallace, from New York, is doing
well. At Portsmouth, on Friday, there were 25
deaths, on Thursday 22, and about 80 oh .Satni.
day, Drs. Wallis, of Baltimore, and Ryser, of I
Philadelphia, are very ill. Drs. Aspel and Ken
nedy, of Philadelphia, are convalescent. Mr.
Reeside, an apothecary of Phiadeiphla, is also
down with the fever. The acting mayor, Mr.
Halliday, was taken to the Hospital on Satur
day.
It is estimated that of 2200 persona now in
Portsmouth, 2000 of tLem are either convalescent
or tick. Acclimated wines and physicians are
much needed, but the authorities hope that no
more will come from the north who have not had
the fever, to furnish fresh viceless.

CHICAOO, September 24.—An address to the
people of the United States from a committee of
the late Lexington Convention is published. It
is quite lengthy and is principally devoted to
denouncing the (migration from' Mamehasetts
other States under the Aid Societies where
by the Kansas and Nebraska law is rendered 'a
dead letter. Such emigration it is stated la
without precedent and to dangerous in the et
frame, being caleulated to circumscribe slavery
to its present limits, and to defeat the true in
tents of the Nebrreka bill. It concludes that

ton Convention from whence she will not recede
that the rejection of Kansas as a Slave 'State
would be the grosiest insult to the South and the
declaration that Slavery is incompatible with a
republican form of government an unequivocal
